BEIJING, Jan. 22 (Xinhua) -- The Chinese central government in Beijing pledged Saturday that it would work to ensure smooth and safe traveling for the public as many return home to reunite with families during the Spring Festival.It is expected that some 700 million people are to travel during a 40-day Spring Festival travel period that began Wednesday, but heavy snow and icy rain, which has continued since the new year began, has disrupted traffic and cut water and power supplies to some regions in south and southwest China.The lingering freezing weather also poses great challenges to transportation and railway authorities, as they work to avoid another travel disaster, as was seen in early 2008 when unprecedented heavy snow and freezing rain inundated the south of the country, bringing traffic to a standstill at the peak holiday season.Due to this, the Ministry of Public Security announced on Saturday that it had drawn upon the experiences gained from the 2008 weather disaster, and has ordered local bureaus to begin planning precautionary measures to combat the freezing weather.It also issued orders to local departments beginning in late December to step up snow clearance and make sure expressways and key trunk lines are not closed by snow."More police will be deployed to maintain traffic order and security, and to reduce offences such as drunk driving, speeding, passenger overloading of cars and trucks, and driving while fatigued," Huang Ming, Vice Minister of Public Security, said in a press conference held in Beijing.Meanwhile, over 8,300 service stops would be established across the country in order to provide necessities such as water and medical help to drivers and migrant works returning home for the festival.China's meteorological authority forecast Saturday that snowy weather will weaken in most regions over the next three days, but the eastern areas in southwest China will continue to see more rain and snow.On Sunday, the weather forecast anticipated that moderate snow would hit some regions in Inner Mongolia, Guangxi, and Hainan, as the southwestern province of Guizhou will see more icy rain.Local authorities said nearly 10 million have been affected in Hunan after a blizzard that started Monday, which also forced the evacuation of 73,000 people. SAN FRANCISCO, April 20 (Xinhua) -- Apple Inc. on Wednesday reported record second fiscal quarter results that blow out analysts'expectations, citing strong demands for its products.For its fiscal 2011 second quarter ended on March 26, Apple posted net income of 5.99 billion U.S dollars or 6.4 dollars per share, compared with 3.07 billion, or 3.33 dollars per share a year ago. Its revenue reached 24.67 billion dollars, compare with 13.5 billion in the same period a year earlier.Analysts polled by Thomson Reuters gave an average estimate of 5.35 dollars earning per share on revenue of 23.3 billion."With quarterly revenue growth of 83 percent and profit growth of 95 percent, we're firing on all cylinders," said Steve Jobs, Apple's CEO. "We will continue to innovate on all fronts throughout the remainder of the year."As the most valuable business for the company, Apple sold 18.65 million iPhones in the second quarter, representing 113 percent unit growth over the year-ago quarter. JERUSALEM, May 8 (Xinhua) -- Israeli researcher Jacob (Koby) Scheuer, from the Tel Aviv University (TAU) School of Electrical Engineering, has developed a nano-scale gyroscope, the Ha'aretz daily reported Sunday.Scheuer developed a new optic-fiber nano-sensor four years ago, along with an optic gyroscope that works in conjunction with the sensor. As he developed the devices, it occurred to him that his discovery could be harnessed to surgical needs, virtual reality, or communications, said the report."What we developed here is an optic gyroscope," Scheuer told Xinhua in a recent interview on Sunday, "like the others, but the breakthrough is that we found a way to measure rotation in a very, very small device using the optic sensor."Optic gyroscopes emit light when they rotate, and change its wavelength when there is any change in the speed of rotation, making it possible to measure velocity and position by the differences in light.Scheuer's gyroscope, however, is so small in comparison to the others commonly used in planes, trains and vehicles, that it can be used in cell phones or watches and does not need satellite connection like the ubiquitous Global Positioning System.The applications of this gyroscope and optic sensor are almost endless, as Scheuer puts it."It can be a pill that you swallow and can move through your body to take pictures or release drugs in a localized area," the researcher explained, "or it can be used by a doctor to operate on a patient who is thousands of kilometers away.""Our gyroscope has complete independent navigation capability, which the others don't have," he stressed.Though the new optic gyroscope works in theory, it still hasn't been tried in out in reality. "It will take some time until we can empirically demonstrate our work, I would say about three to five years," Scheuer added.Alongside the gyroscope, Scheuer continues to work on the optic sensor, whose applications can also be found in security, such as an information security system developed by Scheuer to safeguard online information that acts as a key bearer."When both parties have 'the key' it's virtually impossible to hack the information sent," Scheuer noted, terming the development as a "total paradigm change."

