WASHINGTON (AP) — Winter hit U.S. honeybees hard with the highest loss rate yet, an annual survey of beekeepers showed.The annual nationwide survey by the Bee Informed Partnership found 37.7% of honeybee colonies died this past winter, nearly 9 percentage points higher than the average winter loss.The survey of nearly 4,700 beekeepers managing more than 300,000 colonies goes back 13 years and is conducted by bee experts at the University of Maryland, Auburn University and several other colleges.Beekeepers had been seeing fewer winter colony losses in recent years until now, said Maryland's Dennis vanEngelsdorp, president of the bee partnership and co-author of Wednesday's survey."The fact that we suddenly had the worst winter we've had ... is troubling," vanEngelsdorp said.Some bees usually die over winter, but until the past couple decades, when a combination of problems struck colonies, losses rarely exceeded 10%, he said.Bees pollinate billion worth of U.S. food crops. Those mites feed on the bees' fats and that's where the insects store protein and center their immune response.Durant's study in this week's journal Land Use Policy found that changes in food supply in the Midwest's Prairie Pothole Region, a hot spot for honeybee colonies, has been a major factor in losses. WASHINGTON (AP) — The Trump administration is poised to revoke California's authority to set auto mileage standards, asserting that only the federal government has the power to regulate greenhouse gas emissions and fuel economy.Conservative and free-market groups have been asked to attend a formal announcement of the rollback set for Wednesday afternoon at Environmental Protection Agency headquarters in Washington.Gloria Bergquist, spokeswoman for the Alliance of Automobile Manufacturers, said Tuesday that her group was among those invited to the event featuring EPA Administrator Andrew Wheeler and Transportation Secretary Elaine Chao.The move comes after the Justice Department recently opened an antitrust investigation into a deal between California and four automakers for tougher pollution and related mileage requirements than those sought by President Donald Trump. WASHINGTON D.C. — A 17-year-old boy was killed and 20 people were shot, including an off-duty police officer, in Washington D.C. early Sunday morning at a large gathering.The victim was identified as 17-year-old Christopher Brown and police say the off-duty 1st District police officer was shot and is in the hospital fighting for her life.Officers said another 17-year-old was shot and the other victims were all adults and suffered non-life-threatening injuries.The police chief said there were multiple shooters and at least 11 of the 20 people shot were women. “There was some kind of a dispute,” said Police Chief Peter Newsham, with the Metropolitan Police Department. “Multiple weapons were produced,” he told reporters. He said a motive for the shooting wasn’t clear.The chief also said they would be talking to building management about the gathering and officers will be looking at whether more could be done to break up the group.At this time, officers believe the gathering started late Saturday night and shots were fired just after midnight. "Sadly, some people who have no regard for human life, opened fire," said Mayor Muriel Bowser, reiterating that drinking and using marijuana in the street is illegal in D.C., as is having a gathering of this size. WASHINGTON (AP) — The standoff over President Donald Trump's billion wall funds deepened Monday, threatening a partial government shutdown in a standoff that has become increasingly common in Washington.It wasn't always like this, with Congress and the White House at a crisis over government funding.
