SAN DIEGO (KGTV) -- Before the sun rose Friday, cars already packed parking lots at San Diego beaches to kick off Labor Day weekend and what's expected to the some of the hottest days of summer.However, San Diego County leaders said no matter where you are this weekend, they want to emphasize people must still follow CDC guidelines to prevent the spread of COVID-19.ABC 10News was at La Jolla Shores on Friday morning as beachgoers wearing masks secured spots far enough to stay socially distanced.Beachgoer and Santee resident Kris Moberly, “We know we can find a spot if we come early."It's the new norm, but also a way to ensure San Diego stays off the state's watchlist after just getting off of it two weeks ago.Moberly said she hopes everyone will follow the rules this weekend, telling ABC 10News, "I'm sure there's people who push the limits but you're responsible for your own health and I think most people are considerate of others."San Diego Lifeguards said they won't be regulating when it comes to social distancing or masks."We're going to be focused on keeping people safe in the water, but social distancing is everyone's responsibility,” a lifeguard told ABC 10News.County Supervisor Nathan Fletcher said the status of our county depends on people's actions this weekend. In a press conference earlier this week, he said people should avoid indoor parties and continue to follow CDC guidelines.To ensure added safety, beaches like Carlsbad will also be handing out masks and teaching visitors about safety guidelines.Lifeguards said in addition to COVID-19 restrictions, the heat will also be a big safety factor. They said beachgoers should bring plenty of water and use caution when swimming, as upcoming swells are expected to bring fast moving rip currents. 1789

SAN DIEGO (KGTV) -- Before taking children trick-or-treating this Halloween, families are encouraged to visit The Megan's Law Website where hundreds of registered sex offenders are listed across San Diego. The search tool allows families to look up registered sex offenders in their neighborhood or other parts around the state and see them on a map."Megan’s Law also authorizes local law enforcement agencies to notify the public about sex offender registrants found to be posing a risk to public safety," the site says.The map lists markers surrounding the address used in the search.  Users can input any address and radius for a broader search. Information includes images of the sex offender, known aliases, addresses, description of the person, offenses, and a risk assessment.According to website, some of the registrants are currently in violation of their registration requirements and asks the public to contact police with information they may have about these individuals.The website was created and named after 7-year-old Megan Kanka, of New Jersey, who was brutally raped and killed in 1994 by her neighbor, Jesse Timmendequas.  Timmendequas had been convicted for sexually assaulting young girls.  After serving less than a year in a correctional facility, he  moved into a home across the street from the family without their knowledge. "In the wake of that tragedy, the Kankas sought to have local communities warned about sex offenders in the area. All states in the U.S. now have some form of Megan's Law," the website says.The website indicates that some of the registrants are currently in violation of their registration requirements. SAN DIEGO (KGTV) -- Authorities responded to a riot Friday night at Richard J. Donovan Correctional Facility in Otay Mesa that left five people injured, including at least one with serious injuries.Cal Fire San Diego said about 100 inmates were in the prison yard when a fight broke out around 8 p.m. California Department of Corrections and Rehabilitation said Saturday that number was closer to 80 inmates.CDCR said officers gave multiple orders to stop fighting, before using several rounds of less-than-lethal force to stop the incident.Four inmate-made weapons were recovered, CDCR said.Five inmates were injured and had to be transported outside the prison for treatment, for injuries including puncture wounds, cuts, and bruises to the head, neck, and torso areas, CDCR says. Cal Fire had previously reported that six inmates were transferred from the scene.One of those inmates suffering from puncture wounds was in critical condition. Three inmates were in fair condition and the fifth was treated and returned to prison, CDCR said.No prison staff members were injured.The facility canceled visitation for Facility A Saturday and Sunday in light of the riot. 1175

SAN DIEGO (KGTV) — Chris Cate may soon feel like the loneliest politician in San Diego.Come December, he'll likely be the only Republican on the otherwise Democratic San Diego City Council. That’s because it appears Democrats will secure an 8-1 advantage on the City Council, based on returns from Tuesday’s election.“We'll have to figure out a new path going into election two years from now and another election two years after that,” Cate said.Cate is a San Diego native who represents the city's North Central areas. The jobs are technically nonpartisan, but divides do show when it comes to key votes on housing development, city contracting, and public safety. Cate says he won't be shy.“And really try to ensure that we as a government are mindful of the fact that we rely on taxpayer dollars to provide those resources, and not try to go back to the well multiple times to increase fees or taxes,” Cate said.Cate describes himself as a fiscal conservative and social moderate. He joined the council in 2014, when Democrats had a 5-4 advantage over Republicans. Democrat registration has exploded since then, with some politicians abandoning the Republican Party.Termed out Councilman Mark Kersey is now an independent, and State Assemblyman Brian Maienschein flipped to a democrat.But Cate says he'll never leave the party.“Absolutely not… 100%, no,” he said.Being the lone Republican on the council could also raise Cate’s political profile. For instance, many times he'd be the only alternative viewpoint for journalists to ask for comment. Cate said, however, that he's not seeking higher office. He terms out in 2022.Cate said more than 90% of the issues the council takes up are nonpartisan. SAN DIEGO (KGTV) — California drivers will want to be aware of several new traffic laws, including stipulations around unattended kids in cars and moving over for emergency vehicles, that will be enforced in 2021.Assembly Bill 2717, which goes into effect on Jan. 1, 2021, will exempt a person from civil or criminal liability for trespassing or damaging a vehicle when rescuing a child 6 years old or younger who is in immediate danger from heat, cold, lack of ventilation, or another dangerous circumstance.California had already exempted good Samaritans from liability when rescuing an animal or pet in the same circumstances. Also starting Jan. 1, Assembly Bill 2285 extends penalties for not moving over or slowing down for emergency vehicles with flashing lights on freeways to local streets and roads. Emergency vehicles will also now include tow trucks and Caltrans vehicles, in addition to law enforcement and emergency vehicles.If a driver violates the "move over, slow down" law, CHP officers can issue a ticket.Assembly Bill 47, which was signed into law in 2019, will go into effect on July 1, 2021. The law makes the act of using a cell phone "in a handheld manner while driving" for a second time within 36 months of a prior conviction for the same offense punishable by a point being added to the driver's record. This applies to violations of talking or texting while driving, except when hands-free, and to any use of the devices while driving by a person under 18 years old. 1505
