SAN DIEGO (KGTV) - On Friday, San Diego Police Chief David Nisleit held a press conference to address the controversy surrounding the recent “awards for arrests” program email. It was the chief’s first press conference on a department matter since taking the seat two weeks ago. He announced that a formal investigation had been launched to figure out how the program details were sent out to officers without getting prior approval from supervisors. 10News broke the story earlier this week, after a San Diego police officer approached Team 10 to share information about a program email he found “unethical”. The email was sent last Friday from a sergeant to more than 90 officers in SDPD’s Southern Division. It outlined a new voluntary program offering points to officers who make more drug arrests and give out more drug citations. The highest point-earners would have the opportunity to work in specialized units for up to a month. “Let me make this very clear. San Diego Police Department doesn't have a quota system,” said Nisleit on Friday. “I can tell you right now [that] this program was never authorized, nor was it ever implemented and nor did anybody ever receive any rewards for making arrest,” he added, along with, “This program was never intended to target anyone from a specific group, race or socio-economic class.” However, the timeline would suggest that the program was briefly implemented. The email was released last Friday morning. The chief says he stopped the program last Saturday. An official retraction email was sent Monday afternoon.  Chief Nisleit told reporters he reviewed the number of arrests in the Southern Division and they have not spiked, suggesting officers were not participating in any incentive program. The original email sent by the sergeant reads in part, “there are similar programs going on in other divisions.” The chief told reporters he has no knowledge of any other point system program taking place anywhere else in the department. Any disciplinary action for the email and program are contingent upon the results of the investigation. 2156

SAN DIEGO (KGTV) - Police are searching for two men suspected in a downtown San Diego shooting spree that left five people injured Monday night.According to San Diego police, the gunfire was reported just after 11 p.m. at several locations in the East Village neighborhood, about three blocks east of Petco Park's tailgate parking lot.The shooting happened not long after the San Diego Padres wrapped up their game against the Washington Nationals at Petco Park.Police said four people were in the 500 block of 15th Street, near Island Avenue, when two men dressed in dark clothing approached the group and opened fire.Moments later, and several blocks from the initial shooting scene, a fifth person was shot in the 1800 block of Island Avenue.All five shooting victims suffered what were considered to be non-life threatening injuries, according to police.Police said the suspected shooters were described as black men between 19-25 years old and 6 feet to 6 feet 2 inches tall. The men were last seen fleeing westbound from the area.A witness in the area told 10News that he heard about a dozen gunshots coming from different locations and two vehicles speeding from the scene. Police did not confirm if they were searching for vehicles as part of the investigation.Police are looking into the possibility the shooting was gang-related.Mayor Kevin Faulconer released the a statement Tuesday afternoon on the shooting. SAN DIEGO (KGTV) - Neighbors in College Area are a little more vigilant after a coyote attacking a chicken was caught on camera. Matt Dixon was grilling in his backyard when he heard squawking on the neighboring hillside. “One of the chicken flies into the fence,” said Dixon describing the video he took. “That’s when the coyote popped out of the clearing it there and made its way up and he eventually found what he was after.” Dixon posted the 28-second video online and found that people were quicker to forgive the coyote. “I got a lot of flak for not trying to help save the neighbor’s chicken and I can understand that,” said Dixon, “but it all happened so fast.” Other neighbors say they are more cautious with their children and pets outside knowing there can be coyotes in an urban area. 805

  

SAN DIEGO (KGTV) - On Wednesday, ABC10 News interviewed San Diego County Superior Court Presiding Judge Lorna Alksne about this week's first criminal jury trial since all jury trials were halted in March.“We summoned 800 jurors and about 250 or so postponed their service like we told them to do if they felt uncomfortable or had a conflict or co-morbidity or something like that and of the remaining jurors we called in, only 41 showed,” she told ABC10 News and added, “The system doesn't work without jurors.” She went on to say, “I can only anecdotally think that people are unsure of public transportation or coming back Downtown to serve.”Wednesday marked the second day of the trial which was for an elder abuse case.Judge Alksne said that the courts have sufficient safety measures in place for jurors. “When they went back into the courtroom, they had these plexiglass barriers in between them if they're more than six feet apart and everyone wore masks and there was hand sanitizer everywhere. It's as safe as going to Costco,” she told ABC10 News.The courts have maintained that the only way to address the backlog of cases is with cooperation from San Diegans who are called for duty. She added, “What I [asked] the jurors yesterday was if you had a loved one who was incarcerated [and] pending trial and nobody showed up to do jury trial, how would they ever get their chance for their day in court?”Judge Alksne said that another trial is scheduled for next week and two are scheduled for the following week. The numbers of summonses will continue to increase. She explained that there's no plan to penalize people who do not appear for jury duty but that could change if turnout continues to be low. 1721

  

SAN DIEGO (KGTV) -- New details about the high speed chase that backed up traffic on Interstate 5 in La Jolla last week.Today, the driver faced a judge. Nancy Sussman is no stranger to the courthouse. Usually, she’s representing her clients, but this time she’s defending herself against criminal charges that could send her to prison.Traffic backed up. Drivers snapping video of how the high speed chase ended. Police say Sussman finally stopped when they laid down spike strips. Still, they say she refused to come out of the car, eventually forcing them to smash out one of the windows.10News is learning new details about the woman behind the wheel of the white Mercedes. Sussman is a longtime medical malpractice attorney.RELATED: Woman arrested after leading police on chaseIn court Tuesday, she represented herself. “Are you an attorney,” the judge asked.The judge entered a not guilty plea on Sussman’s behalf. She’s charged with felony evading, driving with a suspended license and resisting arrest.Sussman tried to explain to the judge why she didn’t stop. “Regarding the chase, I was a victim of police brutality on October 28th.”According to a police report, the October 28 case involves Sussman and her neighbor, a Border Patrol agent. In that case, she’s charged with burglary, making criminal threats, vandalism and other charges.On December 30, police tried pulling her over on that warrant, finally arresting her after that chase on I-5.If convicted on the charges connected to the chase, Sussman faces more than six years in prison. She’s due back in court on February 6. 1597
