An 18-year-old Nebraska student was arrested earlier this week after police say he threatened to shoot classmates that joined a nationwide movement to walk out of classes in support of gun control.Nicholas J. Scott, 18, a student at Bellevue West High School, was arrested Thursday and booked into the Sarpy County Jail on felony charges of making terroristic threats of violence and possession of a destructive device.Bellevue Police had been investigating a verbal threat reportedly made Wednesday about shooting students at the high school who participated in a planned student walkout as part of a nationwide student protests against gun violence in schools.Police said Scott had been taken out of school by a parent before officers were able to speak with him, according to the press release. But Scott was later contacted and agreed to meet with officers on Thursday. It was at this meeting that he was arrested, the release states.Officers later conducted a search of Scott's bedroom as part of the investigation, finding "various unassembled materials that are commonly known to be used in the manufacturing of explosive devices," which were seized by Bellevue Police as evidence, the release states.Scott remains in the custody of the Sarpy County Jail."The (Bellevue) Police Department would like to publicly thank those who came forward with the information regarding this case," the release states. "The safety guideline of 'Hear Something, Say Something' played an extremely important role in quickly bringing this incident to a safe resolve." 1654

An investigation has gotten underway after a search warrant was executed at a Bellevue, Tennessee PetSmart store. The location was raided after the Metro Health Department and Metro Animal Care and Control received information, photos and video detailing an alleged “lack of care” for animals at the store.  Local police served the search warrant Thursday morning.According to PETA, two guinea pigs and a mouse were taken from the store. "He is an athlete who is now widely recognized for his activism because of his refusal to ignore or accept racial discrimination."The award is Amnesty International's highest honor, according to its website. As a massive caravan of migrants treks north, US officials have been negotiating with Mexico about how to handle the caravan should it reach the US border.Officials are weighing the legality of certain steps the Trump administration could take and looking at whether any processes could be changed to speed up the removal of migrants who have no legal basis to remain in the US, according to a senior Department of Homeland Security official.The official says the administration hasn't made any "firm decisions" about how to respond if the caravan reaches the border.Among the topics being discussed with Mexico is whether migrants from the caravan could be held there before entering an official port of entry, the DHS official said. The official said this is already being done to some extent, and described this as a more official process of what is known as "metering," when Customs and Border Protection officers keep immigrants in Mexico to limit the flow into the US. This process has been sharply criticized by advocates, who accuse officials of illegally trying to block immigrants from claiming asylum.A spokesperson for Customs and Border Protection referred all questions on the caravan to DHS.Additionally, the US is negotiating with Mexico about whether migrants from the caravan could be deported there, regardless of their country of origin. This process, known as "return to territory," which was included in President Donald Trump's January 2017 executive order on border security, isn't currently carried out by Immigration and Customs Enforcement, because Mexico would need to agree to take foreign nationals back."A lot of these (options) depend on cooperation and discussions with Mexico," the official said.There were 401 claims for asylum from the caravan that made its way to the US last spring, with 374 of those receiving "credible fear referrals," which is the initial screening to ensure a claim could have merit, according to Citizenship and Immigration Services data.ICE has been talking with contractors to discuss the possible need for additional detention capacity, according to the DHS official. As Congress mulls over the possibility of another stimulus package, and the idea of including a second wave of stimulus checks in it, the House Ways and Means Committee estimates 30 to 35 million Americans are still waiting on their stimulus money from the CARES Act.“Let’s make sure that we don’t lose focus on the people who didn’t get a payment from the first branch,” said Bob Probasco.Probasco is a CPA and the director of the Low Income Tax Clinic at Texas A&M University. He has followed activity with stimulus checks since they started going out in April, in particular, all of the issues the IRS has had in getting the money into taxpayers’ hands.“There are just a number of different problems,” said Probasco. "People had old bank account information on their tax returns, and then, they changed their bank account, but the IRS doesn’t have the new one. The payment went to the bank, it will have to be returned and then a paper check will go out.”The IRS attempted to speed payments up in May by sending out prepaid debit cards to 4 million people, but the debit cards were not as helpful as anticipated and resulted in the IRS continuing to distribute paper checks for the remaining payments.“There were big problems with that,” Probasco explained. “We saw tax representatives, CPAs, lawyers, who people came to and said, ‘I got this’ and they weren’t sure that was legitimate.”The debit cards were sent in barely-marked envelopes that caused so many to think they were fake. So, the IRS had to issue a press release, reminding people that the “plain envelope from Money Network Cardholder Services” is not junk mail.In addition, the IRS had to issue guidance for those who destroyed or threw out their debit cards, asking them to call 1-800-240-8100. Anyone else who hasn’t received a debit card or stimulus check payment can go to the IRS’s Check My Payment feature on its website.“If you see on there that a payment was sent out, but you didn’t get the payment, there is a different number that you can call which is 1-800-919-9835,” Probasco said.The good news is the IRS expects to get all the stimulus payments out ahead of the initial September timeline, and a proposed second round of stimulus checks could go smoother.“There will be some improvements because the IRS has learned some lessons,” said Probasco. 2341
