SAN DIEGO (KGTV) - Some of our toughest Marines have four legs. These military working dogs are trained and trusted to protect service members and civilians overseas and at home."The bond between handler and K-9 is indescribable. When I was assigned a dog, I could look at my dog and know what it needed before it could tell me, and vice versa," said Lt. Kristopher Evers, part of the military police force at Camp Pendleton. All military dogs begin their journey at Lackland Air Force Base in Texas, selected for their willingness to work. After basic training, they're sent to a new post and assigned a handler. K-9's trained in the Military Working Dog Program at Camp Pendleton go on to either serve alongside military police on the base or in conflicts overseas. The Marine Corps has nearly 300 working dogs; the entire military has about 2,700, according to the United States War Dogs Association, Inc. Handlers use the Agility Course at Camp Pendleton to train K-9 Marines to perform outside their comfort zone, giving them the confidence to do the job. Dogs are tasked with jobs like detecting explosives, narcotics, and apprehending suspects."Training is consistent, it's every day, and it's all the time," said Evers. Evers says the dogs are very much Marines and an important part of their military family. One of the most famous K-9 heroes is Lucca, remembered for leading 400 patrols with no human casualties on her watch. UPS says they'll deliver 750 million. The U.S. Postal Service estimates 850 million packages and 15 billion pieces of mail altogether, and Amazon says in 2016 they sent more than a billion items world wide through Prime.But this year, more companies have ways for you to protect your deliveries.Ring doorbells are becoming popular. They have motion-sensing cameras that connect to your smartphone, alerting users to see anyone that comes to the door. Their Facebook page is full of videos where owners scared off would-be thieves with an alarm or by shouting through a connected microphone.The company is also encouraging people to download their app. Even if you don't have a Ring Doorbell, the app will send you alerts any time suspicious activity is reported in your neighborhood.Also new this holiday season is the Amazon Key, an option introduced this fall. For about 0, you can buy a starter kit that includes a camera and a special door lock. Delivery drivers would be able to put packages inside your home.Amazon also has lockers all around San Diego that packages can be sent to. You get a code to open them to pick up your package.Meanwhile, the US Postal Service says people who are worried about theft can ship packages using the "Hold for Pickup" option. SAN DIEGO (KGTV) — San Diego's City Council head Friday called for a temporary stop on dockless scooters in San Diego until a new plan is developed.President Pro Tem Barbara Bry has called for a moratorium on electric scooters, saying, "enough is enough – scooter companies have had their opportunity." "In May, the City Council approved a permitting and regulatory program that went into effect on July 1. We believed these rules could help reestablish order on our sidewalks," Bry said in a statement. "Instead, we are left with companies willfully ignoring staging restrictions and geofencing requirements."The City Council voted unanimously, in fact, for those regulations, which include:Speed limit drop from 15 mph to 8 mph on the Boardwalk or 3 mph in other high-traffic areas;Bans users from parking scooters near school, hospitals, and Petco Park;Creation of designated scooter corrals so the vehicles do not congest sidewalks; andRequire scooter companies to pay a permit fee of a little more than ,000 every six months, as well as a 0 per device fee.San Diego law enforcement has since been tasked with enforcing the new policy.Even still, Bry says the situation has worsen for residents."Emergency rooms and urgent care centers are filling up with severe injuries. City resources are being wasted to collect and store inappropriately parked devices, and we don’t even know if the fines cover our costs," Bry said, adding a "scooter graveyard" now poses an environmental hazard.Just this last week, scooter companies were left scrambling to recover more than 2,500 dockless scooters and bicycles seized during Comic-Con weekend. Companies must pay per impounded device — plus a storage fee — to recover them before the city moves them to its impound yard in Miramar.San Diego has installed scooter corrals to keep the devices organized in high traffic areas, but that hasn't addressed all the issues. SAN DIEGO (KGTV) - San Diego will continue using part of the second floor of Golden Hall as a temporary bridge shelter, and add a fourth location on the other side of downtown.The City Council voted Tuesday to fund its three current shelters for the next year, and seek an operator for a new one at 17th and Imperial. A recent point in time count found more than 5,000 homeless people in the city - about half of whom are unsheltered. The temporary bridge shelters in total have about 665 beds. The shelters provide services to help residents find work and ultimately transition to permanent housing. The San Diego Housing Commission reports that since the shelters opened around December 2017, about 540 previously homeless people - or 39 percent - have transitioned to permanent or other long-term housing after a month-long stay. That shows improvement from a March 2018 update, when that number was about 14 percent. "We're making headway big time," said Bob McElroy, who heads Alpha Project - which operates a downtown shelter. "Some of our folks have been out here 20-plus years, and you're not going to get your proverbial you-know-what together in three months."McElroy said longer-term financial commitments have helped attract more qualified staffing, and noted that Alpha Project recently opened a 52-unit complex that brought more housing opportunities.
