SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer and seven other California mayors are calling for the state to loosen restrictions on reopening large theme parks. The letter to Gov. Gavin Newsom requests that the state allow large theme parks to reopen with reduced capacity under the state's third reopening tier (orange/moderate) rather than the fourth (yellow/minimal).The letter stated that, "guidelines put forth by your Administration were released within the framework of prioritizing public health and safety for guests and employees. This is the right focus. However, economic and public health are not mutually exclusive goals.""We are concerned that the state's guidelines would push re-opening of large theme parks up to a year out, which would have significant negative impacts on hundreds of thousands of jobs, thousands of small businesses, and billions in operating revenue for our cities," the letter dated Oct. 30 stated. The letter pointed out San Diego, Los Angeles, and Anaheim as the most impacted cities. The letter is signed by Faulconer, Anaheim Mayor Harry Sidhu, Los Angeles Mayor Kevin Garcetti, San Jose Mayor Sam Liccardo, Fresno Mayor Lee Brand, Bakersfield Mayor Karen Goh, Riverside Mayor Rusty Bailey, and Santa Ana Mayor Miguel Pulido. The mayors' cities are either in the red or purple tier of the state's reopening plan.California's theme park guidance allows smaller theme parks to resume operations in the state's third reopening tier (moderate/orange) with a limited capacity of 25% or 500 visitors, whichever is fewer; only outdoor attractions; and ticket sales limited to visitors in the same county. All theme parks may resume operations in the state's fifth tier (yellow/minimal) with a limited capacity of 25%. Any open theme parks must implement a reservations system, screen guests for COVID-19 symptoms, and require face coverings throughout the park unless eating or drinking. 1932

SAN DIEGO (KGTV) -- San Diego Food System Alliance is on a mission of cultivating healthy food across San Diego County. And with the help of places like, Kitchen's For Food, the non-profit is working to provide healthy food for those San Diegans in need."Half a million San Diegans are food insecure, and these are individuals that don't know where healthy food comes from," says Food System Alliance Executive Director Elly Brown Food System Alliance works with their network group, to get donated and surplus healthy food into the hands of those in need. At the same time, their goal is to look at the issues across the entire food system, and find solutions. "When I'm talking about a food system, I'm talking about the chain of events that take food from seed, all the way to your plate. From the farming and fishing in our community, to the way food is distributed, all the way to the issues of waste. We are a powerful network of over 150 organizations, from diverse sectors that are coming together around this mission."However, the current pandemic has disrupted the food distribution chain, while at the same time, the need for food has increased."Food insecurity has risen, and there are tremendous hardships for food workers and food businesses in our community. Additionally, the farmers and fisherman in our community, as they try hard to adapt to the changing market demands."So in order to deal with future pandemics or disasters, San Diego Food System Alliance is looking at building a system that is more long lasting and innovative."This is part of the reason we are developing 2030. Now looking at top opportunities and the most impactful solutions to build a more resilient, and healthy food system in the area of San Diego County." 1764

SAN DIEGO (KGTV) - Restitution payments were sent this week to the victim of an investor who stole .5 million, San Diego County District Attorney Summer Stephan said Friday in a news release. Shawn Heffernan of the Heffernan Group took the investments of 15 people “who were susceptible to fraud due to inattention or advanced age,” the DA’s office said. Heffernan spent the money on personal items, including a lavish wedding and a Maserati. In 2018, Heffernan pleaded guilty to 29 criminal counts including elder fraud, grand theft, forgery, and making a fraudulent tax return. He sentenced to nine years in prison. The judge ordered Heffernan to repay the victims, 0,000 of which has been secured, the DA’s office reported. RELATED: Insurance agent sentenced for stealing funds, buying Maserati and jewelryThe first victim to receive the funds was Gene Newman, who lost 0,000. The other victims will soon receive their money, said Stephan.“Obtaining justice for victims of complex fraud – especially those who are elderly – is a priority for our office,” Stephan said. “This case is an example of due process that includes victims getting their money back through restitution. When victims get back any portion of their loss, it goes a long way toward providing a measure of justice in a truly impactful way.” 1328
