Moscow sees a Sputnik-like propaganda victory, recalling the Soviet Union’s launch of the world’s first satellite in 1957. But the experimental COVID-19 shots began first-in-human testing on a few dozen people less than two months ago, and there’s no published scientific evidence yet backing Russia’s late entry to the global vaccine race, much less explaining why it should be considered a front-runner.“I’m worried that Russia is cutting corners so that the vaccine that will come out may be not just ineffective, but also unsafe,” said Lawrence Gostin, a global public health law expert at Georgetown University. “It doesn’t work that way. ... Trials come first. That’s really important.”According to Kirill Dmitriev, head of Russia’s Direct Investment Fund that bankrolled the effort, a vaccine developed by the Gamaleya research institute in Moscow may be approved in days, before scientists complete what’s called a Phase 3 study. That final-stage study, usually involving tens of thousands of people, is the only way to prove if an experimental vaccine is safe and really works. 1467

(KGTV) - The National City City Council voted 4-1 Tuesday night to introduce a new ordinance that aims to close a loophole in a state law that prohibits the retail sale of cats, dogs and rabbits.Enacted on January 1, 2019, the new state law prohibits stores from selling animals unless they come from shelters or non-profit rescues. However, some pet stores have continued to sell what appear to be purebred and designer mix puppies that come from a small group of newly formed rescue organizations.One of those groups is called Bark Adoptions, based in Menifee. A 10News investigation found Bark Adoptions had been importing puppies from another supposed rescue in Iowa that had ties to commercial breeders.At National City Puppies, one of the two remaining pet stores in the city, signs on the dog cages in May showed they came from Bark Adoptions.The manager of National City Puppies, David Salinas, said he did not know where the dogs at his store came from beyond the listed rescues. But he defended his store in front of the city council, saying it comes down to consumer choice.“It’s the American way to have the freedom to choose where to buy a puppy,” said Salinas.As written now, the new ordinance says “a pet shop or retail pet store or its operator shall not sell, deliver, offer for sale, barter, auction or otherwise dispose of a cat, dog or rabbit.”There are exceptions, however, that would allow pet stores to offer “a cat, dog or rabbit owned by an animal shelter or animal rescue organization for purposes of adoption” but only if “the pet shop does not receive any fee from the adoption and does not have any monetary or ownership interest” in the animals. The ordinance still has to come back to the city council for a second reading and adoption before it goes into effect. 1835

  

More than a year after he died in police custody with cameras from the reality show "Live PD" on the scene, body camera footage and police records show that a Texas man told police multiple times that he couldn't breathe and was suffering from a heart condition as police took him into custody.According to KVUE-TV in Austin, Texas and the Austin American-Statesman, 40-year-old Javier Ambler died in police custody on March 28, 2019. Ambler had led police and Live PD camera operators on a 22-minute car chase that began when he allegedly failed to dim his headlights to oncoming traffic.Body camera footage from Ambler's arrest shows that police used stun guns three times while taking him into custody, even after he told police he was suffering from congestive heart failure.According to KVUE, an autopsy listed Ambler's death a homicide, which was later determined to be a "justifiable homicide." Medical examiners said Ambler's heart condition and his weight "in combination with forcible restraint" led to his death. Examiners also said Ambler was under the influence of drugs and alcohol at the time of his death.KVUE reports that the most serious charge Ambler would have faced was evading arrest, a low-level felony.The District Attorney's Office in Travis County told KVUE that they have been investigating Ambler's death but says they've been hindered by a lack of cooperation from the Williamson County Sheriff's Office. Officials also say that Live PD has failed to share their footage from the arrest with investigators.Travis County District Attorney Margaret Moore told KVUE that she feels that Live PD's participation with the Williamson County Sheriff's Office led to Ambler's death.“It is of very serious concern to any of us who are in law enforcement that the decision to engage in that chase was driven by more of a need to provide entertainment than to keep Williamson County citizens safe,” she said.Moore told KVUE that she plans to take the case before a Grand Jury later this year. 2017
