LOS ANGELES (CNS) - Los Angeles City Councilman Mitch O'Farrell and the city's Bureau of Sanitation will remind all restaurant managers that starting Tuesday they will be required to withhold plastic straws unless a customer requests them. ``The new city law picks up where the state law stops,'' O'Farrell said in April. ``As a coastal city and state, we owe it to our environment to do everything in our power to ensure we reduce single-use plastic waste.'' The first phase of O'Farrell's ``Straws on Request'' initiative took effect this year on Earth Day, which applied to businesses with more than 26 employees. The new law takes aim at reducing single-use plastic waste from littering beaches and waterways, O'Farrell said, and it applies to restaurants of all sizes. O'Farrell plans to speak this morning at a news conference with various city officials and local restaurant owners. Both the state and county recently adopted a single-use plastic straw policy, but O'Farrell said Los Angeles' law is more restrictive. In drive-thru restaurants, the customer will be notified to ask for a straw if one is needed. O'Farrell cited a report from the nonprofit Lonely Whale's campaign called Strawless Ocean, which stated Americans throw away 500 million plastic straws each day. LOS ANGELES (AP) -- California health officials have released guidelines for elementary schools to seek waivers allowing them to offer classroom instruction in the midst of the coronavirus pandemic.Officials on Monday said some public and private schools in 38 counties on a state watch list, including San Diego County, can seek waivers from local health officials if they have plans for keeping students and staff safe and meet certain criteria.But the state says school reopenings can't be considered in counties with the highest rates of COVID-19 infection. LOS ANGELES (CNS) - Adult film star Ron Jeremy pleaded not guilty Monday to 20 additional rape and other sexual assault charges involving 12 more women and a teenage girl in attacks dating back to 2004, bringing the number of his alleged victims to 17.In June, Jeremy, 67, entered a not guilty plea in response to allegations that he raped three women and sexually assaulted another in separate attacks going back to 2014.The District Attorney's Office amended the complaint Monday against the defendant -- whose real name is Ronald Jeremy Hyatt -- to include a total of eight forcible rapes and lewd conduct with a 15-year-old girl, among other counts.Jeremy is being held in lieu of .6 million bail, despite an earlier defense request to lower the amount, and was ordered back to court Oct. 28, when a date is expected to be set for a preliminary hearing.If convicted on all counts, the porn star could face up to 250 years to life in prison.Prosecutors said the victims range in age from 15 to 54 and that the teen was assaulted at a party she attended in Santa Clarita.
