SAN DIEGO (KGTV) - A woman's trip to Mission Bay ended with her, and her car, soaked.The woman, who identified herself as Candy, said she was next to her car on a boat ramp preparing to unload her kayak for a day of fishing and roaming around Mission Bay. Suddenly, her 2002 Audi convertible started rolling as she was unloading gear.Candy jumped into the car and road it into the bay as she tried to get her emergency brake to engage."It just wouldn't. It just kept on going," Candy told 10News. "I was standing straight up in it as it was going down ... quite a scene, I'm sure."The car started sinking into the bay with Candy still inside, before she jumped out to swim back to shore. Her lunch and kayak floated to the other side of the bay as her car became completely submerged, she told 10News."I'm going to have plenty of fish now," she joked. "It's not a big deal, things happen."Two tow trucks were able to fish Candy's vehicle out of the bay and San Diego Lifeguards retrieved her car and kayak, in which she had left her purse and lunch.Candy said she had just purchased the car in November.San Diego Lifeguards reminded locals to exercise caution while using boat ramps. 1216

SAN DIEGO (KGTV) — After a bitter primary, voters are getting a clearer picture of who will move on in the race to replace Congressman Duncan Hunter in East County's 50th Congressional District. Democrat Ammar Campa-Najjar and Republican Darrell Issa, a former Congressman, are leading the field. With 100 percent of precincts reporting, Campa-Najjar had 34 percent of the vote; Issa had 25 percent, former San Diego City Councilman Carl DeMaio had 21 percent, and State Senator Brian Jones had 11 percent. There are still about 350,000 provisional and mail-in ballots to be counted. It is unclear how many of those would include district voters. RELATED: Campa-Najjar, Issa hold leads in 50th Congressional DistrictHunter resigned in January after pleading guilty to one felony count of campaign fraud. The seat has remained vacant since. On Wednesday, Campa-Najjar and Issa began taking at aim at one another in anticipation of facing off in the November runoff. Campa-Najjar pointed out at that Issa does not live in the 50th Congressional District, and said he was part of an older political establishment. RELATED: Check election resultsIssa represented the neighboring 49th District until 2018, when he decided not to seek re-election. It then went to Mike Levin, a Democrat. "He's been going around the county trying to find a seat for himself. He fled his own seat and now wants to run in this district. It's not up for grabs, it's not for sale. We're going to vote for someone who is from the district," Campa-Najjar said. Meanwhile, Issa said he is very connected to the 50th District, and has represented swaths of it in the past. "At the end of the day, I can't take him as seriously, as long as he isn't voting for a Republican speaker that's going to, in fact, move a conservative, positive agenda, which I will," Issa said. Campa-Najjar is pitching a moderate agenda that he says can bring together those who are both pro-choice and pro-life, and those who are pro-and anti-gun rights. RELATED: Early votes reject Measure B, narrowly approve Measure AWhile Campa-Najjar took in the most votes Tuesday, he did so as the only active Democrat in the race (Marisa Calderon, a Democrat, got about 5 percent of the vote but had dropped out earlier). Add up the Republican votes, and Campa-Najjar loses. That does not bode well when he faces one Republican in November."That would say, 'Hey, politics is going to go back to normal, if that's what we see in a month (when final votes are counted),'" said Thad Kousser, who chairs the political science department at U.C. San Diego. The primary ends a bitter campaign period in which Issa and DeMaio took out blistering ads against each other over who was more loyal to President Trump. Issa said Wednesday he does not expect that level of vitriol against Campa-Najjar, and complimented his enthusiasm and vigor as a candidate. Then Saturday, the base confirmed a second Marine tested positive for the virus.Those two Marines are currently in isolation and quarantined in an empty barracks that was designated to treat potential cases of COVID-19.MCAS Miramar is currently a quarantine site for individuals evacuated from Wuhan last month and passengers aboard the Grand Princess cruise ship. Those quarantined passengers are being treated by Centers for Disease Control and Prevention staff.The two Marines who had contracted coronavirus last week did not have any contact with cruise passengers, according to the base. MCAS Miramar officials say the base has implemented increased hygiene practices in accordance with the CDC to treat personnel. 1199

