UPDATE: SDSU officials decided Wednesday to keep students and staff out of the building due to complaints.SAN DIEGO (KGTV) -- Nearly two dozen students and staff at San Diego State University say a chemical odor in one of the buildings made them sick.The Professional Studies and Fine Arts building was undergoing construction when the complaints began in January and has been closed since March 13. Students and staff reported sore throats, headaches, even nosebleeds. The university says there were 22 incident reports.The school says Environmental Health and Safety has performed air quality tests regularly since January showing the vapor levels in the building were non-toxic. SDSU brought in Expert Joel Berman who explained to students and staff Wednesday the two items causing the odor were coal tar pitch and asphalt. He said they were never at impermissible levels and were never a health hazard, despite the complaints of the staff.Staff did not take that well, "I think a majority of people are feeling very upset because there's this sense that we're all being gas-lit and being told that our common experience is not real or valid," one woman said.The Air Quality Control District is investigating, filing a Notice of Violation to the school as well as the contractors hired by SDSU. The violation reads, "discharging from a source, quantities of air contaminants or other material which cause injury, detriment, nuisance or annoyance to any considerable number of persons. Specifically for the application of Tremco Tremfex to the San Diego State University Professional Studies and Fine Arts building roof, causing the release of coal tar pitch volatiles into the building."The initial construction was to install rooftop mechanical shafts. The initial patching of the roof around the new shafts was done improperly, according to SDSU administrators. The re-patching was what caused the odor.San Diego State is planning to hold forums on April 3 and April 8 to give updates about the building repair and address safety concerns.President of the university, Adela de la Torre, stated they learned a lot from the forum, and it struck a chord with her. She said the university will work to be more communicative with students and staff and no one will enter the PSFA building until it is safe.If you're a student experiencing these symptoms, the university directs you to visit the Health Services Building. UPDATE: 9:15 P.M.A man has been taken into custody after an hours-long standoff with officers at a Hillcrest rehabilitation center.SAN DIEGO (KGTV) -- San Diego Police Department officers are surrounding a Hillcrest neighborhood Saturday working to peacefully end a standoff with a person believed to be armed.According to SDPD's official Twitter page, the incident started around 4 p.m. after receiving reports about a man with a gun in the 4000 block of Sixth Avenue, east of Scripps Mercy Hospital San Diego.Police told 10News that around 4 p.m., an employee of the Hillcrest Health and Rehabilitation Center found a homeless man showering in a facility bathroom-laundry room.The man barricaded himself in the bathroom and has refused to speak with police. He has also vandalized the room using a fire extinguisher.The room is isolated away from the rest of the rehabilitation center, so patients there have not been evacuated but are being told to shelter in place.Police have called on the department's Emergency Negotiating Team and a SWAT team to assist with the incident. 1087

UNIVERSITY CITY, Calif. (KGTV) - A car crashed into a veterinary clinic near La Jolla Friday night. No people or animals were injured when a car plowed into the building on Town Center Dr. at 9:30 p.m. San Diego Fire Department says the driver told them he accidentally drove into the the front of the Cote Animal Hospital. There was a staffer inside the vet hospital with animals when it happened. The 75-year-old male driver got out of the car himself and was taken to a local hospital as a precaution. 513

Two US Navy SEALs and two US Marines have been charged for their role in the June 2017 death of Army Staff Sgt. Logan Melgar in Bamako, Mali, a death that investigators determined to be murder."Charges were preferred yesterday against two sailors and two marines," the Navy said in a statement.The charges include felony murder, involuntary manslaughter, conspiracy, obstruction of justice, hazing and burglary.The official charge sheets accuse the two Navy SEALs and two Marines of breaking into Melgar's bedroom, physically restraining him with duct tape and placing him in a chokehold.The charge sheets say the murder took place while the accused were "perpetrating a burglary."The four service members are also accused of lying to investigators.The Article 32 preliminary hearing for the four accused is currently scheduled for December 10."We honor the memory of Staff Sgt.
