Scrap metal thieves are becoming so brazen, they're now now taking parts off of gas grills at Walmart in the middle of the shopping day, according to Cleveland's Environmental Crimes Task Force.Sgt. Andrew Ezzo said the crooks took nearly 100 pounds in valves and other parts from display gas grills at the Walmart located on Brookpark Road in Cleveland."The only way they found out is because they sold a couple of display models, and people had to bring them back and said, 'Where's our parts?'" said Ezzo. "They think they can take whatever they want. They think they're entitled to it."Ezzo said his task force has reported a series of thefts at major companies in all parts of the city. Two thieves were caught on surveillance video at Menyhart Plumbing on Lorain Road stealing thousands of pounds in antique home heating radiators. Owner Peter Menyhart said the task force used his surveillance video and its relationship with area scrap yards to make an arrest in less than a day."Basically anything those two guys could physically carry, they carried out of here," Menyhart said. "They didn't have any money, so they're like, 'Hey, lets go steal some scrap, and we could go drop it off at 7 a.m. at the scrap yard and get some cash.'"The scrap yard involved reported the stolen items, and police found suspects in just a few hours.Ezzo said his task force is in a battle, but the efforts of his team have reduced the number of thefts so far in 2018."In 2014, 2015 and 2016, the State of Ohio led the nation in scrap theft," Ezzo said. "The deal that we make with the scrap yards is if I find the victim, the victim is going to pay you whatever you paid for it, that way the scrap yard is not out the money."Menyhart said his company will add additional security cameras. He had nothing but praise for Ezzo and his team."He said, 'I'm going to put out a bulletin. I'm going to catch these guys before the day is out.' SAN FRANCISCO (AP) — The University of California's governing board approved a tuition increase Thursday for out-of-state undergraduate students of 3.5 percent, or 8 a year, starting in the 2018-19 school year.The increase will bring tuition and fees for out-of-state undergraduates to nearly ,000 next year, more than triple what California residents pay.The Board of Regents voted 12-3 in favor of the increase but also agreed to rescind it if they can lobby the Legislature for more money.UC President Janet Napolitano urged the regents to approve the increase, calling it necessary for the fiscal health of UC schools, and unlikely that the state would allot more funding for out-of-state students."Reality needs to intrude here," Napolitano said at the board's meeting in Los Angeles. "The notion that the Legislature will provide any relief on non-resident tuition... is illusory."UC officials say the increase will generate nearly million and help compensate for lower than expected state funding at a time of record-high enrollment. The money will help fund more faculty and course offerings and help reduce class sizes.Napolitano has said the UC had no choice but to propose tuition increases after Gov. Jerry Brown allotted less funding for California's public universities than expected in his 2018-19 budget proposal earlier this year.The state budget will go through numerous revisions before a final vote is held in June but Brown has said the UC will not get additional funds and urged university officials to "live within their means."The regents had initially planned to vote on tuition increases at their last meeting in January but opted to delay the vote in hopes of securing more state money. In May, regents will take up the more contentious issue of whether to raise tuition for California residents by 2.7 percent, or 2.California residents currently pay ,630 in "system-wide tuition and fees" annually, as do out-of-state students who also pay a "supplemental tuition" of ,014.Thursday's vote increased the supplemental tuition for out-of-state students to ,992, bringing the new total for out-of-state students' tuition and fees to ,622. The UC estimates that room and board, books and other costs add about ,000.California residents make up about 82 percent of the 217,000 undergraduates at UC schools, while about 6 percent of students come from out-of-state. International students account for 11 percent of UC students.Students have vocally opposed any increases and urged regents to push harder for state funding.Lt. Gov. Gavin Newsom, who is a UC regent and also running for governor, voted against the increase on Thursday, saying there was still time to put pressure on the Legislature."I feel once again we're letting them off the hook by making a decision prematurely," Newsom said. SAN FRANCISCO (AP) — Regulators on Friday accused one of California's largest utilities of falsifying safety documents for natural gas pipelines for years following its criminal conviction and multimillion-dollar fine for a pipeline explosion that killed eight people near San Francisco.The California Public Utilities Commission said an investigation by its safety and enforcement division found Pacific Gas & Electric Co. lacked enough employees to fulfill requests to find and mark natural gas pipelines.Because of the staff shortage, PG&E pressured supervisors and locators to complete the work, leading staff to falsify data from 2012 to 2017, regulators said. The company "had common knowledge among its supervisors that locators falsified data," the commission said."Utility falsification of safety related records is a serious violation of law and diminishes our trust in the utility's reports on their progress," commission President Michael Picker said in a statement. "These findings are another example of why we are investigating PG&E's safety culture."PG&E said it has hired more employees and improved its pipeline tracking system."We're committed to accurate and thorough reporting and record-keeping, and we didn't live up to that commitment in this case," utility spokesman Matt Nauman said in a statement.A U.S. judge fined the utility million after it was convicted of six felony charges for failing to properly maintain a natural gas pipeline that exploded in 2010 and wiped out a neighborhood in suburban San Bruno. Regulators also fined PG&E .6 billion for the blast."This is the period immediately following the 2010 San Bruno gas explosion and fire that resulted in eight fatalities, numerous injuries and damage to property," the commission said in its report. "This commission would expect that after such a tragedy, caused by multiple proven violations of law, PG&E would have sought to vigorously enhance and increase its effectiveness in all aspects of its gas safety."The investigation was forwarded Thursday to a judge, who will hear testimony on the findings and will allow PG&E to provide evidence that it didn't violate safety laws.The utility that provides service to millions of people throughout Northern California also is under scrutiny for its role in igniting wildfires. The California Department of Forestry and Fire Protection found that PG&E equipment was responsible for starting 16 wildfires last year.While a cause has not yet been determined for the massive fire that wiped out the town of Paradise and killed at least 86 people last month, PG&E equipment is being scrutinized. A number of victims have sued the utility, alleging negligence. 2739
