SAN DIEGO (KGTV) -- A big step taken in the effort to get the San Diego Police Department to stop using a specific restraining maneuver during arrests.On Tuesday, the community review board voted to recommend that the department gets rid of what police call a carotid restraint in some circumstances.  "Have you ever been choked or had the life choked out of you? I can snap back too!" The public was allowed in the meeting but was not supposed to talk. Desiree Smith couldn't help herself, because this issue is personal. "My son was choked by police at a homecoming event at the school," she said. The community review board debated whether or not San Diego police officers should be able to use the carotid restraint.Police are currently allowed to use the tactic to subdue people that they are trying to detain. Smith told 10News she does not think the restraint maneuver should be used, ever."It's inhumane," she said. "I wouldn't do it to an animal, let alone a human. They have stronger laws for animals than they do for humans."  1085

SAN DIEGO (KGTV) -- A Girls Empowerment Camp put on by the San Diego Fire Department started Saturday despite some controversy a few months ago. The camp teaches girls what it takes to be a firefighter. The girls learn how to pull hoses, climb ladders, and climb out of windows just like firefighters do on the job. In February, attorney Al Rava sent a letter to the city attorney on behalf of his client, Rich Allison. The letter claimed that the camp was unwelcoming to boys solely based on their sex. RELATED: Girls empowerment camp rescheduled after abrupt cancellationThe camp was canceled, but days later Mayor Faulconer issued a statement saying the camp would go on. The girls are thankful the camp is back on. SAN DIEGO (KGTV) -- A football player was badly injured during a Homecoming football game at Scripps Ranch High School Friday night. According to a witness, the injury happened five minutes into the second quarter at the 30-year line. The witness told 10News the wide receiver laid on the field for 20 minutes before an ambulance arrived to rush the student to the hospital. School officials and the victim's sister confirmed to 10News that the football player is expected to be okay. 493

SAN DIEGO (KGTV) - 10News was there as an emotional burglary victim was reunited with her stolen Pekachu puppy.Ashley Morales was overcome with emotion as young Lorenz Lugg placed her 4-month-old puppy back in her arms. "I can't believe it. I never thought I would get him back," said Morales.On Monday, a distraught Morales sat down with 10news after a Sunday morning burglary at her Spring Valley condo on Madrid Way. As her children slept inside, a neighbor's surveillance cameras captured several suspects as they walked in and out of the condo. Missing from the home: a television, jewelry, and Snuffles the Pekachu."I just want my dog back," said Morales, as she pleaded for her puppy's return. What she didn't know was that her puppy was at Payd 2 Fade barber shop in the College Area. Shop owner Roc Lugg says early Monday afternoon, a man resembling the suspect in the video came in with a story."He had the dog, but was homeless and living out of his vehicle. Couldn't afford to take care of the dog anymore," said Lugg. When Lugg saw how well the dog was interacting with his own dog, he decided to purchase the puppy to give him a better home. He paid 0. Later that day, his wife got a big shock as she was watching 10news. She realized their new puppy was actually someone else's. Their young son led the charge to reunite puppy and owner."I was desperate to find them and give it back to them. He needed to be home," said Lorenz Lugg.The family called 10news and we called Morales. ="I'm glad humanity is still thriving ... I'm over the moon. I got my baby back. I can't believe it," said Morales.Morales did give the family a reward to help cover the money they spent on the purchase. No arrests have been made in the burglary investigation. 1769
