SAN DIEGO (KGTV) – A stretch of Harbor Drive near San Diego International Airport was shut down after a deadly crash Wednesday morning.The single-vehicle crash was reported just after 11 a.m. on northbound Harbor Drive, about a mile from the airport’s Terminal 1.ABC 10News learned a blue car traveling at a high rate of speed on the southbound side struck an object, lost control and then crossed the median onto the northbound lanes before coming to rest.The driver was declared dead at the scene.Due to the wreck, authorities were forced to close off at least one lane on northbound Harbor Drive, creating a lengthy backup for motorists heading towards the airport. 676

That’s the claim in court records against Argosy University, which operates The Art Institute of California in San Diego. Court documents accuse the university of charges including changing submissions to the Department of Education to get student financial funds. Argosy University operates more than a dozen locations across the country, including the Art Institute of California in Mission Valley. The Department of Education sent millions of dollars to Argosy. RELATED: Students concerned for future of Art Institute of California - San DiegoWhat it didn’t know and what’s alleged in court documents is the university was using the money that was supposed to go to students to pay for things like operating expenses. The filing was made on behalf of a court-appointed receiver, the independent outside party to handle the university’s finances. 10News reported earlier that the Education Department stopped all financial aid to Argosy. In July of 2018, the Art Institute in Mission Valley stopped enrolling new students. Current students say they’re frustrated and nervous. 10News reached out to Argosy’s parent company for a response but hasn’t heard back. 1250

SAN DIEGO (KGTV) - A stranger helped a woman through a flight from San Diego to Nashville in a random act of kindness caught on camera. Megan Schofield was on the Southwest plane and told 10News what she noticed. The flight had just started to take off when Schofield saw an elderly woman tightly clutching a young man’s arm. “Upon take-off, she mentioned she hadn't flown in 15 years and she was scared, and she said to the gentleman “Take my hand”, and he grabbed her hand,” Schofield said. Schofield discovered the woman was 96 years old and flying to celebrate her birthday with family across the country. “Seeing that, I told the gentleman I would want somebody to treat my grandmother the way you treated her.” Schofield posted the moment on Facebook, where it went viral. “Sometimes we're just so caught up in the hustle and bustle that we don't always see who needs help.” The man in the photo, identified only as Ben, emailed Schofield, saying he was happy such a simple moment could be so important to so many people. Schofield was inspired to pay it forward. “Yesterday on my flight home, a lady about the age of my mom… I could tell she was a little bit worried. She said “I don't fly, I drive” so I walked her to her gate and she gave me a big hug.” The elderly woman who received help from the young man is named Virginia, but we don’t know her exact identity. SAN DIEGO (KGTV) — A Superior Court judge gave San Diego County restaurants the green light to serve on-site again, but not all will make use of the opportunity.For Roddy Browning, the pressure to reopen his restaurant is intense.“We lay in bed at 2:30 in the morning, going, 'Okay, what am I going to do? What am I going to do tomorrow? What am I going to do the next day?'” said Browning, who owns Oceanside's Flying Pig Pub and Kitchen.Browning said sales are down 60% and employees have been reduced from 30 to 12. Reopening for outdoor dining under the new court ruling could boost those numbers.“The state's going to appeal it, and what is the point in opening back up again, and then bringing all these people back to work and saying okay guys the ruling changed, now we're going to have to kick you out of the restaurant again,” Browning said. “I don’t want to do that to my employees anymore.”Don't get him wrong. Browning does plan to reopen under the new court order - but he wants to respect the full three weeks intended in this latest shutdown order, set to complete on Dec. 28."This is not about us against them," Browning said. "We said we would give the governor his three weeks, and I'm going to give him his three weeks."But other San Diego restaurants are planning to remain takeout only until health officials advise otherwise.At Spring Valley's Cali-Comfort Barbecue, a gathering place for sports fans, owner Shawn Walchef says he's not offering indoor or outdoor dining.“We believe that the coronavirus is the antithesis of hospitality. Everything we do in our blood is to take care of people,” Walchef said. “Social distancing doesn’t work in our business. We welcome people into our homes.”Walchef cut about half of his staff - a day he calls his toughest as a restaurant owner.But he says Cali Comfort has fully embraced multiple digital ordering systems, helping it to remain profitable amid the pandemic.Still, the recent order impacts many. Nearly 110,000 San Diegans worked in county restaurants in October, the latest state data available. Numbers for November are expected Friday. 2120

  

SAN DIEGO (KGTV) -- Allegations of battery made against a California Assembly candidate have proven to be false, according to the San Diego County Sheriff’s Department.Detectives say after interviewing several witnesses and reviewing surveillance video, allegations against Phil Graham have proven to be unfounded and the case is being closed.RELATED: State assemblyman candidate accused of batteryNiki Burgan filed the report on Sunday, May 20. Burgan alleged that the incident happened on May 14 at the First Street Bar in Encinitas. Burgan said she met Graham and that they engaged in conversation.Burgan alleged that Graham kissed her against her will and followed her outside before attempting to have her touch him in a sexual manner against her wishes.The department says it conducted a thorough investigation and disproved the allegations after being assigned to the case on May 21.10News reached out the Phil Graham and received the following statement:  1006
