BEIJING, Nov. 2 (Xinhua) -- Chinese President Hu Jintao and Tongan King Taufa'ahau Tupou V exchanged congratulatory messages on Sunday to celebrate the 10th anniversary of the establishment of bilateral diplomatic relations.     Hu said in the message that the establishment of diplomatic ties between the two countries on Nov. 2, 1998 opened a new chapter in bilateral relations.     Over the past 10 years, the bilateral ties have been continuously solidified and strengthened, he added.     Hu said the establishment and development of bilateral ties have brought real benefits to the two peoples and promoted the stability and development of the Pacific Islands Region.     China is willing to make joint efforts with Tonga, on the basis of the Five Principles of Peaceful Coexistence, to further strengthen bilateral exchanges and cooperation, boost the two peoples' friendship and understanding and lift China-Tonga friendly and cooperative ties to a higher level, thus making new contribution to the stability, development and progress of the two countries and the region as a whole, he said.     Tupou V said it was farsighted for former King Taufa'ahau TupouIV to make the decision to build diplomatic ties with China 10 years ago.     The development of the ties has benefited the two peoples greatly, he said, adding the Tongan government will continue to abide by the one-China policy.

TAIPEI, Jan. 2 (Xinhua) -- The United Daily News, one of the biggest newspapers in Taiwan, said in an editorial on Friday that the six proposals put forward by Hu Jintao on the cross-Straits relationship are "positive" and "explicit".     The editorial said that people in Taiwan mostly hold positive opinions about the six proposals, made by General Secretary of the Communist Party of China Central Committee Hu Jintao on New Year's Eve, and see goodwill and understanding in them.     It noted that in Hu's address, he shows understanding that "Taiwan consciousness" does not equal to "Taiwan independence consciousness". In addition, Hu also said the mainland is willing to discuss with Taiwan "proper and reasonable arrangements" for Taiwan's participation in activities of international organizations as long as such activity does not create a scenario of "two Chinas" or "one China and one Taiwan." BEIJING, Dec. 18 (Xinhua) -- China's State Council Thursday approved a plan to deepen reform and opening up in the southern Pearl River Delta area, where the country's reform and opening up drive was initiated 30 years ago.     The plan was unveiled on the day when the nation was commemorating the 30th anniversary of the 3rd plenary session of the 11th Central Committee of the Communist Party of China (CPC), which decided to open up the country and reform its struggling economy.     The pioneer area of the country's reform and opening up scheme was urged to accelerate economic restructuring and take the lead in building a resource-conserving and environment-friendly society, according to the plan approved by an executive meeting of the State Council, or the Cabinet.     The plan also pressed the area to promote technologies so as to excel in innovation, and coordinated development in both urban and rural areas was also stressed.     The meeting, presided over by Premier Wen Jiabao, said the area was also to take the lead in deepening reforms and opening up, so that an improved socialist market economy system could be established and a more open economic system could be set up as the region enhances its cooperation with neighbors Hong Kong and Macau.     The meeting said the Pearl River Delta is still maintaining stable and relatively fast development at present, but it also admitted that the area received powerful shocks from the current financial crisis, as there are many smaller and export-oriented enterprises in the region.     To keep the pace of development would be the top priority of the region at the present stage, the meeting said.

Companies would also get more fiscal support for technology innovation.     In addition, the country would reinforce national investment in areas such as the southwest quake-zone reconstruction, infrastructure development and social welfare system, among others.     With regard to the foreign trade sector, the State Council, China's Cabinet, decided to increase imports of goods of domestic need and support the country's exports so as to realize the balance of international payments.     "We will further raise the export rebate of labour-intensive products such as garments and textiles, as well as mechanical and electrical products with high-added value," the council said.     In addition, the country's top administrative body would still keep a cautious eye on price increases with a focus on agricultural and energy related goods.     The advent of September's tainted milk scandal had also prompted the central government to pay closer attention to food safety in the fourth quarter.
