(KGTV) - The driver responsible for a hit-and-run crash in Encinitas that left a mother with severe injuries was sentenced Monday to one year in jail.Justin Parker hit Ashley Lane on Encinitas Blvd. in September 2017. She suffered multiple broken bones, strokes, and partial paralysis.Parker turned himself in two weeks after the hit and run, as investigators were closing in on tips from the community. Investigators say Parker had been drinking prior to the incident.Investigators said Parker drove his truck to a repair shop in Riverside county to repair the damage. Lane made a victim impact statement in Vista court Monday, calling Parker 'selfish' and 'cowardly'."The only reason you turned yourself in was because of the tips from the community of Encinitas and the hard work from my father. (KGTV) -- The Vista Unified School District confirmed that a student at one of its high schools tested positive for COVID-19.According to the district, a positive case in a student was reported at Mission Vista High School on Tuesday, resulting in about 130 students in the four classes the positive student attended to be placed into a 14-day quarantine. Those students will pivot to virtual learning.Staff members involved in these classes or who may have come into contact with the student were also quarantined, the district said."The student did not come into close contact with every student; however, since this is our first incident, we are proceeding with an abundance of caution," a district release stated.District officials said schools will reopen at normal capacity on Friday.The positive test comes just two days after Vista Unified reopened its schools for in-person instruction.Part of the reopening plan, known as “Vista Classic,” includes attempts to have social distancing as much as possible. The district will allow as many as 38 students in a single classroom, so desks will not be spaced six feet apart.According to the district dashboard, prior to the full reopening, there were four confirmed positive COVID-19 cases at schools between Sept. 8-Oct. 19. 1300

(KGTV) - The mother of a 14-year-old girl sexually assaulted by a San Diego Deputy filed a civil lawsuit citing negligence and invasion of privacy.Deputy Timothy Wilson pleaded guilty to lewd acts on a minor and two counts of unlawfully taking computer data. He’s serving jail time. The victim’s mother, Jennifer Tanis, says Wilson accessed her daughter’s police file 44 times. He was able to get her home address, videos, and pictures of her daughter. She tells 10News she’s suing the county, not for money, but change. Currently, all deputies are allowed to access police files, but she thinks the only person who should have access to them is the lead investigator.She says the county failed her.“There was no system in place to protect my daughter, her story or the pictures they took of her during the investigation," Tanis said.Tanis is pushing for change not only in the county but the entire country. She reached out to Congressman Mike Levin’s office for help. San Diego County has said they have the capability of making police reports private, but only in some cases.
