SAN DIEGO (KGTV) — Surveillance video captures in "disturbing" peeper outside a home in Old Town, as a teenage girl slept inside.Steve rents a home along Jefferson Street. Around 1:30 a.m. Sunday, he was close by with some friends when he got an alert on his phone."Just a feeling of alarm," said Steve.A stunned Steve saw video of a man outside his home, just staring. The cameras capture an older, balding man on the side of the home. His left hand is in his pants, as he peers into the windows."Behavior was really creepy," said Steve.Steve called police and raced home. His 15-year-old daughter was inside, asleep on the couch. In the video, the man keeps looking inside, though all the blinds are closed. His hand is still where it is."My immediate concern is that the guy is going to break a window or climb in the house," said Steve.After peering in the windows, he goes around the back and out of camera range. When he reappears, he decides to smoke before taking yet another look."He was so comfortable in my space looking in my windows and doing what he may have been doing," said Steve.Not long after, police arrive and take him into custody. The video shows he had been outside the home for some 30 minutes. Police say there was not enough evidence a crime had been committed and the man was released after an hour. Steve is still hoping to get the word out on the stranger and the odd behavior he fears could escalate."Probably has done it before and will do it again. SAN DIEGO (KGTV) — The City of San Diego could go to court to invalidate a landmark pension reform measure that voters overwhelmingly supported in 2012.The City Council is expected to meet in closed session the week June 10 to decide whether to ask a judge to throw out Measure B. The measure switched most new hires from pensions to 401(k) style retirement plans. More than 65 percent of San Diego voters supported Measure B in 2012. The problem, however, is that the measure got to the ballot via a citizens initiative, but then-Mayor Jerry Sanders campaigned on its behalf. Labor unions challenged the initiative in court, contending the mayor's involvement meant the city needed to meet and confer with them. The state Supreme Court agreed, and an appellate court ordered the city to make its employees whole, plus pay them 7 percent interest. The courts, however, did not invalidate Measure B, instead directing the city to work out a compromise with the unions. On Thursday, City Councilman Scott Sherman and former Councilman Carl DeMaio held a news conference pushing the city to protect Measure B."Right now we are being asked to go against what our bosses told us, and I don't think we should do that," Sherman said, adding that the city spends 0 million a year now meeting its minimum pension obligations. DeMaio said he would work with a coalition to go to court to protect Measure B. "I'm talking about putting the City of San Diego back on the brink of bankruptcy, let alone telling voters that they don't have a say on where their tax dollars go," he said. SAN DIEGO (KGTV) — The environmental community is concerned that individuals using masks are disposing of the face-covering properly.Dimitri Deheyn is a Scripps Institution of Oceanography research scientist and studies biodegradable objects, something disposable masks are not. He said around the world, researchers are seeing an increase in trashed masks on beaches, which will ultimately end up in the ocean and harm wildlife and our ecosystem.In addition, when the disposable masks are thrown away, the string can become a danger to animals if not cut, so he said if you have to use disposable masks, cut the string that goes around the ear.Deheyn has been working with a company based in Austria called Lenzing that typically makes eco-friendly comfortable clothing from fibers that can degrade, making them better for the environment. He said the company shifted to making biodegradable masks when the pandemic hit, and he’s helped test them.“Basically test them, we put them in the seawater and see if they degrade and yes they degrade,” he said.He said there are U.S. companies that make a similar product, and this is what people should be wearing instead of disposable masks. He said reusable masks are another solution to helping save the environment.“If you are acting as an individualistic human being, and you oppress nature, at the end this could be very bad for us as a human society,” he said, encouraging everyone to do their part. 1457

SAN DIEGO (KGTV) - The bomb squad was called to the 2300 block of Meadow Lark Drive around 6:20 p.m. after a man reported he found WWII-era Japanese grenades.The man, Mike Carter, is a former Marine and said his training kicked in when he found the three gnarled pieces of metal."I just figured it would be the right thing to do to dispose of them properly and not throw them in the trash," Carter said.He is a hobbyist, buying items like radio-controlled cars, helicopters and other toys, and then he sells them online. One remote control helicopter that he said he paid for is actually valued closer to ,500.This was his second time buying a storage locker and his interest was piqued by a Saturn IV Rocket. With it came a wooden box he put in the bed of his truck.As he worked his way through the items inside, he came across the bombs.Carter said he took a picture of them, then put them back where he found them and called the bomb squad.He said he was never nervous about them exploding, saying they've been around at least 75 years.His street was shut down for about an hour.
