Kentucky Sen. Rand Paul has introduced a bill to ban no-knock warrants nationwide in the wake of Breonna Taylor's shooting death in Louisville. The "Justice for Breonna Taylor" Act bans federal law enforcement officers from forcing themselves into someone's home without announcing their authority or purpose. Taylor, a 26-year-old EMT from Louisville, was killed during a police raid on her home back in March, which was conducted under the authority of a no-knock warrant. It would also require the same of any state or local law enforcement agency that receives funds from the Department of Justice."After talking with Breonna Taylor's family, I've come to the conclusion that it's long past time to get rid of no-knock warrants," said Sen. Paul in a statement. "This bill will effectively end no-knock raids in the United States."The City of Louisville has since banned the use of no-knock warrants after Taylor's death and named the new ordinance after her. The Louisville Metro Council unanimously voted Thursday night to ban the controversial warrants after days of protests and calls for reform.According to NPR, the law requires police to wear body cameras when serving warrants and turn them on five minutes before entering a person's home. Taylor's mother, Tamika Palmer, said the new law would save lives. No charges have been filed in connection to Taylor's death. This story was first published by WLEX's Jordan Mickle. 1473

Las Vegas is one step closer to having a high-speed train between the Las Vegas Strip and California. On Tuesday, Las Vegas city and economic leaders at the Nevada Economic Development Conference talked about the railroad service that would connect more than 22 million people. Talks of a rail service date back to the late 90s, but Virgin Trains USA says it's now ready to move forward because its current routes in Florida have been a success and it has a model to follow. "We're looking to start construction in 2020," says Bob O’Malley the vice president for Virgin Trains USA.RELATED: 619

On one of the islands of the Florida Keys, there’s a small animal that’s causing a big stir. “You know, I love the Key Deer, they’re just, they’re warm and fuzzy,” said Cathy Rhoades, who runs the Florida Keys Wildlife Society. “We do consider them a national treasure,” said Kristie Killam with US Fish and Wildlife. The Key Deer. It’s a little known species of deer that’s native to the island chain. The animal is very small compared to its cousins on the mainland. “The small ones, can get pretty – 2 to 4 pounds at birth," explained Killam. "Some of the tinier ones that look almost like a house cat. Some of the itty bitty fawns." For more than 50 years, the baby Bambi has been a member of the endangered species act. The population declined in the 40s and 50s by hunting. “To the point there was only about 25 to 50 Key Deer left in the wild were the estimates,” said Killam. But they could be removed from the endangered species list. They are recommended on the 3-year work plan for US Fish and Wildlife for de-listing due to recovery. They’re just one of 55 species included in the report. But the tiny animal is incredibly important to Vivian Beck. "They’re just so unique that they literally live among us, or I should say we live among them, and they’re adapting,” said Beck. She’s the president of the Key Deer Protection Alliance, an organization dedicated to keeping the Key Deer protected. Beck thinks removing the animal from the list is premature. US Fish and Wildlife estimates there are between 600 and 800 deer on the island. She says she’s been told as many as 1,000 deer. “Texas A&M said there were 573, so our numbers didn’t match up at all,” said Beck. While the Department of Fish and Wildlife did give us an interview to discuss the deer’s history and biology, they said they can’t comment on an ongoing species assessment. For those that live in the Florida Keys, they just want the assessment to reflect the truth. “That’s the process I would like to see happen, just get more information, more information and refine your thinking based on the information that you have,” said Rhoades.“The Key Deer are one storm and one disease away from total extinction,” said Beck.  2230

There is no excuse not to vote. That’s the message from a 94-year-old woman who traveled more than 300 miles to cast her ballot. The Detroit woman, who has been staying with her family in a Chicago suburb, didn’t receive her absentee ballot. She then asked her son to drive her to the Motor City to vote.“Vote, but know who you are voting for and why.”That’s the message Mildred Madison has for our viewers. Mrs. Madison has never missed the chance to vote, in any election, since she was 21.She was married at the age of 22 and has four kids, but that never slowed her down.In fact, she spent her life devoted to improving the community from being a PTA volunteer at her children’s school, all the way to becoming the President of the League of Women Voters of Cleveland and Detroit. She even ran for office herself.“When I found out my councilman was not doing what he was supposed to do, I ran against him and I became a councilperson.”In 2006, she worked with Wayne County and Detroit City Clerks to help improve the absentee ballot process. She says civic engagement is a must.“Women, especially black women, were the last ones that got the power to vote.”Mrs. Madison asked her son to drive her to the Coleman Young Municipal Center in Detroit to vote Monday. They drove back to Illinois the same day.Mrs. Madison tells us she voted for Democratic Presidential Candidate Joe Biden, getting an extra push from Kamala Harris.Like the Vice Presidential candidate, Mrs. Madison went to Howard University and was in the same sorority.“It’s wonderful to see a black woman running for Vice President.”She says it’s crucial for voters to support every candidate who takes office, even if you didn’t vote for them.“Once they win support them, they can’t do everything for you but they are going to need to have your backs, just like you want them to have your back.”Mrs. Madison is working on a memoir and she wants to open the Mildred Madison Center for Civic Engagement to inspire young adults to vote.
