SAN DIEGO (KGTV) – A motorcyclist allegedly involved in street racing and other dangerous acts on San Diego roadways was arrested, the California Highway Patrol announced Wednesday.CHP officials said a search warrant was executed for 32-year-old San Diego resident Scott Anthony Meiner, who is linked to “numerous street racing and reckless driving incidents.”Meiner is also “believed to have fled from several police officers from various law enforcement agencies in San Diego County on numerous occasions,” the CHP said.Following the execution of the search warrants, Meiner was taken into custody and booked into San Diego County Jail on charges of felony evading, reckless driving, speed contest, and being an unlicensed driver.According to the CHP, Meiner was identified as the motorcyclist who was recorded on March 29 speeding 181 MPH on the southbound HOV lane of Interstate 15 in Mira Mesa. 907

SAN DIEGO (KGTV) — A new study reveals the importance of having qualified athletic trainers available at high schools. One of the experts behind the study says he is shocked at how poor a job California does at regulating athletic safety."California is either dead last or next to last in all of these ratings of high school sports safety," according to Dr. Eric Post, an Assistant Professor at San Diego State University, who helped author the study.Robbie Bowers, trainer at Rancho Bernardo High School, says only about 60 percent of California schools have a certified trainer. With several sporting events and practices occurring for each school on any given day, it's nearly impossible even for schools with a trainer to have adequate coverage for all athletes.According to Post's research, that greatly increases the risks for student athletes who suffer an injury. "At schools with low athletic trainer availability, kids with a concussion were more likely to have that concussion go unidentified and also more likely to have that concussion be mismanaged as a result." Post adds that at schools with low trainer availability, an athlete with a concussion was often not treated until 24 hours after the injury. At schools with adequate trainer availability, athletes got initial treatment within 30 minutes.Bowers has backed previous efforts to create a statewide standard and certification; however, those legislative attempts have failed to pass. SAN DIEGO (KGTV) — A man running in and out of traffic while naked in Little Italy died after being taken into police custody Friday.Witnesses say the man was yelling for help in the area of 600 W. Grape Street at about 11 p.m. When the first San Diego Police officer responded, he was able to place handcuffs on the man.As the officer led the man out of traffic, though, witnesses told police the man began to struggle and was taken to the ground by the officer. At least two civilians had to help restrain the man until more officers arrived.RELATED: El Cajon hit-and-run crash suspect found hiding under bedThe man was taken to a nearby hospital where he died just before midnight. The man's death was ruled as an in-custody death.During the struggle, the man suffered a cut to the head. SAN DIEGO (KGTV) - A new report paints a grim picture of the housing supply in San Diego.According to numbers just released by the Southern California Real Estate Research Council, housing permits in San Diego County dropped by 43% through the first six months of 2019, compared to the same period in 2018.So far this year, there have been 2,037 units of housing permitted in San Diego."We are in deep trouble in housing production," says Borre Winckel, the President of the Building Industry Association of San Diego County. "We can't build the housing for the people that need it most."Winckel says decades of increased costs from state and local fees, regulations, labor costs and more have led to this point. He says it's too expensive for developers to build anything that the average San Diegan can afford. He says that's pushing the "workforce" population of teachers, first responders and military out of the market."There will be homelessness, and there will be more workforce displacement to Temecula and points beyond," says Winckel. "That's all because we have screwed up the regulatory environment that exists to build houses for the people that need them."The numbers show a steady decline in housing construction in San Diego.2015: 6,403 permits2016: 6,0362017: 5,2302018: 4,2862019: 2.037 (so far)Winckel says the only solution is to ease regulations and make it easier for companies to build.According to the report, Santa Barbara had a 40% decline, while Los Angeles and San Bernardino had declines in permits around 20%. 1547
