An Arizona Department of Corrections officer is behind bars in the Pima County Jail Friday night.Elsa G. Ramos-Beltran, 27, is facing one count of promoting prison contraband. A Department of Corrections spokesperson said she's worked at the Tucson state prison complex since November 2015.The spokesperson said she was arrested Friday and resigned shortly thereafter. A new Congress is about to be sworn in. Democrats are taking over the House, and Republicans are adding to their majority in the Senate. They've already got a lot on their plate. First, there's a pretty good chance we're going to enter this new session of Congress in the midst of a partial government shutdown. As of Thursday afternoon, President Trump and Democrats were standing their ground. They'll have to come to an agreement about border funding which could spill into another issue: immigration.The president is asking for billion to fund construction of a wall along the southern border. Some Democratic members are hoping likely-Speaker of the House Nancy Pelosi will negotiate a deal exchanging border funding for those living in limbo under Deferred Action for Childhood Arrivals, or DACA, and those under Temporary Protected Status. Now that Democrats have the House, many won't feel the need to give into the president's demands. House Democrats are also planning to move quickly to take up gun reform. They plan to advance several bills within the first 100 days. Most notably, Democratic Rep. Mike Thompson plans to introduce a bipartisan bill mandating universal background checks on all gun sales. Some GOP House members have already voiced support. Still, the Republican Senate likely won't pass any high-profile gun control bills. But given the shootings in Pittsburgh, Parkland, Santa Fe and Thousand Oaks in 2018, Democrats feel public momentum is on their side. Health care may be a place to find some common ground in 2019. Democrats and Republicans have said they're interested in looking at prescription drug prices. That's probably where the harmony will end. Republicans still want to gut the Affordable Care Act as Democrats look to bolster it. Of course, there will be many investigations. Democrats will be looking into Russia, the Trump family and its finances, potential conflicts of interest, James Comey's firing and the dealings of many of Trump's associates, just to name a few.There's lots to do in this new Congress, but with a divided government, there may not be room for each party to accomplish its goals. 2195

America's Dairyland is in crisis. More and more Wisconsin dairy farmers are going out of business. Part of the solution might actually involve milk — but not in the way one might think.About 700 Wisconsin Dairy farms went out of business last year — more than two each day."The dairy industry has been struggling for a while, but now the problem has become acute and we must act and we must act now," said Wayne Weber, Dean of the College of Business, Industry, Life Science, and Agriculture at University of Wisconsin-Platteville.That action starts at a farm tucked away in the rolling hills of Southwest Wisconsin. Professor Tera Montgomery helps run the Pioneer Farm at UW-Platteville. The cows and calves are part of her classroom."It's a living and learning laboratory so there is something going on all the time," Montgomery said. "It's a working farm."Platteville is one of three UW schools hoping to get a share of million in research dollars from the state to start the first ever Dairy Innovation Hub — a center dedicated to tasks like finding new dairy products, but also looking for unconventional ways to use milk.One of those techniques involves combining manure and cheese byproducts in a digester, creating energy. Montgomery says that this energy could potentially run communities local to dairy farms.Students at the Pioneer Farm are also hoping to develop new products to help people with allergies or an intolerance to milk enjoy it."It's making sure we are making unique products that are going to be what the consumer wants and what the consumer needs," Montgomery said.It's not just about finding ways to produce more milk. Weber believes the research dollars will produce results for an industry that already contributes billion to Wisconsin's economy."It's going to provide an infrastructure by which we can work with, together, industry partners - researchers, to start to deal with those questions on how do we move the dairy industry into a positive and viable industry in the future," he said.Not only for America's Dairyland, but for America.The research money for the Dairy Innovation Hub made it out of the Senate Committee on Agriculture, Revenue and Financial Institutions with a unanimous vote. A six-year-old girl died Monday after she was hit in the head by a golf ball that her father hit, authorities said.The child was sitting in a parked golf cart on a path left of where her father was teeing off, according to Orem Police Lt. Trent Colledge.The two were at Sleepy Ridge Golf Course in Orem, Utah, police said.The young girl was flown to a hospital in Salt Lake City in critical condition and died from her injuries later Monday evening.CNN affiliate 474
