If the pandemic caused you to relocate across state lines, even temporarily, the next surprise could be having to file an extra tax return and potentially pay more taxes.The issue gained national attention in May, when Gov. Andrew Cuomo of New York said out-of-state health care workers who came to help with the pandemic would face New York income taxes.Cuomo’s comments generated outrage, but in fact, most states tax people who earn money within their borders, even if those people usually live and file tax returns elsewhere. Even a single day in some states can trigger a tax bill.Remote working could mean tax hasslesMultistate taxation has long been a headache for entertainers, athletes, professional speakers and others who earn money in more than one state. Snowbirds, retirees who move south for the winter, can face it as well. Now it could be a problem for many people who relocated, however temporarily, because of the pandemic.Nearly one in 10 young adults, those ages 18 to 29, said they had relocated because of the pandemic, according to a Pew Research Survey poll taken in early June. Overall, 3% of adults said they’d moved and 6% said someone else had moved into their households. Those who moved cited reducing their risk of infection (28%), college campuses closing (23%), wanting to be with family (20%) and job loss or other financial issues (18%).Changing attitudes about remote work mean that multistate taxation could be an issue for more people and companies in the future. Nearly half of the company leaders surveyed by research firm Gartner in June said they planned to let employees work remotely full time even after people can return to the workplace. Remote working allows people to move to more affordable areas, which could be in a different state. But having even a single employee in another state can raise business and sales taxes for their companies.A tangle of tax rulesFor individuals, double taxation, having to pay taxes in two or more states on the same income, is possible because state rules differ so widely. In most cases, though, the taxpayer’s home state will offer a credit for taxes paid in other states, says Eileen Sherr, senior manager for tax policy and advocacy for the Association of International Certified Professional Accountants.But there are scenarios where someone could end up paying more without technically being taxed twice, Sherr says. If the tax rate in the new location is higher, for example, the home state’s credit may not offset the whole bill. Also, if the person’s home state doesn’t impose an income tax but the other state does, then there’s no credit to offset the additional taxes.Another issue: failing to file a required state tax return, either because people didn’t know the other state required it or because they’re hoping to get away with it. That can lead to audits, taxes, penalties and amended returns, says Mark Klein, chairman of Hodgson Russ law firm in New York City. Auditors often can figure out where you were when by using cell phone records and credit card receipts.You can, of course, decide to make your move permanent. But if you change your mind, move back and get audited, the auditors will conclude that you never truly left, Klein says.“The real test is whether you stick the landing,” Klein says.What can be doneSome states have long-standing reciprocity agreements, usually with neighboring states, that will prevent commuters from having to file multiple state tax returns, Sherr says. In addition, 13 of the 41 states that tax income have said they will give remote workers a break if they moved because of the coronavirus, she says.Sherr suggests that people who may be affected by another state’s tax laws talk to a tax pro to assess what their liability might be and discuss the situation with their employer, in case their withholding needs to change. She also recommends people keep good records so they can track how many days they earned money in each state and how much.It’s possible that Congress could provide some help. A proposal in the Senate’s pandemic relief bill would require that states maintain the pre-pandemic status quo — in other words, pay for newly remote workers would be taxed the way it was before the pandemic. The bill also would create uniform rules for assessing state and local income taxes.Those ideas may face opposition from states desperate to replace lost revenue, however. "We've found ourselves in a really, really interesting situation right now with coronavirus. And also, dealing with a super low inventory across the country," said David Lewis, a realtor in the Atlanta area. Lewis says for those who are relocating, COVID-19 wariness may prevent potential buyers from seeing a property in person. Plus, traveling can be difficult right now."A lot of times, some of them we’re videoing the home for them and some of them are just looking at the pictures and submitting blind offers and just hoping, trusting us to give them a little bit of guidance and also making sure the inspections and things are in line to offer that level of protection," said Lewis.Experts say, when buying virtually, a good home inspection is a must. "It should catch most everything. Now remember, a home inspection is a visual inspection. We’re not allowed to take siding off a house, we see trim damage then that's what we see. We can’t take a look between that wall," said Donny Williams, the Director of Business Development and Marketing for All Atlanta AmeriSpec.Overall, he doesn't recommend buying a home without going inside it first, but he and many other inspectors at his company are seeing it more often now. "I was actually surprised the number of times it actually happened. The guys could remember seven to 15 times each. Times that by 18 guys and that's a lot," said Williams.Before the pandemic, Williams says he rarely would see people purchase homes sight unseen. But as long as contracting the coronavirus is a concern, home buying virtually could be here to stay. Just know that if you are thinking of buying a home this way, there are things a realtor won't be able to fully give their opinions on, such as the neighborhood."That's something that is always largely on the purchaser. There’s several laws and regulations around what a real estate professional can share and information they can give on a neighborhood. So, a lot of times that's always up to the consumer, anyways, right, to get a good feel for the neighborhood or understand the dynamics or school or surrounding area," said Lewis.Overall, make sure before you swipe right to buy a home, meet it first, if at all possible. Having a realtor and inspector you trust is key. Though, what they won't be able to help you with is if the house feels like your home. 2535

The foundation was started by Cory's wife, Ashley, to provide peer support and mental health programs for emergency fiirst responders. Hundreds of passengers on an Amtrak train that became disconnected will have quite a story to tell around the Thanksgiving table.The Montreal to New York train was traveling near Albany, New York, at about 7:20 p.m. Wednesday when two cars separated from the engine, Amtrak spokesman Jason Abrams said in a statement. Of the 287 passengers and crew, he said, no one was injured. The passengers were transferred to a new train, Abrams said.CNN reached out to Amtrak for further details but has not heard back.Billy Osher-Dugan was traveling to spend Thanksgiving with his girlfriend when he saw the cars separate."It was packed," he said. "There were hardly any seats available."He heard a noise and turned around to see cars behind him rip apart from the train, he said. That's when one passenger pulled the emergency brake to stop the train and others -- upon smelling smoke -- grabbed the fire extinguisher.Luckily, he said, there was no fire and everyone was OK.Helen Mary Crane was with her son on the way to spend the holiday with her daughter. Crane said two cars were added to the train when she boarded in Rensselaer, New York, and that she and her son were told to sit in the first of the additions.Crane's car was one of the two to break off."As far as being with my son," she said. "I was terrified when I saw the sparks and smelled burning and then realized our car was no longer attached. I thought we would derail or be hit by the other train."She said she credits the man who pulled the emergency brake on the runaway cars for the safety of everyone. She identified him as Reuben Clarke, a student at Rensselaer Polytechnic Institute."He saved our lives tonight," Crane said. "Our car broke off from the rest of the train and was picking up speed. There was no Amtrak personnel in our car. Reuben calmly went into action and pulled the emergency brake at the front of the car. Thankful he was on the train with my son and I."The National Transportation Safety Board will not investigate since there were no injuries or a derailment, board spokesman Nicholas Worrell said.New York State Police are investigating the incident. 2147
