SAN DIEGO (KGTV) -- The White House confirmed Tuesday that it is reviewing the Deferred Action for Childhood Arrivals (DACA) program.It comes as the Department of Homeland Security announced changes to the program that gives protection to some undocumented immigrants who came to the U.S. as children, guarding them against deportation.In a news release, DHS announced the following changes to the DACA program:Reject all initial requests for DACA and associated applications for Employment Authorization Documents;Reject new and pending requests for advanced parole absent exceptional circumstances; and,Limit the period of renewed deferred action granted pursuant to the DACA policy after the issuance of this memorandum to one year.Last month, the Supreme Court blocked an attempt by the Trump Administration to end DACA altogether.DACA supporters are expected to go to court to stop the changes announced Tuesday. 925

SAN DIEGO (KGTV) - The Supreme Court ruling striking down the federal ban on sports betting opens the door to making it legal in California.Jeremy Lind stopped by this sports bar in Normal Heights for a little lunch and sports."I'm a Steelers fan myself, Go Steelers!" said Lind.Lind isn't shy about making bets with friends.  His appetite for bets could soon expand."That would definitely open up my betting curiosities I think," said Lind.'That' is the possibility sports betting becomes legal in California, now that the federal ban has been struck down.  The road to legal sports wagering requires a state constitutional amendment.  Both houses must pass a bill by two-third votes. A majority of voters must then approve it at the ballot box.  Proponents say sports gambling is already happening, including off-shore websites.  George Belch is the co-founder of SDSU's Sports MBA program."The main argument for this is: it's a reality and we need to recognize this and how to control it," said Belch.  The regulation would include consumer protections.  Supporters say taxpayers will win out.  Some estimates place revenues from sports betting between 0 and 0 million in annual tax revenues.  Belch says critics will point to sports gambling's impact on the integrity of amateur sports and gambling addictions.    "They will point out we don't want to make it easier people to bet.  It we facilitate it, it's simply not a good thing," said Belch.Belch says if sports betting becomes legal, you could see it at casinos, racetracks, online sites, even individual parlors. The California Nations Indian Gaming Association issued the following statement: "...we would advise the state to move slowly and cautiously and examine all angles as it relates to sports betting.  As the state of California weighs the decision of whether to allow for the practice of sports wagering, we firmly ask that tribes have a place at the table in any and all discussions surrounding this issue.  We also want to make very clear that California voters have, on numerous occasions, confirmed the exclusive right of California tribal governments to operate casino-style games.  Legalization of sports betting should not become a back-door way to infringe upon that exclusivity.  A strong, well-regulated gaming industry is of utmost importance to California’s tribal governments and the public. Protecting the integrity of the gaming industry protects California and is our true North Star that guides all of our stances and decisions ..."To get on the November ballot, both houses would have to approve it by late June.  One Assembly source tells 10news that's unlikely, with a more likely date being November 2020. 2806

SAN DIEGO (KGTV) - The San Diego County Office of Education is bringing solutions to families without internet access to start the school year.The “digital divide” was already in place before the pandemic. With an increased reliance on distance learning and working from home, it’s only gotten worse.Before coronavirus, 1 in 5 students in San Diego County were under-connected or not connected at all.Chief Technology Officer, Terry Loftus, with the County Office of Education is working to help fix that.“If the parent had an Android phone, that qualifies as connectivity, but it’s not broadband and it doesn’t meet the needs of distance learning,” said Loftus.The COE is stepping up to the challenge of bridging the digital divide that plagued about 100,000 families.“Approximately 36,000 of those were South and East county,” said Loftus. “Or our districts that have people on the Free and Reduced Meal Program and haven’t had access in the past.”Many families can’t afford cable or wireless connections, or were forced to cut the cord after losing their jobs.Others live in more rural areas where that connection isn’t possible.So, they’re adding satellite solutions and distributing hotspot devices.“The 5,000 devices that are going out in the next week or two in that initial order, zero are being paid for by families,” said Loftus.There are also options for undocumented families and those who don’t want to share personal information to secure a connection.“To get that service without having to give details about their financial background, immigration status,” said Loftus.Most of the new connections are coming at no cost to parents or students thanks in-part to money from the CARES Act.The COE is also working with legislators on Senate Bill 1130 that would build new infrastructure in communities that need it.They’re in the process of surveying families to see who still needs connectivity as their programs are rolling out. SAN DIEGO (KGTV) — The suspect of a Spring Valley murder nearly seven years has been arrested in New York.Waverly James, 49, was arrested in New York for the Dec. 6, 2012, murder of 52-year-old Stanford Roy Johnson, according to the San Diego Sheriff's Department.Deputies say they were called to a home in the 9000 block of Lemon St. on Dec. 6, 2012, for a welfare check. Deputies found the rear door open and discovered Johnson dead from multiple stab wounds.James was identified as a suspect and arrested on a warrant in New York. He will be extradited to San Diego and booked for murder. 599

SAN DIEGO (KGTV) - This holiday season, shopping local is what will keep San Diego small businesses alive.The US Census conducted a small business survey showing a third of San Diego businesses were negatively impacted by the pandemic. The effect is visible downtown."The pandemic has definitely taken a toll on the neighborhood, I mean we've had some closures," Gaslamp Quarter Executive Director Association Michael Trimble said.Trimble said four to eight restaurants closed since March in the Gaslamp Quarter alone."Not a large percentage but still any business lost is unfortunately a business that we mourn is not here," he said.While the holiday sale signs are out, the usual crowds brought in with conventions and tourism are nowhere to be seen.Trimble said locals are vital to keeping retail and restaurants alive this holiday season."Watching all these small businesses shut down or close forever during the pandemic, it's just been really sad. So, I don't have a ton of money but Amazon doesn't need my money. You know what I mean? Like, if I can help these little shops with my or my that's just a much better use of my time," Pacific Beach Resident Bree Steffen said.When the pandemic started Steffen pledged to only shop small. She deleted her Amazon app and started exploring her neighborhood, "I feel like this whole underworld of San Diego opened up for me once I started looking at the smaller shops."She said it was a more personal experience, where she found unique gifts that had more emotional value from being hand-crafted.She launched her own small photography business in October.Now she relies on people like her to change their habits and think small."I feel like each time I at least give them a little business it just gives them a little more hope to keep going on and it's like if 100 people give them then that's enough for them to try to weather this storm," she said hopeful it will end soon.Trimble said on November 28th, also known as Small Business Saturday, if you take a picture while shopping or in the area and tag @GaslampQuarter on Instagram you will be entered to win a gift card from local establishments.Trimble said there has been one silver lining of the pandemic and that was testing the outdoor dining concept on Fifth Avenue out of necessity.That paved the way for a long coveted project to turn Fifth Avenue into a promenade.
