You hit a pothole, nail or curbWhile you’re checking your tires’ pressure — which you should do at least once each month — run your hand over the tread surface to see if there are any nails stuck in the tire or cuts in the tread or sidewall, Bennett says.If you find a nail, don’t pull it out or you might wind up with a flat tire. Instead, drive to a tire repair shop and get them to pull out the nail and, if necessary, patch it.Often, tires are damaged by running over a pothole or rubbing against a curb while parking, Edmonds says. Look for bubbles or bulges that could indicate a developing problem and result in a high-speed blowout. Damage on the inside of the tire is harder to spot and might require a trip to a tire store for an expert’s inspection.3. Your tires are losing tractionTires that have lost all or most of their tread can feel fine while driving in dry conditions. But once rain or snow hits, they lose traction and braking distances increase, Bennett says.To measure tread depth, insert a quarter into the tread in the center of the tire with George Washington’s head pointing toward the tire. If the tread obscures the top of his head, your tires are in good shape.If the top of Washington’s head is even with the tread, the tires are still safe to drive on, but it’s time to start shopping for new ones, Bennett says.4. You bought your tires more than six years agoRubber dries out over time, and even if there’s still plenty of tread, the sidewalls can crack.The date the tires were manufactured is printed on the sidewall and is usually preceded by DOT for the Department of Transportation. The first two numbers stand for the week in the year it was made, and the other two are for the year. For example, if your tire has “1109” printed on it, then it was manufactured in the 11th week of 2009.Edmonds says that tires should not be in continual service for more than six years or, if a car was garaged for extended periods, 10 years from the manufacturer date.Tire care basicsTires are expensive, but if you maintain them correctly, most tires provide reliable service for up to 60,000 miles. Here’s how to keep your tires in good condition so you can drive safely:Buy a tire gauge and pump. Tire gauges typically cost less than . And instead of inflating at crowded gas stations, buy a battery-operated inflation pump for less than and do it at home.Locate your tire pressure level. The correct tire pressure level is usually listed on the yellow sticker often found in the driver’s side door jam.Check your tire pressure at least once a month. To get an accurate reading, check your tires in the morning before you drive anywhere. Tires heat up when you drive on them, and this throws off the inflation amount.Don’t forget your spare tire. Inflate your spare tire if you have one. Many cars now are sold without a spare but have an inflation pump and a can of tire sealant that will, in an emergency, both inflate and seal the leak in your tire.Check your temperature. For every 10 degrees the outside temperature drops, a tire’s pressure will decrease by one pound per square inch. SAN DIEGO (CNS and KGTV) - A former Team USA figure skater has filed suit against the U.S. Figure Skating Association and skating coach Richard Callaghan for allegedly sexually abusing the skater between 1999 and 2001, including at a skating competition held in San Diego.The suit, filed this week in San Diego County Superior Court, alleges that Callaghan sexually abused Adam Schmidt starting at the age of 14, even after reports surfaced alleging he had abused another skater.Callaghan -- perhaps best known for coaching Tara Lipinski to an Olympic gold medal in 1998 -- was accused of molesting another former skater, then-15-year-old Craig Maurizi, in a 1999 New York Times article.RELATED: Figure skater Ashley Wagner says she was sexually assaulted by a former coachSchmidt alleges that figure skating officials brought the article's allegations up for an internal review, but then dismissed the allegation "as it claimed the victim had not filed a formal written grievance within 60 days of the sexual misconduct perpetrated by (Callaghan)."Schmidt claims this system "made it nearly impossible for sexual abuse claimants to bring effective complaints forward against perpetrators of sexual abuse and misconduct."As he remained in good standing with skating officials, Schmidt alleges that Callaghan was able to continue abusing him over the course of three years, including at the 2001 Master of Figure Skating competition held in San Diego, when Schmidt was 16.Schmidt says the abuse has left him suffering from "psychological injuries and illnesses" as an adult, including a "psychological breakdown" and hospitalization in early 2017.Schmidt's attorney, John Manly, said "Our client is an extremely