(KGTV) - One of the witnesses to Sunday's fatal drive-by shooting in La Jolla happened to be a trauma expert."I did see people at that point running all over the place," neighbor Michelle Carcel said. Steps from the crime scene, Carcel recounted what she saw hours prior. One woman was killed, and three men were shot on a sleepy street in La Jolla. San Diego Police said all victims were outside a house party on Draper Avenue when the shooting happened. So to have this occur is completely out of the ordinary," Carcel said. The scene was so foreign to neighbors in this area but all too familiar for Carcel. As a clinical psychologist, Dr. Carcel often deals with and speaks about gun violence and trauma. "I've talked about Parkland shooting. I've talked about the Orlando shooting. And to have it happen here, to have it happen here so close to home, is still so jarring and so rattling and really brings the message that it can happen anywhere," Dr. Carcel said. Carcel now wears both the witness hat and the clinical psychologist hat. She is giving advice to everyone involved. "This is going to have acute side effects," Dr. Carcel said. "You're going to have post-traumatic stress that could occur within a period of time. Just monitoring and making sure that they are getting the counseling and support that they need."She hopes for the end of senseless shootings, even if it means she may be out of a job. "Our children are dying," Dr. Carcel said. "Innocent people are dying, I don't know what the solution is, but I hope we come together as a community to figure it out."Dr. Carcel said she will conduct a trauma healing circle for her neighbors at a later time. 1900

(KGTV) — An East County contractor made a huge investment in the lives and well-being of a pair of employees and their special needs son by gifting them a custom van.The gift for 14-year-old Hayden Welsh, who has spina bifida, and his family was presented by A.M. Ortega Construction in Lakeside. The van is retro-fitted with adaptive equipment, a power ramp, and a low floor for the family, designed to help the family and Hayden get around easier as he grows up."Yeah it makes a world of difference between lifting him, putting him in a chair worrying about him trying to transfer, this thing he's ready to roll in and go," Hayden's mom, Ashley, said. "It was 100% shocking. It's going to make our lives so much easier. I've been looking at vans but financially I can't make that jump."Company owner Maurice Ortega said the gift couldn't go to a more deserving kid."Hayden's had so many surgeries, and he comes flying through the door a few days after surgery, and he pops in my office and he goes, 'what up Mo?,'" said Ortega. "He wants to know what your life's all about. LAKE ALFRED, Fla. -- A Polk County, Florida family is outraged after they say their 7-year-old was forced to scrub school floors with a toothbrush as punishment.The elementary student reportedly misbehaved last week at Lake Alfred Elementary, when her teacher sent the student next door for "corrective action."According to the family, the 7-year-old was told to scrub the floors with a toothbrush.They also claim teachers told her to clean the entire floor, and when she was done she was told to then clean the counters.Family members say she was forced to do this throughout the day and was not able to participate in regular classroom activities. The family says they were not made aware of the misbehavior or the punishment their daughter received. (KGTV) - A medical marijuana dispensary could be opening its doors just feet away from children in La Mesa.Last month, the La Mesa Planning Commission approved a conditional use permit for New Origins Management, Inc. to open a medical marijuana dispensary, but the center says they were never contacted about it.  One woman who has a teen at the San Diego Center for Children called the pot shop counterproductive to what parents and the clinic are trying to accomplish. The nonprofit helps young people with mental and behavioral issues.The La Mesa Medical Plaza is a pretty peaceful place, but the San Diego Center for Children is worried about its future neighbor. The clinic says you can draw direct line from their front door to the front door of the proposed medical marijuana dispensary."Our concern is having our youth that close to a medical marijuana dispensary," said Dr. Cheryl Rode, VP of Clinical Operations for the Center.The clinic occupies Suites J and K but a medical marijuana dispensary could be moving into Suite C.  The offices share a walkway and parking lot."Literally, our clients and their clients would be interacting pretty regularly," Dr. Rode said.In November 2016, La Mesa voters passed Measure U, prohibiting medical marijuana dispensaries from opening within 1,000 feet of a minor-oriented facility.It's defined as any after-school program, teen center, club for boys and/or girls, children's theater, or children's museum, where the primary use is for people under the age of 18.  The Center argues it qualifies as an after-school program."We feel that we clearly meet the criteria for a minor-oriented facility and that our facility was overlooked," Dr. Rode said.But the city disagrees.  They tell 10News because voters approved measure U, they don't have the ability to interpret the law or intent outside of its plain language, which does not include mental health and therapeutic services.  Director of Community Development Kerry Kusiak city sent us a statement that reads in part: 2136
