SAN DIEGO (KGTV) -- A famous San Diego bike trail is open just in time for July 4. Wednesday, SANDAG opened a one-mile stretch of the newly-relocated and upgraded Rose Canyon Bike Path. The path is a segment of the Coastal Rail Trail that stretches along Interstate 5 from north Santa Fe Street to just north of State Route 52. SANDAG says the path will eventually connect to the future 44-mile Coastal Rail Trail, which will extend from Oceanside to Downtown San Diego. According to the agency, the Rose Canyon Bike Path is part of a Complete Corridor, running along the future Mid-Coast Trolley light rail line. 622

SAN DIEGO (CNS) - Two major projects at hotel sites in Mission Valley are scheduled to go before the San Diego City Council for possible approval today. The council members will consider a series of actions that would clear the way for the Legacy International Center, a long-planned religious conference center on the 18-acre site of the former Mission Valley Resort. The facility proposed by televangelist Morris Cerullo would encompass five buildings, including a new 127-room hotel and restaurant. It would also have a replica of Jerusalem's wailing wall and a domed theater featuring biblical films. Before the council are the project's environmental impact report and development permit, along with amendments to zoning plans.Opposition to the project could come from members of San Diego's LGBT community, who, in a Facebook event post, cite an alleged lack of transparency during the planning process, conflicts of interest and potential violations of the state open meeting law, among other things.Separately, the council will consider a major renovation project for the oldest hotel in Mission Valley. Plans call for dividing nearly 40 acres of the 64-year-old Town & Country Resort and Convention Center into three sections -- one for the hotel, another for an 840-unit residential development and the third for a 3.3-acre public park along the San Diego River. As part of the million project, the hotel would be downsized from 954 to 700 guest rooms and conference facilities would be reduced from almost 213,000 square feet to just over 177,000 square feet, according to an environmental impact report. The report said 27 structures and a parking lot would be demolished and four six- and seven-story buildings constructed, along with associated parking structures. The park section would include not only park land but also the restoration and enhancement of 8 acres of river habitat and the creation of a 14-foot-wide pathway, the EIR said. The Town & Country started in 1953 as a motor inn when Mission Valley was mostly farm land. It grew along with the area and now consists of two towers, three restaurants, a trio of swimming pools and a spa. It is a popular destination for tourists, conferences and special events. The hotel is owned by a partnership between Destination Hotels, Lowe Enterprises and AECOM.Separately, the council members are scheduled to consider a series of approvals for the Legacy International Center, a long-planned religious conference center on the 18-acre site of the Mission Valley Resort. The facility proposed by evangelist Morris Cerullo would encompass five buildings, including a new 127-room hotel and restaurant. It would also have a replica of Jerusalem's wailing wall and a domed theater featuring biblical films.San Diego's LGBT Community Center is organizing opposition to the project, alleging a lack of transparency during the community planning process, conflicts of interest and potential violations of the state open meeting law, among other things. 3029

SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking. He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted. Elkins resigned from the Yuma Police Department in 2017. 1066

SAN DIEGO (KGTV) - A Hillcrest man in search of his stolen bikes made a startling discovery when he stepped into an abandoned church.Early Wednesday morning, surveillance video shows two men stealing three pricey bikes after cutting a metal lock for a garage, as Wilbur Kookmyer slept inside his condo on Georgia Street."Felt angry, felt violated," said Kookmyer.A day later, Kookmyer went in search of his bikes and he didn't go far. Next door - inside an abandoned church at Park Boulevard and Meade Avenue - a security guard agreed to let him have a look.Room after room, he found belongings left behind: clothes, food, and even a drone. In one room is a makeshift bed. There is a bike in another, but it's not his."It's a homeless hotel. They come and go as they please. Free of charge," said Kookmyer. But mostly, what Kookmyer sees is filth."Smells like urine and feces. Needles and trash. It's just disgusting. Looks like a landfill and a health hazard," said Kookmyer. The church was sold last year to a developer. LMC North Park Holdings is still awaiting permits to demolish the site. In the meantime, it's become a campground for transients."Constantly coming and going. Get everything boarded up, but breaking back in every time," said Kookmyer. While Kookmyer was recording, they ran into several people, who were escorted off the property. Kookmeyer says since the church was sold, he's seen a spike in crime - from vandalism to home and car break-ins."My next-door neighbor caught someone breaking in and using his shower," said Kookmyer.Wilbur says it's time for the demolition to happen and for security to be stepped up. "There's no excuse for it being this filthy and creating that much trouble for people around the church," said Kookmyer.A spokesperson for LMC North Park Holdings issued this statement:“We share the concerns of the neighbors and are working diligently to better secure the site until we are able to obtain the permits necessary to begin demolition. The security team, which is contracted to be on site 24/7, is having some difficulty, so we are in the process of obtaining additional resources to better control access. We have also scheduled contractors to repair damage to the fence and given the police the authority to make arrests.” 2284

SAN DIEGO (KGTV) - 10News was there as an emotional burglary victim was reunited with her stolen Pekachu puppy.Ashley Morales was overcome with emotion as young Lorenz Lugg placed her 4-month-old puppy back in her arms. "I can't believe it. I never thought I would get him back," said Morales. On Monday, a distraught Morales sat down with 10news after a Sunday morning burglary at her Spring Valley condo on Madrid Way. As her children slept inside, a neighbor's surveillance cameras captured several suspects as they walked in and out of the condo. Missing from the home: a television, jewelry, and Snuffles the Pekachu."I just want my dog back," said Morales, as she pleaded for her puppy's return. What she didn't know was that her puppy was at Payd 2 Fade barber shop in the College Area. Shop owner Roc Lugg says early Monday afternoon, a man resembling the suspect in the video came in with a story."He had the dog, but was homeless and living out of his vehicle. Couldn't afford to take care of the dog anymore," said Lugg. When Lugg saw how well the dog was interacting with his own dog, he decided to purchase the puppy to give him a better home. He paid 0. Later that day, his wife got a big shock as she was watching 10news. She realized their new puppy was actually someone else's. Their young son led the charge to reunite puppy and owner."I was desperate to find them and give it back to them. He needed to be home," said Lorenz Lugg. The family called 10news and we called Morales. ="I'm glad humanity is still thriving ... I'm over the moon. I got my baby back. I can't believe it," said Morales.Morales did give the family a reward to help cover the money they spent on the purchase. No arrests have been made in the burglary investigation. 1769