  

SAN DIEGO (KGTV) -- A six-year-old boy was rushed to the hospital after accidentally shooting himself Tuesday night, according to the San Diego Police Department.The incident happened around 8 p.m. in the 4300 block of 52nd St. in the Colina Del Sol neighborhood near City Heights, a few blocks north of Fay Elementary School.San Diego police say the child was playing with the gun when he shot himself in the chest.City News Service, citing information from SDPD Officer John Buttle, reported the boy was in his grandmother's room when he discovered a .22-caliber handgun underneath a mattress.Police say the bullet went through the boy's chest, and the child was conscious and breathing when officers arrived. The boy was taken to Rady Children's Hospital with unknown injuries. His condition is unknown at this time. 827

  

SAN DIEGO (KGTV) -- Across California, the total number of COVID-19 cases are climbing.According to the California Department of Public Health (CDPH), the most recent statistics on COVID-19 show California's positivity rate is trending modestly upward in the 14-day average. The CDPH said hospitalization rates over the long term are showing a slight uptick in the 14-day average.If you want to know specific outbreak locations, many county public health officials we spoke with won't tell you, unless they decide it's relevant.On June 18, San Diego County Supervisor Nathan Fletcher was asked about the locations of recent community outbreaks. In response to the question, Fletcher said, "When we think that there is a danger to the public, then we will share a location. If there's something specific that the public needs to know, then we will, of course, do that. "But, to arbitrarily do that can undermine the confidence of people to cooperate with our contact racing investigations and would ultimately be more negative to our ability to slow the spread of coronavirus, then it would be positive," said Fletcher. "I understand the curiosity, and I understand the desire to know, but ultimately we have to make decisions we think in totality will balance out, giving us the best ability to confront the public health challenges that we face."Just north of San Diego County, the Los Angeles County Department of Public Health is taking a different approach.The county's COVID-19 website shares information about nursing homes and homeless shelters that meet certain positive test criteria. It also includes locations such as workplaces and food and retail stores that have met certain positive test criteria.ABC 10News Reporter Adam Racusin checked with several counties in California on their policies for releasing information about specific locations to the public and whether or not they share information like Los Angeles County.A spokesperson for the County of Santa Barbara said, "We do not list this information for the public. At this point, our Disease Control Team has determined that there is no added value to sharing this information as our contact tracers do a very thorough job. In the past, we've listed locations for communicable illnesses like measles, but COVID-19 has not proven to be infectious in the same way at this point in time."In San Luis Obispo County a spokesperson for public health wrote, "Our County Public Health Department does not plan to release specific details about the locations of businesses, gatherings and events (including protests) that may be connected with a cluster of cases, especially if those details could potentially be used to identify individuals involved. We may release general information, if we feel it will protect the health and safety of our community.""For instance, if we think there is a potential for wider exposure that may lead members of the public to believe that they were exposed or at higher risk. The only exception to this policy is that we HAVE released when a case, or cases have been linked to a residential care facility as those are known places where disease transmission is both common and serious due to the residential nature of the location and the fragility of the people living there," the spokesperson said."We are working diligently to trace contacts and identify any and all individuals who may be connected to known cases, and their personal privacy is a priority," the spokesperson said."At this time, due to the stance outlined above, I don't anticipate that we would move to a listing like what LA County has adopted, but I will share this website with our team for future consideration," the spokesperson said.A spokesperson for Kern County told us "No, this information is not available. If there is a relevant community exposure, the community is alerted. Our contact tracers identify all close contacts to a case, and we notify those close contacts that they need to quarantine."While not everyone agrees on what information can or should be shared, businesses continue to open, and more people are out and about. 4125
