BEIJING, Feb. 23 (Xinhua) -- A severe drought over the past months has left 7.5 million people and more than 4 million head of livestock without adequate drinking water in two southwestern Chinese provinces, local authorities said Tuesday. In addition, the long dry spell has threatened reservoirs and affected millions of hectares of crop land and forests in Yunnan and Guizhou Provinces, according to the local drought relief authorities.Yunnan has been experiencing the worst drought in six decades since last autumn due to lack of rainfall and high temperatures.  People of Dawen Village of Donglan Township load barrels of water by horses in Donglan County, southwest China's Guangxi Zhuang Autonomous Region, Feb. 23, 2010. A severe drought since August in 2009 has been continuing here at presentAlmost 6 million people and 3.6 million head of livestock are facing drinking water shortages in Yunnan."The drought would bring grave losses to industrial and agricultural production, and increase risks of forest fires," Qin Guangrong, governor of Yunnan, told a drought relief meeting Tuesday. If the drought continues, the number of people hit by drinking water shortages in Yunnan would rise to 7.92 million in March, 9.51 million in April and 10.14 million in May, he said.In addition, more crop land would be affected and grain production would be greatly reduced, he said.Authorities in the two provinces have allocated special funds, and dispatched relief personnel and water trucks to the drought-stricken areas.   Huang Naibi gets water at a water supplying site in Donglan County, southwest China's Guangxi Zhuang Autonomous Region, Feb. 23, 2010. BEIJING, March 11 (Xinhua) -- A Chinese political advisor said here Thursday that it was "groundless" that some foreign media reports alleged China had hidden part of defense budget.Jia Yong, a member of the National Committee of Chinese People's Political Consultative Conference (CPPCC), made the remarks when commenting on some foreign media reports that part of China's military expenditure might have gone hidden as the country's defense budget growth slowed to 7.5 percent this year.Speaking on the sidelines of the ongoing annual session of the CPPCC National Committee, the top political advisory body, Jia called such reports were merely meant to draw more attention.China publishes the national defense white paper every two years, which is more detailed in military expenditure than many other countries, Jia said. The per capita defense budget of China is the lowest among the permanent members of the United Nations Security Council, and the country has dispatched the most servicemen and police officers for peacekeeping missions, Jia said. The Chinese government revealed last week that the country plans to increase its defense budget by 7.5 percent in 2010, compared with last year's 14.9 percent, to 532.115 billion yuan (about 78 billion U.S. dollars).

BEIJING, March 18 (Xinhua) -- China's top political advisor Jia Qinglin Thursday called for joint efforts to push forward the development of relations between the Chinese mainland and Taiwan.Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), made the remarks when he met with a Taiwan delegation led by Yao Eng-chi.The world economy was gradually breaking away from the serious negative impact of the global financial crisis, and economic cooperation across the Taiwan Strait was embarking on a new stage, he said.Jia Qinglin (R), chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), meets with a Taiwan delegation headed by Yao Eng-chi(L) in Beijing, March 18, 2010. "We should seize the opportunity to enhance economic and financial exchanges, and negotiate and sign the cross-Strait Economic Cooperation Framework Agreement (ECFA) based on mutual benefit," he said.Yao, whose delegation consists of former Taiwan local legislators, said the mainstream public opinion in Taiwan hoped for peaceful development of cross-Strait ties, and cooperation across the Strait needed to win more understanding and support from the public in the island.

BEIJING, March 9 (Xinhua) -- China would step up work to monitor non-banking financing, said the China Banking Regulatory Commission (CBRC) Tuesday in a statement on its web-site.More focus would be put on businesses in connection with trust companies and the real estate sector to prevent banks from using non-banking financing to circumvent policies, said Liu Mingkang, chairman of the CBRC.The 2010 government loan target is 7.5 trillion yuan (1.10 trillion U.S. dollars). But in January alone, banks extended 1.39 trillion yuan in new loans -- 18.53 percent of the full-year target.More work should be done to improve risk management capacity to achieve sustainable development of the non-banking financing sector, Liu said.Non-banking financial institutions under the CBRC supervision include trust companies, finance companies, financial leasing companies, auto financing companies and money brokers.
