(AP) — California's attorney general is accusing a car dealership of false advertising and lying on loan documents to boost the company's profits at the expense of its mostly low-income customers.Attorney General Xavier Becerra sued Paul Blanco's Good Car Company on Monday.Becerra said the company's prolific TV and radio ads would boast about 2% interest rates and approving people for loans over the phone. But Becerra said those were lies designed to lure customers to the dealership. (AP) — A proposal to make it easier for local California governments to raise taxes or issue bonds for infrastructure projects has failed in the state Assembly.The effort by Democratic Assemblywoman Cecilia Aguiar-Curry was a constitutional amendment. That means it also would have needed approval from voters at the ballot to become law.It would have lowered the threshold for local governments to raise taxes and issue bonds from two-thirds to 55 percent. Supporters say the higher threshold made it too difficult for local communities to raise money for schools, libraries and other projects.But opponents say the two-thirds threshold is a necessary protection for taxpayers.It failed to pass the Assembly despite Democrats holding a supermajority. Aguiar-Curry may bring it up for a vote again later this year. 841

This time it’s linked to synthetic marijuana, also known as K2.Joyce Grady has seen the impact the drug is having in D.C. Living in shelters and on the streets has given her a front row seat to the problem.“It's gotten to the point if you hear an ambulance, or police, you automatically put that together with a K2 overdose,” Grady said.The drug is often made to look like marijuana. A mix of chemicals is usually sprayed onto herb or plants, that is then smoked.It can be cheaper and more powerful than marijuana, which is part of its appeal. However, it comes with a high risk.“With marijuana, you can still take a puff and get a smile,” Grady said. “With this K2, you can take a puff and die.” 790

(KGTV) - A bill working its way through the California State Legislature could require bike lanes and other "active transportation" amenities to be built on state-owned roads.Senate Bill 127 states that "any capital improvement project located in an active transportation place type on a state highway or a local street crossing a state highway that is funded through the program, shall include new pedestrian and bicycle facilities, or improve existing facilities, as part of the project."It means any time Caltrans wants to repave or resurface a part of a State Highway or a highway overpass or underpass, they must add some kind of bike/walking lane or safety measures.San Diego Legislator Tasha Boerner Horvath co-wrote the bill. She sent the following statement to 10News:“My district is a hub for all things that involve outdoor recreation — biking, walking, jogging, skateboarding — you name it and my constituents enjoy doing it throughout our beautiful district. SB 127 is a major move forward in identifying and funding important bike and pedestrian paths to connect people with the places they want to go. In addition, it will bring us an important step further on ensuring highway overpasses in my district have the bike and walking facilities they need to connect inland communities to the coast. This is important for safe routes to schools for our kids as well as folks accessing our stunning beaches.”Members of the San Diego Bicycle Coalition support the bill, saying it will make it easier for people to commute to and from work. They also say it will help fund more "active transportation" projects."The funding is always an issue," says SDBC Advocacy Coordinator Jennifer Hunt. "This is a great way to get that extra, additional funding and just to get more people out safely using biking and walking."The bill has passed the State Senate and is now in the Assembly.