GENEVA, March 28 (Xinhua) -- The world is ill-prepared to respond to a severe influenza pandemic or to any similarly global, sustained, and threatening public health emergency, an independent expert-committee entrusted by World Health Organization (WHO) said at its fourth meeting here on Monday.The Review Committee, tasked to look into the experience gained in the global response to the influenza A (H1N1) pandemic in 2009, issued its preliminary report at the meeting.In the report, the Committee said, "global preparedness can be advanced through research, strengthened health-care delivery systems, economic development in low and middle-income countries and improved health status."It recommended that international society establish an extensive global public health reserve corps consisted of experts and public health professionals, which could be deployed to support countries in need, in case of future pandemics.Another suggestion was to create a contingency fund for public health emergencies to be held in trust at an institution such as the World Bank, in order to provide financial support during a declared public health emergency of international concern.The report also urged WHO member states to reach an agreement on sharing of viruses and access to vaccines, and encouraged them to run independent or cooperative influenza research program.WHO Director-General Margaret Chan said at the opening of the meeting that the report had offered "critical guidance to all ministers of health who need to make far-reaching decisions."She said the recommendations in the report would help to " improve the capacity of WHO and the international community to respond to public health emergencies" and therefore should be taken with "added urgency."In January 2010, WHO's Executive Board established a Review Committee, at Chan's proposal, to review the experience gained in response to the H1N1 pandemic, as well as the International Health Regulations and WHO's functioning in tackling the disease.The Committee is expected to prepare its final report out of the current preliminary version, and submit it to the decision- making body of WHO in May.

WASHINGTON, May 3 (Xinhua) -- People diagnosed with asthma in the United States grew by 4.3 million between 2001 and 2009, according to a new report released Tuesday by the Centers for Disease Control and Prevention (CDC).In 2009, nearly one in 12 Americans were diagnosed with asthma. In addition to increased diagnoses, asthma costs grew from about 53 billion U.S. dollars in 2002 to about 56 billion dollars in 2007, about a six percent increase. The explanation for the growth in asthma rates is unknown, according to the CDC.Asthma is a lifelong disease that causes wheezing, breathlessness, chest tightness, and coughing, though people with asthma can control symptoms and prevent asthma attacks by avoiding things that can set off an asthma attacks, and correctly using prescribed medicine, like inhaled corticosteroids. The report highlights the benefits of essential asthma education and services that reduce the impact of these triggers, but most often these benefits are not covered by health insurers."Despite the fact that outdoor air quality has improved, we've reduced two common asthma triggers -- secondhand smoke and smoking in general -- asthma is increasing," said Paul Garbe, chief of CDC 's Air Pollution and Respiratory Health Branch. "While we don't know the cause of the increase, our top priority is getting people to manage their symptoms better."Asthma triggers are usually environmental and can be found at school, work, home, outdoors, and elsewhere and can include tobacco smoke, mold, outdoor air pollution, and infections linked to influenza, cold-like symptoms, and other viruses.According to the report, asthma diagnoses increased among all demographic groups between 2001 and 2009, though a higher percentage of children reported having asthma than adults (9.6 percent compared to 7.7 percent in 2009). Annual asthma costs in the United States were 3,300 dollars per person with asthma from 2002 to 2007 in medical expenses. About two in five uninsured and one in nine insured people with asthma could not afford their prescription medication."Asthma is a serious, lifelong disease that unfortunately kills thousands of people each year and adds billions to our nation's health care costs," said CDC Director Thomas Frieden. "We have to do a better job educating people about managing their symptoms and how to correctly use medicines to control asthma so they can live longer more productive lives while saving health care costs."