talented young athlete who dreamed of nothing more than to stand on an Olympic podium and hear our National Anthem. Instead, he had to stop competing in the sport he loved because of the sexual, physical and emotional damage done to him by his coach, Richard Callaghan."It started getting weird when he would leave his jacket, tie, and shirt on, but then take his suitepants and his underwear off," Schmidt told ABC News.The U.S. Figure Skating Association and the ice rinks where Callaghan worked ignored complaints around him for years. SAN DIEGO (AP) — An appeals court on Wednesday upheld a freeze on Pentagon money to build a border wall with Mexico, casting doubt on President Donald Trump's ability to make good on a signature campaign promise before the 2020 election.A divided three-judge panel of the 9th U.S. Circuit Court of Appeals in San Francisco agreed with a lower court ruling that prevented the government from tapping Defense Department counterdrug money to build high-priority sections of wall in Arizona and New Mexico.The decision is a setback for Trump's ambitious plans. He ended a 35-day government shutdown in February after Congress gave him far less than he wanted. He then declared a national emergency that the White House said would free billions of dollars from the Pentagon.The case may still be considered, but the administration cannot build during the legal challenge.A freeze imposed by U.S. District Judge Haywood Gilliam Jr. of Oakland in May prevented work on two Pentagon-funded wall contracts — one spanning 46 miles (74 kilometers) in New Mexico and another covering 5 miles (8 kilometers) in Yuma, Arizona.While the order applied only to those first-in-line projects, Gilliam made clear that he felt the American Civil Liberties Union and other groups were likely to prevail at trial in their argument that the president was ignoring Congress' wishes by diverting Defense Department money."Congress's 'absolute' control over federal expenditures — even when that control may frustrate the desires of the Executive Branch regarding initiatives it views as important — is not a bug in our constitutional system. It is a feature of that system, and an essential one," the judge wrote.Gilliam went a step further Friday by ruling definitively that the administration couldn't use Pentagon counterdrug money for the two projects covered in his May order or to replace 63 miles (101 kilometers) in the Border Patrol's Tucson, Arizona, sector and 15 miles (24 kilometers) in its El Centro, California, sector.Trump immediately vowed to appeal.At stake is billions of dollars that would allow Trump to make progress on a major 2016 campaign promise heading into his race for a second term.Trump declared a national emergency after losing a fight with the Democratic-led House that led to the 35-day shutdown. Congress agreed to spend nearly .4 billion on barriers in Texas' Rio Grande Valley, the busiest corridor for illegal crossings, which was well below the .7 billion the president requested.Trump grudgingly accepted the money but declared the emergency to siphon money from other government accounts, finding up to .1 billion for wall construction. The money includes .6 billion from military construction funds, .5 billion from Defense Department counterdrug activities and 0 million from the Treasury Department's asset forfeiture fund.Acting Defense Secretary Mark Esper has yet to approve transferring the military construction funds. Its arguments did not mention illegal immigration or unprecedented numbers of Central American families seeking asylum at the U.S. border, which have dominated public attention in recent months.Justice Department attorneys argued that the freeze on Pentagon funds showed a "fundamental misunderstanding of the federal appropriations process.""The real separation-of-powers concern is the district court's intrusion into the budgeting process," they wrote.The two sides argued before a three-judge panel in San Francisco on June 20, made up of Barack Obama appointee Michelle Friedland and George W. Bush appointees N. Randy Smith and Richard Clifton.The administration has awarded .8 billion in contracts for barriers covering 247 miles (390 kilometers), with all but 17 miles (27 kilometers) of that to replace existing barriers not expand coverage. It is preparing for a flurry of construction that the president is already celebrating at campaign-style rallies.Trump inherited barriers spanning 654 miles (1,046 kilometers), or about one-third of the border with Mexico. Of the miles covered under Trump-awarded contracts, more than half is with Pentagon money.The Army Corps of Engineers recently announced several large Pentagon-funded contacts.SLSCO Ltd. of Galveston, Texas, won a 9 million award to replace the New Mexico barrier.
