Facebook will unveil a new policy on Wednesday to restrict sales and limit content related to alcohol and tobacco products, including e-cigarettes, a company spokeswoman tells CNN.The new policy will prohibit all private sales, trades, transfers and gifting of alcohol and tobacco products on Facebook and Instagram, the spokeswoman said. Any brands that post content related to the sale or transfer of these products will have to restrict that content to adults 18 or older.The new policy will go into effect Wednesday and will also apply to any Facebook groups created to sell alcohol or tobacco products, the spokeswoman said. The social network is reaching out to group administrators to alert them of the changes.The company is enforcing the new rules, the spokeswoman said, and may remove any groups that do not make necessary changes. While the company's policies already prohibit the sale of tobacco and alcohol in Facebook Marketplace, the platform is extending its ban to "organic content" -- regular posts from private users.The company will "use a combination of technology, human review and reports from our community to find and remove any content that violates these policies," the spokeswoman said.Facebook and Instagram users, including those under 18, are still free to post other content related to tobacco and vape products.Under the new policy, so-called influencers who are paid to promote nicotine-containing products will also be allowed to post content related to tobacco and vape products. Those posts will not have to be age restricted, the spokeswoman said.She emphasized, however, that the company is considering possible changes to its influencer policy and is working with industry and regulatory bodies on potential revisions.Last year, a CNN investigation detailed how Juul, the largest vape manufacturer in the United States, paid popular Instagram users to promote its device. Kevin Hern, who represents parts of Tulsa County and Sand Springs, said he was extremely concerned about the aging levees in his district."The devastation from the Arkansas River flooding is real, and the continued risk to citizens and businesses is equally as real," he said.ArkansasThe Arkansas River, already rising, will reach near-record or record levels -- above 40 feet in some areas -- Thursday afternoon, officials said."This is looking to be record-breaking all along the Arkansas River, and this is something we have never seen before," state emergency management spokeswoman Melody Daniel said.In Fort Smith, for example, people stood and looked out over the flooded Massard Creek last Saturday.While in Chaffee Crossing, volunteers filled sand bags in a parking lot, readying to distribute them to flood prone areas around homes.In Logan County, the sheriff posted photos of a levee along Highway 309 that has overtopped due to flooding.Arkansas Gov. Asa Hutchinson announced that he'd conduct an aerial tour Thursday out of Fort Smith."This is a flood of historic magnitude, it surpasses all Arkansas flooding in our recorded history. That should be enough to get everyone's attention."MissouriJust in Missouri, 52 river gauges are in major flooding, and another 40 river gauges are experiencing moderate flooding. Hurricane Dorian devastated the Bahamas, when it made landfall as a Category 5 storm this week. Sarah Ann Showell, whose family owns a resort on the island, has now seen the catastrophic damage for herself. “They don’t look anything [like] they’re supposed to,” she says. “Entire buildings are flattened, trees are all snapped like toothpicks, there’s no greenery left.”She flew over Green Turtle Cay, a Bahamian island hit by hurricane Dorian, to see what the storm had done. "It’s actually hard to figure out what you’re looking at, and these are places that you know very well," Showell says.Showell needed to see what the storm did to her family's resort, Green Turtle Club, the largest employer on the island with about 50 employees. While the storm left its mark, she says everyone she knows who stayed on this island for Dorian is safe. Her marina's docks are still standing, but some of the club’s buildings and many other of the island's structures are destroyed.“From the air, it’s pretty crazy to see because it’s really hard to recognize places that you’ve been going your whole life," she says.She is now leading an effort to get help to the people of the Bahamas.
