BEIJING, Jan. 21 (Xinhua) -- China's State Council, or Cabinet, Friday published the newly adopted regulations on expropriation of houses on state-owned land and compensation. The new rules, which took effect upon the issuing, took the place of the 2001 regulations on administration of the housing demolition and relocation in cities. The new rules specifically stated that neither violence or coercion may be used to force homeowners to leave. Nor could measures, such as illegally cutting water and power supplies, be used in relocation work. The new rules also banned land developers' involvement in the demolition and relocation procedures, as well as demolition by local governments without court approval. Moreover, the new regulations ensured fair prices for homeowners by providing that compensation for expropriated homes should be no lower than the sum of the market price of similar properties at the time of an expropriation. The regulations were first reviewed at a State Council executive meeting in December 2007. Later, public opinion was twice sought in 2010 after revisions had been made to the regulations. An executive meeting of the State Council Wednesday gave in-principle approval to the regulations.

BEIJING, May 4 (Xinhuanet) -- Children with autism have slightly bigger brains than children without the condition, a study suggests. The research published in the May issue of Archives of General Psychiatry noted the difference in the brain size appears related to increased rates of brain growth before age 2.The researchers from the University of North Carolina also pointed out that though the enlargement continues, the increased growth does not.In 2005, the researchers studied a group of 2-year-old children, and found out the ones with autism had brains that were 5% to 10% larger than children without it.Now the researchers assessed the same group of children at age 5, the psychiatrists re-scanned the brains of 38 children with autism and 21 without the condition. The autistic children still had slightly larger brains, but they had grown at the same rate as the comparison group. This finding could lead to a better understanding of the genes that drive autism, which, in turn, could lead to earlier identification and treatment of the disorder, said study researcher Joseph Piven, MD, according to media report.

SINGAPORE, April 21 (Xinhua) -- Singapore's first locally-built satellite has been officially launched from a space center in India after a four-year delay, Singapore media reported on Thursday. The 105 kg fridge-size X-Sat was one of three riding on Isro's Polar Satellite Launch Vehicle (PSLV-C16) from the Satish Dhawan Space Center in India on Wednesday. WINDHOEK, May 21 (Xinhua) -- Top Chinese legislator Wu Bangguo on Saturday met with Namibian President Hifikepunye Pohamba on advancing the bilateral cooperation to further develop the partnership with Namibia.Wu, chairman of the National People's Congress (NPC) Standing Committee, China's top legislative body, extended Chinese President Hu Jintao's greetings to Pohamba and hailed an "all- weather" partnership forged between the two nations.Namibia is one of the youngest states in Africa, which became fully independent in 1990.Wu reviewed the profound friendship between the two countries, which established diplomatic ties one day after Namibia's announcement of its full independence.Wu said the two countries have reaped good harvests in cooperation in the fields of politics, trade, culture, education, public health and culture in recent years, which has already set a model for countries engaged in the South-South cooperation. He also highlighted the mutual understanding and support on issues concerning each other's core interests, and to bring the bilateral economic and trade cooperation to a new high, Wu put forward a three-point proposal concerning the importation of the husbandry and aquatic products, resource and mining as well as the infrastructure construction.Namibia is a nation with significant influence in the southern Africa, Wu said, vowing that China will work with the Namibian side to push the bilateral partnership to a higher level. For his part, Pohamba welcomed Wu's visit, the first one ever paid by a Chinese top legislator, and spoke highly of China's long-standing support for Namibia's national liberation and construction.Namibia will develop the long-term and strategic cooperation in a much broader domain with China and welcomes more Chinese businesses to invest in the country, the Namibian president said.On the China-Afrcia relationship, the two leaders stressed that the two sides should work closer under the framework of the Forum of China-Africa Cooperation to boost political mutual trust, substantial and pragmatic cooperation on trade and humanitarian exchanges, especially those among the young generations, so as to further enrich a new China-Africa partnership.Namibia is the first leg of Wu's 12-day African-Asian tour. He will also visit Angola, South Africa and Maldives.
