Last month - with restaurants at outdoor only - that number was just 103,000, a nearly 21 percent drop.Alan Gin, an economist at the University of San Diego, said restaurants will be cautious when it comes to adding staff.“If they can get by without additional staff I think they're going to try to do that,” Gin said. “But if they're strained, if they're already at capacity and to add those 25 percent they're going to need to bring more people back, I think that's what they'll do.Engman says Breakfast Republic will be hiring with the increased capacity, but it’s too early to know the number. He says, however, that he is concerned about winter weather amid still mostly outdoor dining in the coming months.Engman says what would help spur hiring - another round of government stimulus Paycheck Protection Program loans. 1887

Whenever a client’s mail had a tracking number, Mendoza said it seemed like the documents always got stuck in Salt Lake City.“It’s really difficult for me to understand why (the suspect) would do something like that,” Mendoza said. “Issues. Personal issues… I do not know her, so I really cannot say if she’s racist or not. To me, I think her issue was just ‘aliens.’”According to Mendoza, some of the victims lost their jobs due to the inability to provide proof of legal residency in the United States. Others had to pay more than ,000 in fees.Mendoza said although most of the victims were Hispanic, some were from Russia and the Philippines.“The emotional suffering they went through is very harsh,” Mendoza said. “I saw the emotion, the stress, the nightmare that these people went through. According to federal documents, she has been unemployed since losing her job with USPS.Assistant Federal Defender Wendy Lewis, now the sixth defense attorney to represent Molyneux, did not immediately return KSTU’s calls.According to a handwritten letter filed earlier this year, Molyneux asked for and was granted a new attorney, accusing Assistant Federal Defender Carlos A. SAN DIEGO (CNS) - A grand jury report released Wednesday found multiple gaps in institutional safety and training in the Child Welfare Services division of San Diego County's Health and Human Services Agency. The grand jury reviewed the workloads of social workers in the CWS division, as well as how CWS workers are trained to provide support and care to foster children and parents. The panel also looked into the effects of the state's Continuum of Care Reform Act, which required regional foster care systems to increase support for foster families and improve outcomes for foster youth. The grand jury found that most social workers are overworked and often spend as much or more time on administrative work than interacting with foster children and families, resulting in poor communication and coordination. CWS staff and foster parents also lack the proper training to offer trauma- informed care or support for victims of human trafficking, according to the report. RELATED: Team 10: Child maltreatment in foster careThe grand jury launched the study after the San Diego Union-Tribune reported last July on a lawsuit alleging multiple instances of abuse of foster children over a seven-year period. Through interviews with county officials and a review of current CWS practices, the grand jury received reports that nearly one-third of foster children were abused in some way in their foster homes. In addition, roughly 20% of all calls to the county's child abuse hotline were from foster youth. ``Even though foster families have 12 hours of initial training including an orientation and eight hours of continuing education/year, the grand jury believes increased training in trauma and parent education will decrease maltreatment in (the Resource Family Approval program) and kinship care,'' the report says. RELATED: Team 10: California department does not maintain data on all foster care deathsThe grand jury issued nearly 10 recommendations to the county to improve the foster care system and ensure the safety of foster youth, including an annual study of abuse and mistreatment and a dedicated oversight board to investigate cases of abuse in foster homes. Currently, cases of abuse in the county's foster youth system are handled by a group of protective service workers and records clerks. Those workers coordinate with local law enforcement to investigate abuse and mistreatment allegations. The panel also recommended that the county study both current workloads for its social workers and overall turnover rates to improve recruitment and retention efforts. The study should also focus on how to increase interaction between social workers, foster youth and their foster families, according to the grand jury. 2740

  

SAN DIEGO - (KGTV) A San Diego biotech company is doing research that could lead to a vaccine against the coronavirus.Todd Nelson is the CEO of SGI-DNA in Sorrento Valley. His company invented the first automated gene printer. "We use that system actually to print genes. Genes are made of little building blocks that you've heard of, and we use that to rapidly, and in an automated fashion, print genes that researchers can use around the world for vaccine development. "We're basically taking an entire laboratory of researchers that are doing various things, and we put it in a box," said Nelson.Researchers are using the printer to write the genes of the coronavirus."Even a nasty little thing like the coronavirus has its own genes, and there are certain genes that make that amenable to being a vaccine, and we know what those are so we put the information into the system, and we push a button and about 8 hours later that potential gene comes out ," said Nelson. "We're partnering with pharmaceutical firms to develop that in a very, very rapid fashion in the next 7 to 10 days to develop a vaccine," said Nelson.
