SAN DIEGO (CNS) - Gov. Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. "Mr. Cecena has additional work to do in this area before he can be safely released."Cecena's next parole hearing is in December 2021.In 1979, he was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting."This defendant killed an on-duty police officer in cold blood and in spite of his claims to the contrary, he once again lacks honest insight and remorse into this heinous crime," District Attorney Summer Stephan said. "We appreciate the governor's thoughtful analysis and ultimate decision to reverse parole and safeguard the public. Officer Buggs was one of the first African- American police officers in San Diego and he was a hero to his family, his law enforcement colleagues and to the entire San Diego community. We will continue to fight for justice on his behalf." 2327

SAN DIEGO (CNS) - A suspect in the strangulation death of a City Heights woman a half-century ago was behind bars Tuesday following his out-of- state arrest last weekend, San Diego police reported.John Sipos, 75, was taken into custody Saturday in Schnecksville, Pennsylvania, on suspicion of murdering 24-year-old Mary Scott, who was found slain at her home in the 4000 block of 39th Street on Nov. 20, 1969, according to Lt. Matt Dobbs."The investigators exhausted all leads at the time, and the case eventually went cold," he said.Recently, cold-case investigators identified Sipos as Scott's alleged killer via forensic genealogy, said Dobbs, who declined to disclose further information about the circumstances of the homicide.Sipos was being held at Lehigh County Detention Center in Allentown, Pennsylvania, pending extradition to San Diego. 856

SAN DIEGO (CNS) - In a 3-1 vote, the San Diego City Council Environment Committee approved a resolution declaring a climate emergency in the city of San Diego Thursday. The resolution has no council action attached, but voting for it is the first step toward getting more meaningful ordinances in front of the full city council. San Francisco, San Jose and Sacramento have all declared climate emergencies. Councilmember Jennifer Campbell, who chairs the environment committee, said the resolution was a necessary process."By passing this resolution today, we'll be joining more than 1,300 other cities in 25 countries in declaring a climate emergency," she said. "Climate change in San Diego is not a what-if, it's what's now."RELATED: San Diego Mayor Faulconer addresses homeless, housing issues in final State of the CityCampbell said that in the last 100 years, San Diego had witnessed nine inches of sea level rise."It's well past the time to sound the alarm," she said.Councilmember Barbara Bry said that when the council passed the Climate Action Plan in 2015 (a comprehensive plan to reduce emissions and take other climate change steps citywide by 2035), it was setting an example. She hoped by passing the resolution, other cities around the country would follow in San Diego's footsteps.RELATED: Lawmakers consider overhaul to California's bottle and can recycling programCouncilmember Scott Sherman, the lone dissenting vote, didn't get into the politics of the resolution, instead voting no on procedural grounds."I have to ask questions, and one of the questions I always ask is what happens after this is passed?" He said.Jordan Beane, Campbell's communications director and the author of the resolution, said that the committee and city staff would take time to "add teeth" to the resolution before bringing any ordinance before the full council.Sherman said, as a rule, he didn't vote for resolutions as they do not enact change. He also said that he would be "looking forward to" staff adding more substantial items before taking a meaningful vote. 2073

SAN DIEGO (CNS) - Authorities Wednesday publicly identified a 27-year-old man who was fatally shot last weekend in an apparently unprovoked attack near the handball courts at the Linda Vista Recreation Center.Officers responding to reports of shots fire around 11 a.m. Sunday at the recreation center, 7064 Levant St., found San Diego-resident Israel Castro suffering from at least one gunshot to his upper body, San Diego police Lt. Andra Brown said.Paramedics took Castro to a hospital, where he was pronounced dead, Brown said. While officers were at the hospital, a 30-year-old man suffering from a gunshot wound was brought in by a private vehicle, the lieutenant said. The man told officers he was also at the Linda Vista Recreation Center when he was shot.Witnesses told police that a man wearing a mask and shorts was seen running from the scene and getting into a white four-door vehicle that sped off southbound on Linda Vista Road, Brown said. No detailed description of the suspect was released.Anyone with information on the shootings was asked to call the SDPD's homicide unit at 619-531-2293. SAN DIEGO (CNS) - Construction crews will close the northbound Interstate 5 off-ramp at Balboa Avenue Friday for a full weekend of work to make improvements to the off-ramp and its intersection with Balboa Avenue, according to the San Diego Association of Governments. The closure will take place from 9 p.m. Friday through 5 a.m. Monday, during which time construction crews will widen the off-ramp from one lane to two and add a traffic signal at the affected intersection. The signal will go into permanent operation on Monday when the ramp re-opens to vehicle traffic. The improvements will make it easier for motorists to access the future Balboa Avenue trolley station once it opens. The closure will necessitate lane reductions on Balboa and Garnet avenues between Mission Bay Drive and Moraga Avenue, according to SANDAG. Only one lane in each direction will be open to vehicle traffic throughout the weekend, although the schedule is subject to change. The weekend work is part of the .17 billion Mid-Coast Trolley Blue Line Extension, which includes a planned 11-mile extension of trolley service by MTS from Santa Fe Depot in downtown San Diego to University City. The extension will add trolley stops in Mission Bay Park, UC San Diego and Westfield UTC. SANDAG is receiving .04 billion in funding from the Federal Transit Administration to complete the project. The extension and related projects are intended to reduce traffic congestion as the county's population increases. Construction on the extension began in 2016 and is scheduled to be completed in 2021. 1582
