SACRAMENTO (AP) — A California teacher alerted police to a break-in at a home where her students were participating in an online class. KOVR-TV reported a man entered the home in Galt through a window and ran through the house and then out a back door before going over a fence. Teacher Jennifer Petersen realized something was wrong when the teenagers did not log off at the end of the lesson from their home in the community 26 miles southeast of Sacramento. Petersen called police and stayed online until authorities arrived at the house. No arrests were reported by police. 585

SACRAMENTO, Calif. (AP) — Gov. Gavin Newsom's first act as governor Monday was to propose state-funded health coverage for 138,000 young people in the country illegally and a reinstatement of a mandate that everyone buy insurance or face fines.Newsom also proposed giving subsidies to middle-class families that make too much to qualify them under former President Barack Obama's health care law. He signed an order giving the state more bargaining power in negotiating prescription drug prices and sent a letter to President Donald Trump and congressional leaders seeking more authority over federal health care dollars.Newsom was elected following a campaign that leaned heavily on his promise to provide health coverage to everyone. His actions hours after he took the oath of office take a step in that direction but the 0 million price tag will require approval from the Democratically controlled Legislature. His proposals were a preview of his budget to be released later this week. They mirror ideas pushed last year by Democrats in the Assembly, who were unable to convince former Gov. Jerry Brown to embrace them.California has a projected surplus of billion.Obama's health law required everyone in the country to buy insurance or pay a penalty, a controversial policy meant to ensure that the insurance pool has a mix of healthy and sick people. The penalty was zeroed out in 2017 by the Republican Congress and President Donald Trump. Insurance companies, concerned that only people with expensive health problems would buy coverage, responded by raising premiums for people who buy their own coverage without going through an employer.California would join Massachusetts, New Jersey and Vermont as states with their own insurance mandates.Obama's health law also created subsidies to help people buy coverage if they don't get it from an employer or a government program such as Medicare or Medicaid. The subsidies cover a large share of the cost for people with modest incomes but phase out as incomes rise, topping out at about ,000 per year for an individual and 0,000 for a family of four. With high monthly premiums and large deductibles before insurance kicks in for many services, those plans can be too expensive for many, especially those who lack a federal subsidy. Newsom would use 0 million in state money to make the subsidies larger for 1.1 million families that already get them and provide new assistance to about 250,000 people who make too much.Newsom's plan would provide financial assistance for individuals who make up to about ,000 a year and families of four making up to 0,000.California's uninsured rate has dropped from 16 percent in 2013 to just over 7 percent four years later. Many of those who still lack coverage are ineligible for publicly funded programs, such as Medi-Cal and private insurance subsidies, because they're living in the country illegally.Medi-Cal, the state's version of Medicaid, is jointly funded by the state and federal government and provides coverage to one in three Californians.California uses state money to extend Medi-Cal coverage to people living in the country illegally up to age 19. Newsom proposes pushing back the cutoff to age 26, covering an additional 138,000 people at a cost of about 0 million a year, according to Newsom's spokesman, Nathan Click.Newsom signed an executive order directing state agencies to move toward purchasing drugs in bulk for all of the 13 million people on Medi-Cal. Purchasing for all but 2 million people is currently handled by the private insurers that serve as managed care organizations. Newsom hopes bulk purchasing drugs will give the state enormous bargaining power to negotiate lower prices. His order directs state agencies to explore letting others, including employers and private insurers — join the state's purchasing pool. 3877

Right after the mass shooting at a Florida high school earlier this year, Dick's Sporting Goods decided to stop selling assault-style weapons at its stores. Now the nation's largest sporting goods retailer is going to destroy those guns."We are in the process of destroying all firearms and accessories that are no longer for sale as a result of our February 28th policy change," the company told CNN."We are destroying the firearms in accordance with federal guidelines and regulations."A company spokesman wouldn't say how the guns would be destroyed.Dick's was one of a number of retailers that made changes to their gun sales policy after the February 14 massacre at Marjory Stonemen High School that killed 17 students and staff.Around the same time, Walmart said it would also raise the age restriction for purchase of firearms and ammunition to 21. It also removed items from its website that resembled assault-style rifles, "including nonlethal airsoft guns and toys."L.L. Bean and Kroger (which sells guns through its Fred Meyer stores) both raised their minimum gun buying age to 21.Dick's CEO Edward Stack said he and other company executives were moved by the Parkland school shooting survivor's push for gun control measures. And he said the company was alarmed after learning that school shooter Nikolas Cruz had bought a gun at Dick's, although not the AR-15-style rifle used in the February 14 massacre."We don't want to be a part of this story any longer," he told CNN's New Day back in February. 1530

SACRAMENTO, Calif. (AP) -- The California Supreme Court overturned the 2005 death sentence for Scott Peterson in the slaying of his pregnant wife. The court says prosecutors may try again for the same sentence if they wish in the high-profile case. It upheld Peterson's 2004 conviction of murdering his wife Laci Peterson.Laci Peterson was eight months pregnant with their unborn son, and investigators said that on Christmas Eve in 2002, Scott Peterson dumped the bodies from his fishing boat into San Francisco Bay.The court on Monday said the trial judge made several significant errors in jury selection that undermined Peterson's right to an impartial jury at the penalty phase. The court ruled potential jurors for the death penalty phase were improperly dismissed after saying they disagreed with the death penalty but would be willing to impose it."The trial judge made a mistake by kicking those people off the jury, so the only people that sat on the jury were in the death penalty camp," said criminal defense attorney Gretchen von Helms.Prosecutors will now decide whether to retry the sentencing phase. While the sentence was overturned, the court affirmed the murder convictions. "The sentencing was a positive step. The other decision (convictions affirmed) was about what we expected. Now we go to the habeas appeal," said Lee Peterson, Peterson's father. The court will examine the case again when it decides a separate habeas corpus challenge, based on evidence. not presented at the original trial. Peterson's father declined to talk about the arguments in the appeal, but says he's expecting a development within the next four months.Peterson's family issued this full statement in response to the court's decision:Our family is sincerely grateful that the California Supreme Court recognized the injustice of Scott’s death penalty. For a long and difficult 18 years, we have believed unwaveringly in Scott’s innocence, so today’s decision by the court is a big step toward justice for Laci, Conner and Scott. Now our family will do two things: First, we wait for Stanislaus County District Attorney Birgit Fladager to decide whether to pursue a new penalty phase trial. If the DA elects to do so, a new jury would be seated, and they would hear all the evidence. They would then decide only Scott’s sentence: life without the possibility of parole or the death penalty. While we hope for the opportunity to present the new evidence to a jury, it is not likely that this penalty phase trial will happen. The case against Scott has weakened to the point where no jury would ever sentence him to death again and the District Attorney is aware of these facts.Second, we wait for the court to address the new forensic and eyewitness evidence we have submitted that shows Laci was alive the morning of December 24th and demonstrates Scott’s innocence. When the court reviews this in the coming months, we are confident they will grant Scott a new guilt phase trial. Our family has been deeply moved by the outpouring of support not only from family and friends but also from the hundreds of people from all walks of life who have shared their faith in Scott’s innocence.
