DAVIS, Calif. (AP) — A tornado touched down in a California field as weekend thunderstorms swept through the central part of the state, dropping rain and dime-sized hail, forecasters said.Cellphone video posted online showed a towering vortex spinning Saturday evening near Davis.National Weather Service forecaster Emily Heller told the San Francisco Chronicle that there was no damage. Tornadoes in the Central Valley aren't entirely unusual and are "weaker and more short-lived" than ones typically seen in the Midwest, she said.Saturday's storm blanketed some roadways with hail in and around Solano County. More stormy conditions were possible Sunday evening. To the east, forecasters issued a winter weather advisory after several inches of snow fell in the Sierra Nevada.Heller called it "the first real snow of the season."Elevations of 6,000 feet (1,800 meters) and above recorded up to 4 inches (10 centimeters) of fresh powder on Saturday. More snow was forecast for Sunday into Monday and the highest mountain peaks could see up to 6 inches (15 centimeters). The severe weather is the result of a cold front over the Pacific Northwest that is spinning out waves of unstable air as it moves east, Heller told the newspaper. 1240

DENVER — Christmas gifts may not arrive in time as U.S. Postal Service offices struggle to keep up with delivery demands.James Boxrud, a USPS spokesperson based in Colorado, said they're experiencing historical mail volume.“This week is our busiest week, of our busiest month, of our busiest year ever,” Boxrud said. “We are seeing so many packages.”Millions of Americans turned to online shopping during the pandemic for everyday necessities and again for holiday shopping.“It’s like the perfect storm,” Boxrud said.USPS is overwhelmed as people experience long delays and deliveries past the promised window on priority shipping.Stephanie Turner, a teacher and business owner, said with family gatherings canceled, her package list got a little longer this year.“We would normally ship three or four boxes of gifts, and this year we are shipping five because of people we are not seeing,” Turner said. “If everybody is shipping a little bit more, it’s going to be overwhelming.”She mailed her gifts right after Thanksgiving and said they all arrived, but it’s her business she’s worried about. Turner sells custom jackets and tops on her website and Poshmark.“Right now, I have items that I mailed on Dec. 1 that still haven’t arrived, so that’s three weeks,” Turner said. “I feel really bad for my customers, but there is not much I can do.”The shipping delays tie up money — she doesn’t get paid until the package arrives. The Washington Post reported nearly 19,000 of the agency’s 644,000 workers are under quarantine after testing positive for COVID-19. They also found that mail performance plummeted and only 75% of first-class mail, like letters and bills, arrived during the promised window on the week of Dec. 5. Mail service scored 95% last year during the same time period.“We are flexing our resources,” Boxrud said.“We are borrowing people from areas of Colorado, bringing them to an area that needs some help just to try to keep up with that flow.”On Monday, USPS delivered 971,000 packages in Colorado and Wyoming, according to Boxrud.Private express carriers also stopped serving some businesses, which pushed more shipments through USPS adding to an already strained agency, the Washington Post reported.Turner is encouraging people to print out photos of gifts that haven’t arrived and wrap them up. She said she read the tip online. “Just be patient — it’s going to come,” Tuner said. Some Coloradans believe that while it’s frustrating, they understand postal workers are doing their best under the circumstances.“I feel bad for those guys,” Turner said. Many postal workers are working overtime and will work into Christmas Eve to deliver packages. Boxrud said some express mail will be delivered on Christmas Day.This story originally reported by Adi Guajardo on TheDenverChannel.com. 2814

DETROIT (AP) — Walmart is teaming up with the General Motors’ autonomous vehicle unit to test driverless delivery in Arizona. The companies say battery powered Chevrolet Volt vehicles will begin deliveries in Scottsdale early next year. At first they’ll have human backup drivers who will monitor the cars and help to deliver packages to doors. But Ray Wert, spokesman at GM’s Cruise autonomous vehicle unit, says they’ll eventually move to fully autonomous deliveries. Walmart says customers will be able to place an order and it will be delivered contact-free by a Cruise vehicle. The retail giant says it’s one of several autonomous vehicle pilot projects designed to chart a new roadmap for retail sales.Wert says the testing with Walmart will start small and gradually ramp up to more vehicles. He did not know how many Volts would be used at the beginning. The company says it started an express delivery service in April and now has it in over 2,800 stores that reach more than 65% of U.S. households. 1015

DENVER — Colorado lawmakers have tabled legislation that would require schools to notify parents of the arrests of teachers and school employees for certain crimes, prompted by a series of reports by Scripps station KMGH in Denver.House Bill 18-1269, which has sponsors from both parties in both chambers of the legislature, faced its first hearing in front of the House Judiciary Committee Thursday. The committee recommended a number of changes to the bill and tabled it without a vote. The bill requires school districts, charter schools, and local education providers to notify parents in writing within two days being informed of the arrest of an employee whose job involves contact with students. The requirement is limited to arrests for offenses that could require the denial, suspension or revocation of a teacher’s license – offenses that include sexual assault, unlawful sexual behavior and felony child abuse, among others. The requirements would also apply to former employees who resigned or were terminated within one year of the charge being filed. The bill also requires schools to send follow-up notification if the employee is acquitted or if the charges are dismissed. The bill's sponsors asked KMGH reporters to share findings exposing previously hidden arrests at Thursday’s hearing. KMGHs Parents in the Dark reports uncovered numerous arrests of teachers and school employees charged with sexual crimes against students that parents were not notified about, in some cases for months. The bill's sponsors said they plan to make changes to its language to address the concerns raised by judiciary committee and hope to bring it back for another hearing in the coming weeks.   1737
