A routine trip to Walmart turned into a nightmare for a Maryland woman, but now she is using her negative experience to help others. Cynthia Morales and her boyfriend Linwood Boyd, who are both blind, were at the self-checkout lane at the Walmart in Owings Mills, Maryland in late July 2017 when they asked an employee for help. While the self-serve kiosks do issue some spoken prompts, it was still a challenge for Morales and Boyd to check out. A Walmart employee helped the pair finish their transaction, but unbeknownst to Morales and Boyd, they requested in cashback, which the employee pocketed. Because no audio prompt gave them a total of their transaction, the couple had no idea this happened until the machine told them to take the cash. Unable to check their receipt, the couple asked someone outside of the store to read them it and discovered they had been charged the extra . The money was returned, but Morales and Boyd decided to shop at another nearby Walmart from then on. Because of their experience at the Walmart, they are teaming up with Melissa Sheeder — another blind Marylander — the National Federation of the Blind (NFB) and the National Federation of the Blind Maryland to sue Walmart under the Americans with Disabilities Act. “What happened to Cindy Morales is an extreme example of what can occur when companies like Walmart deploy inaccessible self-checkout or point-of-sale technology,” said Mark Riccobono, President of the National Federation of the Blind. “The real problem is that Walmart has decided to treat blind customers differently from sighted customers. Walmart’s refusal to deploy readily available technology to give blind shoppers the same choice sighted shoppers have — whether to check ourselves out or visit a cashier —makes us second-class customers. That is unlawful and unacceptable.”The lawsuit is asking for the Maryland federal district court to order Walmart to make its self-service checkout kiosks fully accessible to blind shoppers. A trip to Detroit has landed a Texas couple in hot water with the law. The couple, John Guerrero and Virginia Yearnd, traveled to Detroit to attend a concert. They are facing charges child endangerment charges for allegedly leaving their 11-year-old daughter at home alone while they were in Michigan.Police say it took them hours to get ahold of the parents, and by the time they called back, they said they were in Louisiana.It appears that the couple expected the mother's sister to be checking on the girl, but investigators say that didn't happen.One of their neighbors, who did not want to be identified, said after living next door for more than a year, she didn't think of the couple as bad parents."I know them as good parents, very hardworking," she said. "He travels and his job is to set up concerts. I'm sure he was working and not just going to a rock concert."Part of the problem for investigators was that there were no notes or contact information for the sister who was allegedly supposed to be looking after the daughter.Right now, the 11-year-old is staying with a neighbor while the parents sort out legal troubles.Texas law states that child endangerment occurs when a person intentionally engages in conduct that places a child younger than 15 in danger 1294

A new report from the CDC and Rhode Island shows COVID-19 rates below one percent in childcare facilities with young children this summer. They also found a low rate of secondary transmission among these facilities, with 15 percent of coronavirus cases resulting in transmission to at least one other person.“The critical thing here is to build the confidence of teachers, the confidence of parents,” said Dr. Robert Redfield, Director of the Centers for Disease Control and Prevention. “This study provides data, that when things are done with vigilance in partnership with the public health community, you can, in fact, in a complex situation like child care ... you can reopen child care" and have low rates of secondary transmission. The study tracked coronavirus cases at childcare facilities in Rhode Island this summer. On June 1, the state was seeing a decline in coronavirus cases and hospitalizations, and allowed childcare programs to re-open after a 3-month closure.In order to reopen, the facility had to submit a plan to the state for approval that included reduced enrollment, a cohort of no more than 20 people including kids and staff, universal use of masks for adults, and daily symptom screening of adults and kids.Roughly 75 percent of licensed center and home-based childcare facilities were approved to reopen, caring for 18,945 children.Between June 1 and July 31, there were 101 possible child care-associated COVID-19 cases identified at the facility level; among those, 49 were excluded because they had a negative COVID-19 test.Of the remaining 52 confirmed and probable cases, 30 were children; that is roughly .16 percent of the 18,945 children in childcare in Rhode Island this summer. There were 20 teachers and 2 parents who are among the confirmed or probable cases.Cases were confirmed an average of two days after specimen collection.Contact tracing led to the quarantine of 687 children and 166 staff members; that’s roughly 3.6 percent of the total children in Rhode Island care facilities this summer being impacted by quarantine efforts.The cases happened at 29 of the 666 childcare facilities, in 20 of the facilities, there was a single coronavirus case and no transmission. Five of the 29 programs, 15 percent, had two to five cases.The remaining four coronavirus cases may or may not have had secondary transmission. Health officials state those facilities were breaking protocol by moving members of a cohort around to other classrooms, delayed reporting of symptoms, etc. that made it difficult to track.The CDC warns these results were only possible because of decreasing COVID-19 rates in the state, and the community effort to slow the spread of coronavirus. This includes wearing masks and practicing social distancing when around other people.“I understand masks can be uncomfortable to wear and hard to remember to bring when you go out,” Dr. Redfield said. “Schools are not islands in and of themselves, they are connected to the communities around them.”The study says maintaining stable staffing was one of the most difficult things; needing to cover teacher breaks, vacations, etc. while still maintaining the smaller cohort sizes.They recommend additional funding to continue with the smaller class sizes. 3271
