SAN DIEGO (KGTV) - A local businessman is now accused in a child porn case, several years after he managed to get off the sex offender registry.Along Tokalon Street in Bay Park, there is a sense of disbelief. A neighbor of some 7 years - Joseph Welsh - arrested in Fontana over the weekend.Police say parents confronted him and took his phone after he took photos of girls in bathing suits at a birthday party.Search warrants executed at his home and his business - a Segway rental outlet on Mission Boulevard - netted several electronic devices containing child porn, according to investigators.The neighbors' sense of shock was magnified because of what they didn't know about his past: a conviction in the 1990s in San Bernardino county for possessing child porn, and annoyance of a child.Police say in 2014, the courts deemed him not a danger to the public and removed him from the registry.It's a maneuver many can't understand.An acquaintance of Welsh, 47, told 10News those who worked near him became "creeped out" because he was always photographing surf schools and flying drones on the beach.In one instance, concerns led to an acquaintance to warn a teenager who knew Welsh to stay away from him.To search the California Megan's Law website for registry results, click here. 1308

SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. Kaji Dousa is the senior pastor at Park Avenue Christian Church in New York and a member of the New Sanctuary Coalition, which works with immigrant communities.She had also been the senior pastor at the Table United Church of Christ in La Mesa for several years until 2016.According to a federal complaint, in November, Dousa started traveling to Tijuana as migrants from caravans continued filling the churches and shelters of the border city.“What I do is I go and meet and pray with people. SAN DIEGO (KGTV) -- A sailor from Naval Base Point Loma tested presumptive positive for coronavirus Sunday night. According to officials with the base, the individual is currently in quarantine in accordance with the CDC guidelines at his home. "Personnel that the individual had close contact with have been notified and are in self-isolation at their residence," officials say. RELATED: San Diego to legally enforce new public health orders over coronavirus"Naval Base Point Loma is committed to taking every measure possible to protect the health of our force," authorities added. SAN DIEGO (KGTV) - A sailboat and power boat collided near the Coronado Bridge Sunday afternoon, injuring four people, according to San Diego Harbor Police.A good Samaritan drove by and noticed people floating in life jackets as their boat took on water. He picked up nine people and ferried them to Pepper Park. "It's just what you do you're a boater, it's what you're supposed to do, you help out on the water, people have helped us and we've helped other people," Kary Brownlee said.The damaged powerboat, a Bayliner, was towed back to the Pepper Park launch ramp where four passengers were evaluated for minor injuries. No one was taken to the hospital.The sailboat cruised back to Coronado on its own power."All it takes is a split second, when the captain is not paying attention that could cause a collision," boat safety advocate Amos Zolna said. He explained sail boats generally have the right of way, as they are harder to maneuver, compared to a power boat. Zolna said it's hard to navigate near the bridge, due to the large pillars that create blind spots.Harbor Police reported the 911 call at 1:28 p.m. They are investigating the cause of the crash and if any alcohol was involved. 1204
