POINT LOMA, Calif. (KGTV) — Some residents in Point Loma are frustrated that they are being forced to remove their family-owned docks off Shelter Island. The mandate is part of the Port of San Diego's new Port Master Plan. Cameron Driscoll Lilley says her family's dock near Scott St and Bessemer Street is more than just an heirloom, it's significant piece of history in the community."This dock was put in by my great grandfather in 1943, and it was completed in 1944," Lilley said. Since then, her family has shared their dock with the public from sunrise to sunset. The deepest end portion of the pier is locked for safety reasons. She said this is an expensive endeavor but well worth the smiles it provides to visitors. "The insurance, maintenance, the upkeep, and the liability that we are exposed to. But it's worth it because it provides an opportunity for people in this community and beyond to interact with the waterfront in a way that they wouldn't get to do," Lilley said. Lilley said there are people from all over San Diego who enjoy walking on their dock to watch the fish and stingrays swim under their feet. But the Port of San Diego says their dock is not technically docked on their residential land, and because of that, it must come down. "They want to tear out a piece of our historical landscape," Lilley said. According to the California Coastal Commission rules, it cannot allow residential uses on land the agency governs. Lilley's only other choice is to make the dock available for the public 24/7. But she sees that as a safety hazard."The most tragic thing would be if somebody was out on the end and fell and or drowned or got hurt in a boating accident off of the pier," Lilley said.The Master Plan has no mention of hiring lifeguards if it becomes public."I think they are driving an agenda of tourism and revenue and of course San Diego needs that. But I am disappointed that the Port Master Plan hasn't prioritized the residents of this neighborhood," Lilley said. The Port of San Diego is welcoming all comments at their next Community Discussion. OXNARD, Calif. (KGTV) -- Authorities say a 10-year-old student has been shot by a stray bullet in a drive-by shooting outside a Southern California elementary school. Oxnard police say Friday the child was struck during a car-to-car shooting outside McAuliffe Elementary School in the coastal city. The student is expected to survive and no one else was injured. McAuliffe enrolls about 700 students from pre-kindergarten to fifth grade. Oxnard is a city of 200,000 people about 55 miles northwest of Los Angeles. 521

Police are looking for a man wanted for the disappearance and possible homicide in connection with a two-year-old near Bakersfield, California.Officers initiated an investigation into the disappearance of Ramon Angel Reyes-Chavez, 2, around 8:40 p.m. Wednesday night, police said.During the investigation, detectives developed information leading them to believe that Reyes-Chavez was the victim of a homicide.Detectives identified Kaleb Jordan Kessinger, 20, as a suspect in this case.They attempted to contact him when they saw him driving his car, but he took off about 10:45 p.m. Officers said he later crashed his car near Calloway Drive and Olive Drive.He was last seen running from the area.Officers were on scene in the Kern River Canyon, about three miles in near Democrat Boat Launch, regarding the investigation around 2 p.m. on Wednesday.Detectives obtained an arrest warrant for Kessinger for charges which include homicide and felony child abuse.  Kessinger is described as 6'2", 198 lbs, with blonde hair and green eyes.Investigators said they are continuing their search for Ramon Reyes-Chavez and are asking the public to contact the Bakersfield Police Department (661) 327-7111 with any information regarding this case or the whereabouts of Reyes-Chavez or Kessinger.Kessinger was pulled over in 2016 for speeding and was suspected of driving under the influence. He had 6.4 nanograms of marijuana in his system while driving, according to the District Attorney's Office. The case went to trial and was convicted in Dec. 2016, sentenced to four days in prison and granted three years of probation.  1679

  

OTAY MESA, Calif. (KGTV) - A vintage biplane had an emergency at a South Bay airport Tuesday, sending it skidding off the runway and onto its nose. The incident with the single-engine Stearman plane was reported at Brown Field Municipal Airport, 1424 Continental St. The pilot and one passenger were on board but escaped without injury, San Diego Fire-Rescue Chief Colin Stowell reported on twitter. The plane had minor damage. Stowell tweeted that the FAA and NTSB were notified about the crash to investigate its cause. City News Service contributed to this report. 575
