MISSOURI (KMOV) -- A state representative from western Missouri wants to ban porn access for everyone in the state unless you pay up.Representative Jim Neely (R-Cameron) says the idea behind his bill is simple: protecting kids.The bill says a distributor who makes or sells a product that is accessible to the internet, like a phone or a computer would be required to install a blocking software that would prevent the device from accessing obscene material.Neely says it would apply to all porn. A person could have the blocking software removed if they prove they are more 18-years-old and pays a deactivation fee. The money would go into a fund called the “Human Trafficking and Child Exploitation Prevention Fund.”When pressed on how the blocking software would work, Neely said it would be similar to how schools block students from websites, but when pressed he admitted, he wasn’t sure of the logistics.“I’m a physician, I don’t know computers,” said Neely in a phone interview.Cindy Wallace is the manager of Simple Pleasures Boutique in south St. Louis. NASA released data on Monday indicating that the polar ice cap around the North Pole shrank to near record-low levels last week following an arctic heat wave.The ice began to melt in earnest as Siberia was an estimated 14 to 18 degrees above normal during the spring.“It was just really warm in the Arctic this year, and the melt seasons have been starting earlier and earlier,” said Nathan Kurtz, a sea ice scientist at NASA’s Goddard Space Flight Center in Greenbelt, Maryland. “The earlier the melt season starts, the more ice you generally lose.”The white color of ice causes sunlight to be reflected. MSAN DIEGO (KGTV) -- Mayor Kevin Faulconer announced Monday that the city has repaired 655 miles of roads so far, which is ahead of schedule to meet the goal of 1,000 miles of roads by 2020.Averaging more than 300 miles per year puts the city ahead of schedule, even as a small percentage of repairs has required taking the roads down to the dirt.RELATED: San Diego County approves million road resurfacing project“The unprecedented investment we’ve made in road repair is showing results with more smooth streets in our neighborhoods,” Mayor Faulconer said. “There’s still a lot more work that needs to be done, but we’re making significant progress on an issue that is a top concern for so many residents.”Within the first two fiscal years of the pledge, the city fixed 595 miles of roads.
