SAN DIEGO (CNS) - Two San Diego-based U.S. Navy SEALs have been charged in connection with the 2017 execution of a detainee in Iraq.SEAL officials told the Navy Times that Lt. Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported. SAN DIEGO (KGTV) - A distinctive pair of sneakers helped San Diego Police find a man suspected of threatening a Pacific Beach bar bouncer with a knife Tuesday.The man went to Open Bar on Mission Boulevard near Grand Avenue at 1 p.m. and said he was going to kill the employee, officers said.Police got a detailed description of the man, which included purple Air Jordan Nike shoes.An SDPD lieutenant who responded to the scene spotted the man - and his sneakers - and officers arrested him near Mission Boulevard and Pacific Beach Drive.Witnesses identified the suspect at the scene.During the search for the knife-wielding man, police said a drunk bar patron jumped on top of a patrol car and stomped on its roof. Matt Dobbs, but it was unclear if he'd been shot or stabbed.Police said surveillance cameras captured two suspects running from the area. SAN DIEGO (KGTV) -- A former Yuma Police officer charged with raping a woman in San Diego is coming face to face with his accuser’s mother. Jared Elkins didn’t flinch in court Tuesday as his wife’s cousin accused him of raping her over and over in her Kensington home. The woman says she didn’t yell because the former officer threatened to kill her. After the rape, the victim said in court that she ran into her mother’s room and escaped out a window. Her mother’s 911 call played in court Tuesday. Elkins’ wife was asleep across the hall. Police body cam footage showed the accuser hysterical in the back of the police car. The woman can be heard telling the officer how afraid she was. Elkins argued that the sex was consensual and the rape charges were made out of guilt. Elkins pleaded not guilty. His attorney said he used bad judgement but the sex was consensual and the two were drinking.He’s facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.
