SAN DIEGO (KGTV) — A new political attack ad accuses mayoral candidate Barbara Bry of repeatedly falling asleep at public meetings. The ad is from a committee that supports State Assemblyman Todd Gloria. It says San Diego needs a mayor on alert given the coronavirus outbreak, the threat of wildfires, and the homeless crisis. It then cuts to shots of Bry appearing to doze off at two City Council Committee meetings within the last year. The committee, called Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020, is backed by more than a dozen organizations, including the Municipal Employees Association and the Regional Chamber of Commerce. Attorney Gil Cabrera, its principal, is responsible for the ad."If it was a random falling asleep during a 10-hour council meeting, I'm not going to get into that, there's an amusement factor to it but I'm not going to get into it. It's the pattern of it," Cabrera said.Cabrera said Bry regularly dozes off at public meetings, but also said employees who see it fear retaliation for speaking out. Still, the ad raises questions about accuracy. It shows an image of Bry appearing to sleep at a committee meeting on the city's Get it Done app, while the narrator says she fell asleep during a meeting on police reform. "If this ad is talking about a meeting on police reform but showing a picture of Barbara Bry in a very different hearing, one, that plays a bit fast and loose with the truth and two, it makes problems with the ad the story rather than the Barbara Bry falling asleep on the job, which is what the backers of this ad wanted you to think about," said Thad Kousser, political scientists at UC San Diego. SAN DIEGO (KGTV) - A local family is desperately pleading to individual ICE officials to let them see their patriarch for the first time in 19 months. The Bakala family is seeking asylum after they say they barely escaped death in the Republic of Congo. Once they reached San Diego, the family of nine was separated.17-year-old Marie Louise Bakala should be focusing on college. But right now, that is on hold. "I am getting stronger, but it is not enough because I need my father back," Mari Louise said to the St. Luke's Episcopal Church congregation in North Park. The Bakala's left a comfortable life in the Republic of Congo. Father Constantin was a computer engineer for the Ministry of Health. His wife Annie Kapongo was a shop owner and mother of seven. The Bakalas say it all changed when the new government stepped in. Kapongo says because of Constantin's occupation, the family was targeted, brutalized, and even sexually abused by Congolese authorities. Fearing for their lives, they came to San Diego in 2017 to seek political asylum."This family came across a world come to a country that will protect them, but instead, it has only been a continuing nightmare," Pastor Colin Mathewson said. Annie Kapongo was released with an ankle monitor with the seven kids in San Diego. Immigration and Customs Enforcement [ICE] authorities detained Constantin in the East Coast alone. In February, a judge rejected Constantin's asylum case and appeal. But in March, he as given an emergency stay. Just last week, he earned the right to appear in front of a judge again, this time with a lawyer. Friends and staff of St. Luke's are now pleading with ICE to grant Constantin parole, to be with his family. They say it would be a show of good faith, just as the Good Samaritan did in the Bible."There is an assistant field director, and there is a deportation officer out there in Atlanta," Pastor Mathewson said. "We are asking Christine and Michael today to help somebody that needs so much help. After 19 months of detention, to bring him back home with his family as he awaits his next court date.""I hope that he will be here with us and we will be a family again," Marie Louise said."Please, please help me," Kapongo said through a French translator. "Send me back my husband."Last year, the couple missed their 20th wedding anniversary because Constantin was detained. SAN DIEGO (KGTV) - A new pilot program in San Diego hopes to break the barrier between older adults and ridesharing apps. Together, Jewish Family Service (JFS) and the Ed Brown Center are testing an outreach and education program connecting older adults with free ridesharing services so they can participate in health and wellness programs.The pilot program is part of a partnership with Lyft and the National Council on Aging (NCOA). The Ed Brown Center was one of three senior centers selected from across the country.The goal is to understand whether ridesharing can improve an older adult’s well-being by enabling them to travel to their local senior center to take part in activities such as health classes, nutrition programs, lifelong learning, and social opportunities.JFS partnered with Lyft two years ago to provide rides to seniors and individuals receiving breast cancer treatment. Called “On the Go: Navigator,” the program allows older adults to easily book rides to the grocery store, doctor’s appointments and more, without a smartphone. With this service, seniors must pay for the trip, as well as a service fee. SAN DIEGO (KGTV) - A power outage was reported Thursday at several buildings on the San Diego State University campus. The outage started about 3:30 p.m. and impacted Hepner Hall, East Commons, Administration, Physical Sciences and the Faculty Staff Club, SDSU reported online. An hour later, campus officials said the outage was caused by flooding the basement of the Physical Sciences building.By 5:17 p.m., power had been restored to Hepner Hall, East Commons, Adams Humanities, Administration and the Faculty Staff Club buildings. Crews were still working to restore power to the Physical Sciences building.“Facilities Services is aware of the issue and actively working to restore power,” the university posted. “If you are in or around the impacted buildings, please remain where you are, and in a safe location,” officials requested. SAN DIEGO (KGTV) -- A new report by the California State Auditor says some law enforcement agencies are using automated license plate readers without legally required oversight procedures, which could leave drivers vulnerable to a host of privacy concerns including data breaches and even blackmail.The Electronic Frontier Foundation called the audit a “damning assessment of how California law enforcement agencies use this mass-surveillance technology.”Nearly every local law enforcement agency in San Diego County uses the automated readers, although none were audited in the report released Wednesday. In survey responses to the state, nine local agencies confirmed use of the camera systems; Oceanside Police Department did not respond to the survey. An automated license plate reader (ALPR) can be mounted at intersections or on patrol cars. It scans license plates to figure out if a vehicle is connected to a crime. The images are then stored in databases and “reveal the daily patterns of vehicles that can be linked to individuals and their activities—most of whom have not engaged in criminal activity,” the audit notes. The report looked at four agencies in depth: Fresno Police Department, Los Angeles Police Department, Marin County Sheriff’s Office, and Sacramento County Sheriff’s Office. It found concerns with the way those agencies are storing images on third-party servers, and a lack of oversight to ensure people with access to the databases don’t run searches for personal use or blackmail.“A member of law enforcement could misuse ALPR images to stalk an individual or observe vehicles at particular locations and events, such as doctors’ offices or clinics and political rallies. Despite these risks, the agencies we reviewed conduct little to no auditing of users’ searches,” the report concluded.None of the four agencies was fully in compliance with a 2016 law requiring detailed written policies on automated license plate reader (ALPR) systems, according to the report.“In general, we determined that the law enforcement agencies we reviewed must better protect individuals’ privacy through ensuring that their policies reflect state law,” said California State Auditor Elaine Howle in a letter to the governor. “In addition, we found that these agencies must improve their ALPR data security, make more informed decisions about sharing their ALPR data, and expand their oversight of ALPR users.”The San Diego Police Department has 27 license plate readers attached to police vehicles. Smart streetlights do not have this technology, said Lt.
