BEIJING, Jan. 11 (Xinhua) -- The General Political Department of the Chinese People's Liberation Army (PLA) has issued a notice ordering all members of the PLA and the Chinese People's Armed Police Corps (PAPC) to study a recent instruction on value made byHu Jintao, chairman of the Central Military Commission.     Addressing a recent military conference, Hu urged servicemen to strengthen their spiritual pillar and foster the core value of "Beloyal to the Party, love the people, serve the nation, be devoted to the mission, and worship credit."     Hu's instruction has put forward a major strategic task for ideological and political building of the Army under the new historic conditions, said the notice. It urges the whole armed forces to seriously study and implement the important instruction of Hu, who is also China's president and general secretary of the Communist Party of China (CPC) Central Committee.     The "core value for contemporary revolutionary soldiers" raised by Hu holds the key for ideological and political building of the Army, it says, adding that it is of "great realistic significance and far-reaching historic importance."     The core value reflects the relations between Chinese servicemen and the Party, the people, the nation and the Army, as well as the most fundamental and the innermost value among Chinese servicemen, it says.     The core value reflects an integration of the Chinese Army's good traditions, the demands of the development of the times, and the pursuit of value by Chinese soldiers and officers, according to the circular.

RAMALLAH, Jan. 15 (Xinhua) -- Visiting Chinese special envoy for the Middle East Sun Bigan called for an immediate halt of military activities in Gaza during his meeting with Palestinian National Authority (PNA) Chairman Mahmoud Abbas in the West Bank city of Ramallah Thursday.     The two discussed the situation in the Gaza Strip, which has been under intensive Israeli attacks for almost three weeks, causing more than 1,000 Palestinians dead and over 4,600 wounded. The Palestinian National Authority (PNA) Chairman Mahmoud Abbas (R) meets with Sun Bigan, China's special envoy on the Middle East issue, in the West Bank city of Ramallah, on Jan. 15, 2008.     Sun urged all parties to abide by UN Security Council resolution 1860 to avoid additional civilian casualties and ease the humanitarian crisis.     He said as a permanent member of the UN Security Council, China has the duty to uphold justice and safeguard world peace. The warfare in Gaza, since its start, had drawn attentions from the Chinese leadership as well as the Chinese public.     Sun said China has been making efforts to bring peace back to the region and to ease the humanitarian crisis happening in Gaza.     Sun stressed that China has been long supporting the stance held by the PNA and Abbas that the Palestinian issue should be solved politically. Israeli President Shimon Peres meets with visiting China's special envoy on the Middle East issue Sun Bigan in Jerusalem, Jan. 14, 2009.    He expressed his hope that the Palestinian side could continue gaining international support, and the disputes can be solved through negotiations.     Sun said that unity remains the basic and most important factor that ensures the Palestinians to regain their legitimate national rights, adding that China appreciates the tireless efforts that Abbas has made to maintain Palestinian national unity.     Abbas highly praised the five standpoints on the current Middle East situation issued by China, thanked for China's emergency humanitarian aid, and expressed his willingness to keep exerting efforts to restore stability as soon as possible. Egyptian Foreign Minister Ahmed Abul Gheit (R) meets with China's special envoy on the Middle East issue Sun Bigan in Cairo Jan. 12, 2009. The two sides exchanged opinions on the Gaza crisis and vowed to work together to help ease the tension in the Palestinian enclave.    Before his visit to Ramallah, Sun also toured Egypt and Israel, where he put forward five standpoints of the Chinese government on the current Middle East situation to Egyptian and Israeli officials.     The five standpoints are:     1. China calls on all parties concerned to abide by the UN Security Council Resolution 1860, and cease all military actions immediately to avert more casualties.     2. Measures should be taken to ease the humanitarian crisis in Gaza. A stable channel for supply of humanitarian aid including food, medicine and fuel, for Gaza should be open at the earliest time possible, and parties concerned should provide necessary guarantee in this regard.     3. Parties concerned should establish, through negotiation, a ceasefire monitoring mechanism in Gaza and work to create durable security and stability there.     4. The Palestine-Israel peace talks should resume at the earliest time, and efforts should be made to seek solution to issues related to the final status of Palestine on the basis of mutual-trust, so that an independent Palestinian state will be established as early as possible and the "two states" of Palestine and Israel will coexist peacefully.     5. The international community should increase mediating efforts for peace and promote a comprehensive, just and durable settlement of the Middle East issue. China is ready to work with parties concerned and make unremitting efforts in this regard. Amr Moussa (R), secretary-general of the Arab League, meets with China's special envoy on the Middle East issue Sun Bigan at the headquarters of the Arab League in Cairo, capital of Egypt, on Jan. 12, 2009.

HANGZHOU, Nov. 16 (Xinhua) -- Rescuers have confirmed four people were killed and 17 others missing following Saturday's collapse at a subway construction site in east China's Zhejiang Province.     Search is continuing for the 17 trapped in the provincial capital Hangzhou, said the rescue headquarters chief Wang Guangrong. Rescuers work at the collapsed road where a subway tunnel was under construction in Hangzhou, capital of east China's Zhejiang Province, Nov. 15, 2008. Rescuers had updated the number of the missing workers from the previous 18 to 17 after they recovered another body at about 10 p.m. on Sunday, which brought the death toll from three to four.     The accident happened at 3:20 p.m. on Saturday when a 75-meter-long section of the subway tunnel under construction collapsed at the Fengqing Avenue in Xiaoshan District, trapping at least 50 workers and creating a huge crater where 11 vehicles were trapped.     Most of the trapped workers were taken out safely and 26 injured workers were hospitalized. Nine of the injured had been discharged from hospital and the other 15 are still receiving treatment.     More than 1,000 policemen and fire fighters participated in the rescue work. They are pumping water from the tunnel as water from a nearby river flowed into the tunnel soon after the cave-in. Rescuers work at the collapsed road where a subway tunnel was under construction in Hangzhou, capital of east China's Zhejiang Province, Nov. 15, 2008. "There is a slim chance for the trapped workers to survive because of heavy flooding in the crater," said Wang, adding that the water level once reached six meters at its highest.     The construction undertaker, China Railway Construction Group Co., Ltd., has halted all the subway construction works in the city for safety checks, said the group's vice president Bai Zhongren.     The provincial work safety bureau and construction bureau have set up an investigation group to find out cause of the accident.     And a panel, composed of experts from Beijing Jiaotong University, Beijing Urban Engineering Design and Research Institute Co., Ltd. and Zhejiang University, is working on the rescue operation scheme.     Under the expert panel's advise, authorities have evacuated three households living near the cave-in site. Their houses will be dismantled to make way for the mechanical operation in rescue and repair work, Bai said.     The families of the dead and the trapped workers are heading to the rescue site.

LIMA, Nov. 23 (Xinhua) -- Chinese President Hu Jintao said Sunday that China and Russia should strengthen strategic coordination at a time when the global political and economic structures are undergoing the most profound changes since the end of the Cold War.     Hu made the remarks at a meeting with his Russian counterpart Dmitry Medvedev on the sidelines of the 16th Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC) forum in Lima, Peru.     China and Russia should make concerted efforts to overcome the impact of the ongoing global financial crisis, maintain the sound momentum of their economic growth, and push ahead with reforms of the international financial system, the Chinese president said.
