SAN DIEGO (KGTV) -- Inclement weather beginning Monday and lasting through Thursday will bring cooler temperatures and rain to San Diego County amid a busy travel season. The first of a series of storms is set to arrive Monday, bringing rain and snow to the county. A second storm is due to bring another round of moisture Christmas night through Thursday. Between the two storm systems, light showers will occur, according to the National Weather Service. The first round of storms are forecast to dump as much as an inch of rain along the coast and in the mountains. The agency says the second storm is colder, which means it could have a greater impact in the mountains, including through the Cajon pass and I-8 across the San Diego County mountains. 1172

SAN DIEGO (KGTV) -- Mayor Kevin Faulconer condemned Governor Gavin Newsom’s amendment to the California sex offender law in a tweet Saturday morning.The mayor said he is “appalled” by the changes, which give judges discretion on whether or not to list someone as a sex offender for having oral or anal sex with a minor, the Associated Press reported.“As a parent I’m appalled that last night our governor signed a law maintaining a 24-year-old can have sex with a 14-year-old and it not be considered predatory,” Faulconer said.RELATED: California governor signs bill changing sex offender law“An adult who commits ANY sex act on a minor 10 years younger must be registered a sex offender. Law must be changed,” he continued.The bill does not allow statutory rape or pedophilia.The San Francisco Chronicle reported Friday that the bill, SB145, was signed by Newsom without comment. The bill gives judges discretion over sex-offender registration in cases involving teenagers between the ages of 14 to 17, and adults who are less than 10 years older, the Chronicle said.The author of the bill Senator Scott Wiener, from San Fransisco replied to Faulconer's tweet, "Mr. Mayor - I'd always been under the impression that you were a supporter of the LGBTQ community. This bill does nothing more than treat LGBTQ young people the same way we've treated straight young people since 1944. Why would you oppose simple equality?"The bill changes antiquated language that protects a man in a relationship with an underage woman, extending it to members of the LGBTQ community.The bill goes into effect on January 1, 2021. SAN DIEGO (KGTV) - It’s the most wonderful time of the year and volunteers are spreading a little holiday cheer for those who are less fortunate. Just Call Us Volunteers are preparing a special Christmas dinner for hundreds of homeless. 30 gallons of stock, 75 pounds of green beans and more than 270 pounds of turkey are just some of the items being served on the dinner menu. Just Call Us Volunteers is strictly made up of volunteers who want to give back. The group will serve at least three homeless shelters around the county on Christmas Day. They offer food to at least “350 at the tent downtown, the Alpha Project tent. We probably got 65 at Rachel’s Women's Shelter and 65 at the San Diego Center for Children,” says Julie Darling, organizer of Just Call Us Volunteers. The food is donated from Specialty Produce, Cupcakes Squared and Sprouts Farmers Markets. The organization says their volunteer list is full for Christmas Day but they give back all year long. SAN DIEGO (KGTV) — Maverick has landed in San Diego!Eagle-eyed fans caught glimpses of actor Tom Cruise in Coronado Monday, on the set of the upcoming "Top Gun" sequel, "Top Gun: Maverick." The 56-year-old actor was spotted on a motorcycle (again) near the entrance of Naval Base Coronado by media and residents. SAN DIEGO (KGTV) — It’s a form of paid time off that predates sick leave.California requires businesses to give an employee up to two hours of paid time off on Election Day to vote, if the employee is unable to vote during non-working hours.“They can take advantage of this paid time off at either the beginning of their shift or at the end of their shift and they can take as much time as they need to vote. But realize that only up to two hours of that time is going to be with pay,” said attorney Dan Eaton.Eaton said Californians have had some sort of mandatory paid time off to vote since 1891, making it the oldest kind of mandatory PTO.Workers who want to take advantage of this must notify their bosses two working days in advance. For people who work Monday through Friday, Eaton said they need to inform their bosses first thing Friday morning, although there are exceptions for unforeseen circumstances.The caveat is that this right is only for employees who cannot vote during their non-working hours.It’s somewhat harder to make that argument this election cycle at a time when every registered voter in California got a mail-in ballot, and early in-person voting at polling places begins Saturday, but Eaton doesn’t expect much pushback from companies.“There could be a court dispute but the optics of that are not going to be good even if, ultimately, the employer is legally justified,” he said.Even though turnout is on pace to be record-breaking this year, the U.S. still ranks near the bottom in voter participation each year. It ranked 26 out of 32 countries in the 2016 election, according to the Pew Research Center.So why not follow some other countries and make Election Day a national holiday?The idea has been floated before but it hasn’t gotten far. Senator Bernie Sanders tried unsuccessfully in 2018.“A federal holiday does not guarantee that your employer is going to close. And they’re expensive. Federal holidays tend to cost the federal government 450 million dollars just in personnel costs just for the one day in overtime,” said Matthew Weil at the Bipartisan Policy Center.Rather than a federal holiday, Weil said state holidays on Election Day can be helpful and several states have them. Among other advantages, he said they free up schools to be used as polling places.But state holidays won’t give many voters the day off from work. 2381
