SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said. Some of the most popular areas for the scooters, including the Pacific and Mission Beach boardwalks, would be areas required to have speed limits. The list below shows all the areas where speed limits would be enforced:  726

SAN DIEGO (KGTV) -- Accusations of altering documents to receive federal money. That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250

SAN DIEGO (KGTV) - A Serra Mesa family expecting nearly ,000 in stimulus funds in April is still waiting.Mark Perry, who is married with four children, says his family was expecting a big stimulus check. Both he and his wife still have their jobs, but the check will come in handy."Really looking forward to getting the check. I was looking at a check coming fairly quickly, a direct deposit coming of 00," said Perry.Quickly, because Perry had the same bank account for the last 18 years, his IRS refund received via direct deposit every year, including one in April. Taxpayers like Perry should have received their checks during the week of April 13th, a week which came and went for Perry."Halfway through May, I realized something is really up here," said Perry.That's when Perry started logging onto the IRS 'Check My Payment' link, over and over. Hundreds of times."I probably tried a dozen times just last night. The result is always the same," said Perry.That result was this."Got an error message. Either can't verify or don't qualify. None of those things are correct," said Perry.Perry says when he called the number designated by the IRS for 'Economic Impact Payment' questions, he got nowhere."You end up in the same loop, back in the same place where you started from. There's no one you can actually speak to," said Perry.He's written politicians, and every day, he logs onto the IRS site. And he's not alone."I know of two other people in the exact same position I am. I'm frustrated mostly with the IRS website platform, which seems broken to me," said Perry.According to the IRS, 159 million Americans have received their stimulus payments with paper checks still being mailed out in June.An IRS spokesperson told 10news they are asking for patience from the public and continue to working on getting "up to speed" with the online platform. SAN DIEGO (KGTV) - An Ocean Beach man says he was home when two burglars in a white Mercedes-Benz were raiding his garage and stealing his vehicle.      Along Lotus Street last week around 1:30 in the afternoon, Evan Montoya was in his upstairs bedroom and never heard a thing.  But when he later went down to the garage, he noticed some things were out of place and his car keys were gone.  Outside, the car belonging to Montoya - an Uber and Lyft driver - was nowhere to be found."My heart sank into the pit of my stomach.  That's my livelihood.  They took my entire world when they took my car," said Montoya.But that was hardly the entire loss.  Montoya believes the intruders slipped under the garage door - left open because the garage gets hot - before grabbing anything electric."Basically they went on a shopping spree through our garage and took whatever they wanted," said Montoya.  After the break-in, a neighbor handed him surveillance video showing a white Mercedes sedan stopping in the alley in front of the garage.  In the video, a man and a woman are seen going back and forth to their garage, before they finally drive off."Makes you feel unsafe in your home, which is the one place you're supposed to feel safe," said Montoya.Montoya's car was found abandoned a few days later.  Meanwhile, the video has been shared by neighbors across social media.  Some seven other neighbors have reported similar, recent break-ins. "People going through alleys stealing from houses," said Montoya.If you have any information on the cases, call Crimestoppers at 888-580-8477. 1659
