OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961. OMAHA, Nebraska — The family of Nikko Jenkins wants answers as to why he was able to swallow a set of keys over the weekend while in prison.Sophia Jenkins, Nikko’s older sister, tells KMTV television station in Nebraska that she went to visit him at the NDCS Prison in Lincoln on Sunday but was not allowed to because he had swallowed a set of at least seven handcuff keys. He reportedly was strapped to a bed when he obtained the object before ingesting them.The NE Dept. of Corrections says Jenkins, a Douglas Co. safe keeper, was involved in misconduct resulting in injury. He was by the NDCS medical staff and did not require outside medical care.This is one of a handful of bizarre instances where the convicted killer has mutilated or harmed himself while at the prison. In the last year, Jenkins has cut his face, tongue, and mutilated his genitals several times with razors and other items. A badge was obtained off of a guard’s uniform to cut his genitals. "It really did it was disturbing, it was heartbreaking, it was unbelievable. I couldn't even imagine like really he swallowed some keys let alone seven keys? I don't even know how that happened,” Sophia said. "He's mentally deteriorating, my brother, and I feel that the mental health professionals are lacking with showing no compassion for their patients."He is currently confined 23 hours a day and is under constant surveillance, though his competency is still in question. He was ordered to go to the Lincoln Regional Center, the state’s only mental hospital, in August 2014 but they refused to take him because of safety reasons. LRC doctors have also concluded on multiple occasions that Jenkins is faking mental illness, while his defense team’s doctors have said he suffers from schizoaffective/bipolar disorder.LB 424 was a special investigation initiated by the NE Judiciary Committee to look into the handling of Jenkins before he was released from prison in August 2013.  Shortly after he was let out, Jenkins murdered Jorge Ruiz, Juan Pena, Curtis Bradford, and Andrea Kruger.The Nebraska Department of Corrections & Director Scott Frakes declined multiple interview requests by KMTV this week.State Senator Ernie Chambers says Frakes should resign because nothing has been improved and he’s overwhelmed with the job."But an individual who has been found to have mental problems of various kinds continues to engage in self mutilation in several instances it's done with equipment or material which belongs to a staff member out there or a guard. It looks to me like this is a scheme which is designed to result in that kind of activity.  When it happens this many times it establishes a pattern and any competent director of a department would never let it happen but the fact that it continues to happen. "He's (Jenkins) in a very narrow, restricted, supposedly always under surveillance location and these things continue to happen,” Senator Chambers described.In a written statement the NDCS said, “NDCS reviews incidents such as this to determine if policies and procedures are appropriate or need to be changed. Our goal is to provide a safe environment for NDCS staff and inmates.  We are committed to providing the best possible care and program opportunities for all inmates.”Jenkins is still awaiting a death penalty hearing.  A date has not been set. 3448

OTAY MESA (CNS) - A pedestrian died Thursday after being struck by a hit- and-run motorist near Brown Field Municipal Airport, authorities reported.The 21-year-old woman was in a crosswalk in the 8200 block of Otay Mesa Road when a westbound silver Nissan Altima struck her about 9:15 a.m., according to San Diego police.The victim, whose name was withheld pending family notification, died at the scene.Following the fatal impact, the motorist continued driving and fled the area to the west, Officer Tony Martinez said.The vehicle is described as a four-door, silver-colored Nissan Altima. It was last seen traveling northbound on Heritage Rd. towards Chula Vista. 674

OCEANSIDE, Calif. (KGTV) — A group of Oceanside teenagers fought off a man who attacked them on a bike trail Friday.The kids were walking on a bike path west of Fireside Park when the suspect called out to them, according to Oceanside police spokesman Tom Bussey. When the kids didn't respond, the suspect charged at them.The suspect pushed the kids to the ground and they rolled down an embankment, where the suspect continued attacking, Bussey said.The group fought back, one teen hitting the man with a stick to fight him off, before running to a house to call police.Police returned to the area and found the man after searching with canines and a drone. The man, identified as 55-year-old Sampson Marinanito. Police say Marinanito had a pair of metallic nunchucks he tried to toss away.Marinanito was taken into custody for child abuse, and possession of nunchucks and narcotics. 892

OCEANSIDE, Calif. (KGTV) — Oceanside Police Chief Frank McCoy wrote a letter to Oceanside residents saying he was concerned after watching a video of one of his officers tasing a man to the ground. The letter comes after the department released body camera footage, just two days after the incident. Chief McCoy has since asked the Professional Standards Unit to review the case.A man topples to the ground after being tased by an Oceanside police officer. On Tuesday afternoon, officers learned about a man armed with a knife, punching, stabbing, and attempting to carjack several people in the Mesa Margarita neighborhood. When officers arrived, they found the suspect, David Avila.In the video released on the department's twitter page, you can see two perspectives of the incident. One was from the body camera of the officer who deployed his taser. The other was a cell phone video, shot by a citizen.During a heated altercation, the video shows Avila with his hands up, kicking what looks to be a knife towards the officer in front of him. At the same time, the officer switches to his less-lethal option, the taser."Stay back. Stay back! Down on your knees!" the officer yelled.Avila then takes two steps toward the officer, stops, and is then shot by a taser.Two days after the incident, McCoy not only released the footage but said in a statement, "I have had the opportunity to review this video and it has raised concerns to me."Retired San Diego Police lethal force instructor, Ray Shay, says it could be that the officer tased the suspect who already had his hands up, from the front. Under the department's Policy and Procedures Manual, it states:"A TASER should be aimed at a suspect's upper torso and, when tactically possible, should be aimed at the suspect's back. This provides a larger target and avoids possible injury to a suspect's eyes. (Revised 07/01)"However, Shay believes this was justified."With the taser to the front, and then lethal option behind him, and the bean bag option to the left, in this challenging circumstance, the officers did the best they can do to safely take the suspect into custody," Shay said.Barry Pollard, formerly with the San Diego Citizens Advisory Board on Police Community Relations, says what bothered him was what happened as officers subdued Avila."You would think, in these days, nobody's knee would come close to the neck are," Pollard said. "It looked like a reaction is what it looked like, then he caught himself and moved his knee."However, Pollard says because the knee was not directly on the neck, he does not see this as a blatant violation.ABC 10News reached out to Oceanside Police to see exactly what parts of the video concerned the Chief.
