An explosion near a pub in the northern Japanese city of Sapporo on Sunday night injured at least 42 people, including one critically, said Hokkaido Police public relations officer Ryohei Kashihara.A subsequent fire caused one building to collapse. Residents reported smelling gas after the explosion and seeing broken windows in the area, public service broadcaster NHK reported.The cause of the explosion, which occurred around 8:30 p.m. local time, is unknown, and emergency services continue to investigate.Video shows the blast's destructive aftermath. Firefighters sprayed water onto the building's remnants, and debris was strewn across the nearby street.The explosion also shattered windows across the street, sending broken glass onto the sidewalk, a Twitter user posted.The Sapporo fire department told CNN that more than 20 fire engines were deployed. The number of reported injuries could rise, said Sho Saikoku of the Sapporo fire department.Police and firefighters warned of the possibility of another explosion, according to local news agency, Kyodo.Sapporo, with almost 2 million people, is on Japan's large northern island of Hokkaido. 1160

Another Confederate statue came down on the University of North Carolina at Chapel Hill campus this week.A crowd of nearly 250 protestors took down the statue known as Silent Sam on the eve of the new school year.According to a school website, the statue was built in 1913 and was put up to commemorate Confederate soldiers from the university, "who died for their beloved Southland" during the Civil War.The removal of the statue comes months after students and some faculty began calling for it to be taken down.As that played out in North Carolina, another monumental change occurred in Oklahoma, as the Tulsa Public Schools, after weeks of debate, voted to rename Robert E. Lee Elementary School.In the past three years, over 100 Confederate monuments have been removed. However, far more remain, and are still being cataloged.  They’re also not just in the south.According to a recent report by the Southern Poverty Law Center, more than 1,700 monuments and namesakes, commemorating the Confederacy remain."The SPLC, of course, does not support destruction of memorials,” says Lecia Brooks, with the SPLC. “We just believe they should be removed from public space to a place where they can be taught about in context-- to a museum, to an archive.”Brooks says the two events this week, both occurring at the very start of the school year, sends a message that the debate is far from over."College admins do themselves a disservice and underplay the students if they think that they’re just going to simply forget about these things at the end of the school year and come back and start a school year anew with the same monuments existing,” Brooks says. “I think it’s wonderful. An 6.5 magnitude earthquake struck off the coast of Costa Rica on Sunday night, the US Geological Survey (USGS) said.The quake was centered 16 km west of Jacó, Costa Rica, at a depth of 10 km, according to the USGS. It gave the quake preliminary magnitude of 6.8, but later downgraded it.The observatory at the Universidad Nacional Costa Rica said the earthquake measured 6.9.Jacó lies southwest of Costa Rica's capital, San Jose, and is part of the region of Puntarenas, on the Pacific Coast.Emergency response agencies activatedThree people suffered fatal heart attacks that coincided with the time of the earthquake -- two in Jacó and one person further south in Coronado -- according to a statement from Costa Rica's presidency.It said the country's Judicial Investigation Agency was investigating the deaths.At least one building in Jacó had been evacuated due to apparent damage and there were reports of walls collapsing and objects falling in other parts of the country, but there were no reports of any further injuries, the statement said.Costa Rica's hospitals were functioning normally and minor power outages had been quickly resolved, it said, with the quake felt most severely in the provincial districts of Quepos, Parrita and Garabito -- of which Jacó is capital.The presidency said that emergency response agencies had been activated and remained on alert following the quake.President Luis Guillermo Solís earlier tweeted that no tsunami warning had been issued.Police called for calm.The Fuerza Publica warned on Twitter that there were landslides on the road between Jaco to Tárcoles, further north.  1634

  

An Idaho woman reported to the Nampa Police Department Tuesday night that her 6-year-old son had been given a small bag of marijuana while out trick-or-treating.She reported that she had been going through his candy bag and found the small plastic baggie that appeared to contain marijuana. She brought the baggie to the Nampa Police Department and turned it over to officers.   Nampa Police field tested the substance found in the candy bag and it indeed tested “presumptively positive” for marijuana, said Nampa Police Sgt. Tim Riha.“Officers obtained the route that (the child) took while out trick-or-treating. (The child) had been to several houses in that area, but it is unknown which house provided the marijuana to the trick-or-treater,” Riha explained.  The baggie that contained the marijuana will be sent to the lab for fingerprint testing, he added.The incident is still under investigation.  The Nampa Police Department reminds parents to inspect all candy and items obtained by their kids while out on Halloween.“If any candy looks like it has been tampered with or opened, it is best just to throw the item away. Be wary of allowing children to consume any homemade treats and fully inspect all other items,” Riha advised. 1276
