SAN DIEGO (KGTV) -- Police have released pictures of a man accused of shooting and killing a 27-year-old man in the Midway District in late February.Police say Ernesto Castallenos Martinez, 41, shot and killed Alexander Mazin in a parking lot behind the 24 Hour Fitness on the 3600 block of Midway Drive.Following the shooting, police were led to the intersection of 30th Street and Upas Street where an hours-long standoff took place.RELATED: Police identify Midway District shooting victim, suspect of North Park standoff?After SWAT teams entered an apartment in the area, they didn’t find Martinez. SAN DIEGO (KGTV) - New numbers show just how quickly housing has become unaffordable in San Diego county.Housing received a thumbs-down because the Housing Affordability Index for San Diego County decreased from 26% in December 2017 to 24% in December 2018. In 2012, more than 45% of county residents could buy a median-priced home.The report on housing affordability was part of the annual Quality of Life Dashboard released by the Equinox Project, The Nonprofit Institute at University of San Diego. The renters' situation isn't much better. According to the U.S. Census Bureau, in San Diego County, 57% of people pay more than 30% of their income on rent. San Diego, Orange and Los Angeles counties have the highest proportion of people paying over 30% of their income on rent.DeBenedict says add it all up, and it hurts locals employers trying attract and keep talent. SAN DIEGO (KGTV) - Owners of sportfishing and diving charters in San Diego expressed their grief and condolences Monday after learning of the deadly boat fire near Santa Cruz Island. John Conniff, the owner of Islander Charters, was at sea guiding a trip when he heard chatter over the radio. "It was in the middle of the night, and I could actually hear it from where I was sleeping, but we could only hear the Coast Guard side of things, at first I heard that there was a fire on a boat," said Conniff. "We couldn't hear the Conception side of the story, but I could hear Coast Guard responding to a serious mayday outside of Santa Barbara."It wasn't until Conniff returned to San Diego that he learned just how devastating the fire was. "My heart goes out to them… my first thought when I heard it on the radio was my own family and then of the families of the 25 people sleeping below decks on our boat," said Conniff. Coniff runs sportfishing and dive trips anywhere from one-and-a-half to five days. He says the whole industry is grieving. Patrick Douglas, with Horizon Charters, posted this message on their Facebook page. "Like many of you in the California dive community we woke up to the devastating news of the Truth Aquatics dive boat fire off Santa Cruz Island last night. Sending our deepest condolences and love out to the families impacted, this is a very sad day for the industry. #prayers"By phone, Douglas told 10News that dive boats in California operate at a higher level than any other state. He says they maintain the highest standards and an incident like this is an anomaly. In his 30 years of experience, Douglas has never seen an incident so severe. Both Douglas and Conniff acknowledge incidents like this are a reminder to double down on safety operations. SAN DIEGO (KGTV) - More than a hundred family and friends gathered for a memorial service Friday morning at St. Therese Catholic Church in Del Cerro, to remember Julia Jacobson.The retired U.S. Army Captain disappeared over Labor Day weekend and is believed to have been murdered, the priest talking of the "sting of death" and "death so sinful."Julia's car was discovered abandoned near her home in University Heights but there's been no sign of her or her dog, Boogie, despite many searches - which are ongoing.RELATED: Ex-husband of missing Army veteran arrested on suspicion of murderJulia was divorced. It wasn't a friendly parting and the ex-husband, Dalen Ware, was arrested in Phoenix last month; charged with her murder and currently awaiting trial.Friday, though, a tearful farewell for a lost friend.Jamie Mann described her as a battle buddy during the Iraq war."There isn't a day goes by I don't think of that girl and how she made me a better leader; just a better woman; and she loved everybody, touched so many people hearts, and she'll never be forgotten," Mann said.RELATED: Scholarship set up in memory of missing Army veteran Julia JacobsonJulia's brother, Jon, said one of his biggest honors was to pin Julia's lieutenant's bars on her."I was very proud of her; her service in Iraq, Serbia a little while. SAN DIEGO (KGTV) - Officials from Mexico and the United States held a joint meeting Friday to discuss binational relations, legislation, and urban mobility strategies. At the discussion, officials from both sides of the border discussed solutions to the Tijuana River contamination issue and the concept of a new port of entry. Board member Mario Lopez was joining the group from Tecate and he was very supportive of the new port of entry. He supports the initial plans to have an additional border crossing at Jacumba and Tecate. Lopez says that the wait time at San Ysidro is hurting the economic growth, “10 billion dollars lost because of border wait time” he tells 10News. About 20 years ago, SANDAG did a study and it showed the necessity of another port of entry. The Mayor of Imperial Beach, Serge Dedina tells 10News, “on of our biggest source of air pollution comes from the trucks and cars waiting to cross the border”. Right now, the Jacumba Port of Entry is a concept, “these projects take many years” Lopez tells 10News it will take another 10 years but in the meantime they’re hoping to get the funding to purchase the land within the next five years. Aside from economic and environmental impacts, supporters of the port of entry say it’ll also be beneficial for trade relations between California and Mexico. Another topic discussed at the binational meeting was the Tijuana River contamination issue. Mayor Dedina tells 10News the new president in Mexico is “looking at more public-private partnerships for public water reuse”. In fact, last year they passed a partnership with an Israeli company, Odis. It’s a filtration plant that will help lead a water reuse project south of the border. Dedina says, “the project could clean up 30 million gallons of sewage a day”. Compared to previous years, Dedina is more optimistic seeing steps being made to solve a major problem that continues to threaten our southern beaches.
