MOSCOW (AP) — Russian President Vladimir Putin has congratulated Joe Biden on winning the U.S. presidential election after weeks of holding out.Putin’s message to Biden on Tuesday came a day after the Electoral College confirmed Biden as the nation’s next president.The Russian president is one of the last world leaders to congratulate Biden.The Kremlin maintained Putin was holding off on doing so until the election results were officially confirmed.In his message, Putin wished Biden “every success" and expressed confidence that “Russia and the U.S., which bear special responsibility for global security and stability can, despite the differences, really contribute to solving many problems and challenges that the world is currently facing.”Polish President Andrzej Duda also congratulated Biden on Tuesday, wishing him “a very successful term.”Duda is part of a conservative Polish leadership that stands accused by the European Union of eroding democracy. NATIONAL CITY, Calif. (KGTV) -- A suspect was taken into custody Monday night after an hours-long standoff in National City following a shooting. According to deputies, the shooting happened on the 2300 block of Prospect Street near Lincoln Acres School. Authorities confirmed that one person was shot but were unable to give further details. Deputies say the suspect barricaded himself inside a home after the shooting. A portion of Prospect Street was closed off for hours due to the incident.  529

MINNEAPOLIS (AP) — One of four former Minneapolis police officers charged in the death of George Floyd is asking to have his case dismissed.An attorney for Thomas Lane said in court papers that the case against his client should be dismissed for lack of probable cause.As part of his court filing, attorney Earl Gray filed transcripts from body camera footage recorded by Lane's camera and the camera of his partner.The transcripts, obtained by the Star Tribune and New York Times, show that Floyd begged officers not to shoot him during the initial encounter and later pleaded for them not to place him in the back of the squad car because he was claustrophobic and had just had COVID-19.At one point, Floyd said “I can’t believe this. I can’t believe this. Mom, I love you. Tell my kids I love them. I’m dead,” according to the transcripts.The transcripts say former officer Derek Chauvin then told Floyd he was under arrest and that he was “doing a lot of talking, man.”That’s when Gray says Lane asked twice if the officers should turn Floyd on his side, but Chauvin said no and used his knee to pin Floyd to the ground.Chauvin then knelt on Floyd's neck for nearly eight minutes, which was caught on video and has now been seen by people across the world. Floyd lost consciousness and was later pronounced dead.Gray also filed a transcript of Lane's interview with state investigators.Lane is charged with aiding and abetting second-degree murder and manslaughter, as are former officers J.
