(KGTV) -- A billion-dollar plan to upgrade California’s water system would increase a ratepayer’s water bill upwards of a month.  However, the Metropolitan Water District and Department of Water Resources said the upgrade is necessary to update a 50-year-old system, improve water reliability, and protect the Sacramento-San Joaquin Delta environment.“It’s absolutely essential that we take care of this,” said Department of Water Resources Director Grant Davis. “This resource is akin to the heart and lungs of the state of California.”San Diego County gets roughly 30% of its water from the delta.  MWD officials said it’s still cheaper than desalination or purified recycled water.If approved by several state water agencies and organizations, California WaterFix would take years to complete.  The Metropolitan Water District, which sells the Delta water to the San Diego County Water Authority, will vote on WaterFix October 10th.  The Westlands Water District voted against the project Tuesday.  However, water officials were unclear what impact that would have on the overall project. 1150

(AP) — Sparks from a hammer driving a metal stake into the ground ignited a 2018 blaze in Northern California that killed a firefighter and became the largest wildland fire in state history, officials said Thursday.The blaze started July 17, 2018, in Mendocino County and quickly spread, aided by dry vegetation, strong winds and hot temperatures. It spread to Colusa, Glenn and Lake counties, the California Department of Forestry and Fire Protection said.The fire burned a total of 640 square miles (1,660 square kilometers), much of it in the Mendocino National Forest, making it the largest wildland fire, or fire on undeveloped land, in state history. It also destroyed nearly 160 homes and killed a firefighter from Utah.Cal Fire did not identify the person who ignited the blaze. It said no charges will be filed.The Ranch fire was one of two side-by-side blazes dubbed the Mendocino Complex. SACRAMENTO, Calif. (AP) — California will begin allowing the reopening of schools, day camps, bars, gyms and some professional sports with modifications at the end of next week. Mark Ghaly, the state's top health official, says the state plans to release guidance on Friday for counties to follow to reopen a broad range of businesses that have been closed since mid-March to slow the spread of the coronavirus. The guidelines were not immediately available. ROCHESTER, N.Y. – New York Attorney General Letitia James announced Saturday that she will empanel a grand jury as part of her investigation into the death of Daniel Prude in Rochester.Activists have marched nightly in Rochester since police body camera videos of the encounter with the Black man visiting from Chicago were released this week by his family.“The Prude family and the Rochester community have been through great pain and anguish," James said in a statement. "My office will immediately move to empanel a grand jury as part of our exhaustive investigation into this matter.”Prude died of the effects suffocation after he was held by the police last spring.Seven police officers involved in the suffocation death of Prude have been suspended by the city’s mayor, who said she was misled for months about the circumstances of the fatal encounter.A union leader defended the officers Friday, saying they followed their training “step by step.”Prude died when he was taken off life support on March 30. That was seven days after officers who encountered him running naked through the street put a hood over his head to stop him from spitting, then held him down for about two minutes until he stopped breathing.In the hours before his encounter with police, Prude appeared to be spiraling into crisis. He had been thrown off a train the day before for disruptive behavior and was sent to the hospital for a mental health evaluation.Prude’s death and the actions of the officers have intensified the debate over whether police should be responding to calls about people suffering mental health crises. 1618
