BEIJING, Feb. 4 (Xinhua) -- Centralized procurement by the Chinese government has helped save close to 2 billion yuan (about 290 million U.S. dollars) in 2009, an official said here Thursday.The Chinese government spent more than 14.7 billion yuan in government procurement last year, Chen Jianming, director with the government procurement center said during a work conference held in Beijing.The figure was 1.8 billion yuan more than in 2008, he said.Chen noted that Chinese government departments had made "remarkable" progress in reducing their expenditures in 2009.For instance, the amount of money spent on purchasing vehicles by the government departments in 2009 dropped by 35 percent year on year, he said.They also spent two percent less in government procurement for work conferences compared with the year before, he said.Chen said the government purchases will continue to focus on energy-efficient, environment-friendly, as well as innovative and domestic products in 2010.The procurement center would stick to the policies of protecting information security and supporting small and medium-sized companies when making purchases, in order to push forward the development of the country's industries and the readjustment of its economic structure, Chen said.

BEIJING, Feb. 25 (Xinhua) -- China's Ministry of Supervision said Thursday it would enhance supervision to key sectors and leading officials this year to ensure clean and efficient work in promoting the country's sound economic and social development.The supervision and examination would target corruption in project construction, real estate development and land management, as well as corruption behind major accidents, the ministry said in a circular outlining major works in 2010.The ministry would investigate officials who meddled in construction projects against relevant regulations to seek personal gains, staff of supervisory organs who were negligent of duty or took bribes, and those who involved in serious commercial bribery cases, the circular said.The ministry vowed "zero tolerance" for these cases, it said.The ministry promised to step up its efforts this year to ensure the implementation of the central government's major arrangements for accelerating the adjustment of economic growth mode and promoting steady and fast economic development.It would also strengthen supervision and examination to make sure local governments will take measures to check the rocketing real estate price in some cities to ensure the sector's healthy development, it said."Lazy and incapable" officials would also be targeted in the supervision to ensure efficiency of government work, according to the circular.China has intensified its fight against corruption recently.In its latest effort, the Communist Party of China (CPC) Central Committee Tuesday listed 52 unacceptable practices in an ethics code for CPC cadres to follow.The code forbids conducts including accepting cash or financial instruments as gifts, and using their influence to benefit their spouses or children with regards to their employment, stock trading or business.

BEIJING, Feb. 10 (Xinhua) -- China has decided to draft new guidelines for poverty reduction through development for the next ten years, according to a statement of an executive meeting of the State Council held Wednesday.The meeting was chaired by Premier Wen Jiabao.Participants of the meeting heard a report on the implementation of China's Rural Poverty Alleviation and Development Program (2001-2010).The statement said that Chinese government has made great efforts to lift the rural poor out of poverty by development in the past decade and has met the United Nations Millennium Development Goal (MDG) to halve the the proportion of people living on less than one U.S.dollar a day "ahead of schedule".Other strides achieved by China are: noticeable improvement in the economic strength and infrastructure in impoverished regions, ecological degradation being brought under control, according to the statement.The country is also said to have made good progress in construction of a social security network, which has been extended to cover the nation's rural areas with the establishment of a minimum living standard system, the new rural cooperative medical system and the pilot old-age insurance system.The statement said China had been charged with an uphill task in poverty alleviation due to factors such as a large impoverished population, frequent threats of natural disasters, deep-rooted conflicts restraining the development of the poor areas.The poverty reduction departments were told to intensify the relief work by integrating the development of urban and rural areas, and uphold the policy of supporting the poor through economic development.The statement also called for great efforts in the forthcoming decade to ensure the rural per capita net income enjoying a higher growth than the national average.Efforts should also be made to gradually improve the health, the living standard, and capabilities of steady progress for the poor, said the statement.
