ROME, Sept. 13 (Xinhua) -- China and EU agreed here Sunday to continue their dialogue in order to strengthen the important cooperation with each other.     Hua Jianmin, vice chairman of the Standing Committee of the National People's Congress (NPC), or China's legislature, met with President of the European Parliament Jerzy Buzek in Rome, before attending a summit for parliament speakers of the Group of Eight (G8) and emerging economies on behalf of top Chinese legislator Wu Bangguo. BEIJING, Aug. 23 (Xinhua) -- China's insurance capital investments hit 2.45 trillion yuan (358 billion U.S. dollars) in the first seven months of this year, according to the country's insurance regulator.     In July alone, the investments from insurance funds stood at 120.4 billion yuan, China Insurance Regulatory Commission (CIRC) said in a report on its website.     Of the total insurance investment value, about 332 billion yuan, or 9.8 percent, went to the stock markets by the end of the second quarter of this year.     During the same period, mutual funds investments suck 228.45 billion yuan, or 6.8 percent from the insurance capital.     A booming equities market and an optimistic attitude towards the country's stock markets had led to an increasing investments, said the CIRC.     Comparatively, in the first seven months, bank deposit of China's insurance capital decreased to 1.03 trillion yuan, 15.23 billion yuan less than in the first six months.     The CIRC's statistics also reflected a slowdown increasing rate in premium income in the first seven months. Premium income was 678.64 billion yuan, representing a small increase of 80 billion yuan than the June figure.

UNITED NATIONS, July 29 (Xinhua) -- UN Secretary-General Ban Ki-moon said here on Wednesday that he was pleased with what China is doing to contain climate change and what the Asian country will do in negotiations that will lead to an agreement at the Copenhagen summit on climate change in December.     Ban told his monthly press conference that "I was pleased that (Chinese) President Hu Jintao and Premier Wen Jiabao assured me that China wants to seal a deal in Copenhagen in December and that China will play an active and constructive role in the negotiations to achieve this end."     During his meeting with the Chinese leaders, "we also agreed on the importance of global leaders showing the way and discussed in detail the Climate Change Summit in New York on Sept. 22," Ban said.     "I wanted to highlight the special responsibility of countries like China to lead the global fight against climate change, as well as highlight all that China is doing," he said. "Come September, we will be entering a crucial stage on climate change."     "Climate change was the major focus of my trip to Asia," he said.     "In particular, I helped to launch an ambitious program to promote energy saving lighting which could reduce China's energy consumption by 8 percent," he said. "This is a major step into the21st century."     The overall goal for the Copenhagen Summit, slated for Dec. 7-18, is to establish an ambitious global climate agreement for the period 2012.     In order to have "a robust agreement on adaptation in Copenhagen," he said, "I continue to press for achieving a fair, effective and scientifically ambitious deal in Copenhagen that can benefit all nations."     "That's why I am convening the September climate change summit," Ban said. "We expect more than 100 heads of state and governments -- the largest gathering of leaders on climate change ever."     "Two years ago, only a few leaders could speak to these issues," he said. "Today, leaders are walking the road to Copenhagen together."     "But, we have less than five months to seal a deal," he said. "To keep up the momentum, I will travel to arctic polar ice rim later next month to get a first-hand look at conditions there -- in particular the melting sea ice."     "I will then go on to the World Climate Conference in Geneva organized by the World Meteorological Organization," he said.

WASHINGTON, July 27 (Xinhua) -- The China-U.S. Strategic and Economic Dialogue (S&ED), the first of its kind between the world's biggest developing country and biggest developed country, opened here on Monday.     On behalf of Chinese President Hu Jintao and invited by U.S. President Barack Obama, Chinese Vice Premier Wang Qishan and State Councilor Dai Bingguo participated in the opening ceremony in Ronald Reagan Building in downtown Washington, D.C..     In a congratulatory message to the opening ceremony of the dialogue read by Wang, Chinese President Hu Jintao said that both China and the United States shoulder important responsibilities on a host of major issues concerning peace and development of mankind.     As two countries with significant influence in the world, China and the United States also enjoy extensive common interests and broad space for cooperation, Hu said.     China and the United States, in the face of the complex and changing international economic and political situation, should endeavor to expand common ground, reduce differences, enhance mutual trust and strengthen cooperation through the Strategic and Economic Dialogue, he said. BEIJING, Aug. 17 -- Just on Saturday night, police in South China's Guangdong province caught 1,162 drink drivers and 78 drunk drivers. Each was punished and all the drunk drivers were taken into custody. Similar checks and arrests were also made in other cities over the weekend.    Saturday was the first day of a two-month-long nationwide campaign launched by the Ministry of Public Security to crack down on drink and drunk driving, after several recent cases in Nanjing, Hangzhou, Chengdu and Shanghai triggered huge media attention and public indignation.     Although many feel that more innocent lives could have been saved if the crackdown had been initiated earlier, they still pin high hopes on this crusade to wipe out the rampant drink and drunk driving and other reckless driving on our roads. With three percent of the total vehicles in the world, the country accounts for 16 percent of the global traffic deaths.     So the announcement by the Ministry of Public Security last Friday to mete out the toughest punishment to violators is a move in the right direction. It is a move to protect the lives of other people as well as of the drink and drunk drivers themselves.     Of course, this is not the first time that the police force has decided to strike out against DUI. Three campaigns were already held earlier this year. Yet the fact that this phenomenon is still so widespread on our roads shows the need for better strategies.     First, our laws should be made tougher to show zero tolerance to such murderous driving. Many countries, such as the United States, Sweden and Singapore, have stricter punishment for DUI.     Second, police officers should enforce the law at all times and in all places, leaving no gaps of which violators can take advantage. Crackdown on DUI is not something that should be carried out for only two months or for the 60th National Day. It should stay as long as there's dangerous driving on our roads.     Third, while laws and punishments are necessary, we should start educating our population about the threat of DUI on others' lives. While drivers should restrain themselves, our drinking culture, which often means endless rounds of bottoms-up, needs to be checked.     Each year traffic accidents take away more lives in China than any other mishap. An all-out war on drink and drunk driving and other forms of rash driving should definitely be a national priority.
