SAN DIEGO (KGTV) — More than 0,000 went missing from New Hope Friendship Baptist Church in 2008 and 2010, according to new Sheriff’s Department investigation report Friday. The investigation was an Internal Affairs probe into Lt. Devera Scott. Scott was also the treasurer for New Hope Friendship Baptist Church during the time the money went missing. The report claims Scott admitted to church officials she took the money. However, the church told investigators they did not want to press charges as Scott had promised the church she would it pay it all back through monthly payments, and a portion of her retirement. The church also told investigators they were in the business of forgiveness and did not want to ruin Scott’s career, according to the documents.Investigators also learned that Scott made the church a beneficiary to a 0,000 life insurance and accidental death and dismemberment insurance policy. The internal investigation became public Friday, following the ruling of a San Diego judge. The decision comes after local media, including 10News, sued to keep police unions from blocking departments from releasing records related to officer misconduct. The San Diego Sheriff's Department was not part of the suit and has been releasing cases pursuant to SB1421, according to sheriff's department Lt. Karen Stubkjaer.Scott retired from the sheriff’s department on March 22, 2013, before the investigation into the missing church money was complete according to the documents. No charges were ever made against Scott.Other court filings suggest Scott might have been facing financial problems at the time.10News reached out to the church for comment. The pastor referred 10News to their attorney, who was not immediately available for comment.10News also attempted reaching out to Scott but has not returned our request for comment. 1856

SAN DIEGO (KGTV) — More than one million of the 1.95 million mail-in ballots sent to San Diego registered voters have been returned, according to the county. The County Registrar of Voters said Friday they've received more than a million mail-in ballots back with four days left until Election Day.The Registrar said at the same time before the 2016 Presidential election, the county had only received 442,802 ballots back.Saturday, the county opened polling locations from Saturday, Oct. 31 through Monday, Nov. 2 from 8 a.m. to 5 p.m. All locations will be open again on Tuesday from 7 a.m. to 8 p.m.Residents can locate their polling place online here. Voters can also check the back of their sample ballots and voter information pamphlets for assigned polling places.Anyone casting their ballot in person will be required to wear a face covering and to maintain physical distance at polling locations.Poll workers will have a face mask for anyone who forgets to bring on. Those unable or unwilling to wear a mask will be assisted outside to vote. The Registrar also reminds voters that campaigning or electioneering, which includes the visible display or audibly advocating for a candidate or measure, within 100 feet of a polling place or mail ballot drop-off location is prohibited. 1294

SAN DIEGO (KGTV) — One of the most controversial developments in San Diego's recent history is now welcoming its first residents. The One Paseo development has leased about 60 of its planned 608 housing units, most of which are still under construction. The complex aims to put everything within the reach of its residents in a live, work, play environment. The model units are even staged to make the most discriminating apartment shopper feel right at home. The fridge is stocked with sodas, candy, snacks, and even beer. "If you come here, it's like living on a vacation everyday," said Jay Rey-Hiplito, Kilroy's vice president. "We've got pools, we've got fitness centers, if you're into the best restaurants, you can walk right across the street."RELATED: One Paseo set to open in Carmel Valley following numerous setbacksOne Paseo packs 608 housing units into three buildings just south of Del Mar Heights Road. Rey-Hipolito says with San Diego's supply crunch, renters are willing to live in dense apartment complexes like One Paseo. He says they are increasingly looking at the housing units as places where they rest, spending their leisure time and entertaining at the amenities. The complex includes two pools (one saltwater), a community room, and an expansive gym. In all, that's why he believes the price is right for the units. Studios start at ,350 a month, and the model two-bedroom, at 1,058 square feet, goes for between ,600 and ,800 a month."Instead of looking at price, it's important to focus on value," Rey-Hiploito said. "When you're looking at what you get, you may no longer need to have a second car, you may not need to have a gym membership anymore."RELATED: City Council approves slimmed down One PaseoOne Paseo is a three-pronged, 0-million development that includes housing, office, and retail. The San Diego City Council approved a larger version in 2015, but nearby residents, and the owners of the mall across the street, led a referendum that ended with the current scaled down development. So far, 237 units are available. The development includes 61 affordable units for households earning up to 65 percent of the area median income. The full construction should be complete by the first quarter of 2020. 2259

SAN DIEGO (KGTV) — Now that a snowy storm is reaching San Diego County, many will head up to the mountains and East County to enjoy a taste of winter. That means trips up to Palomar Mountain, Mt. Laguna, Alpine, and Julian to frolic in the fresh, fluffy snow. But, that also means being prepared.Tire chains, four-wheel drive, extra supplies, and appropriate clothing are all a must. So is knowing exactly where you're allowed to stop off on land that's open to the public. Check 10News Pinpoint Weather conditionsAnd where ever you go, check road conditions ahead of time for possible closures or to see whether you'll need chains for tires. The county's Department of Public Works posts road updates online on Facebook and Twitter. It's also recommended not to simply stop off the road to enjoy snow or hop fences into possibly private property. Here's what you need to know about enjoying snow in our county's upper elevations when the time comes. What you'll need:Chains for tiresWater and snacks — enough for general hunger and in case you get stuckHeavy jacket, sweater, gloves, hat or beanie, snow/hiking boots, heavy socks, thermal clothing, extra clothing if desiredBlankets for car ride or stopping off outsideToys for the snow, like sledsChapstick or sunscreen — it's still San DiegoRELATED: San Diego County park rangers recommend these trails in 2019Where to go:Julian: When Julian gets snow, locals and tourists flock to the quiet mountain town — and largely residential, so be respectful. While crowds are expected, there are still spots to get in your snow fun. Head over to the town's community parks, such as William Heise Park, Jess Martin Park, or Julian Memorial Park.Mt. Laguna: For quick access to snow on Mt. Laguna, stop off at the Mt. Laguna Lodge. Numerous trails, including Big Laguna Trail and Sunset Trail, make the mountain perfect for checking out the snow off the roadside.Cuyamaca Rancho State Park: Enjoy the snow at Cuyamaca Rancho State Park at campsites like Paso Picacho or Green Valley, and they also include bathrooms, which families will likely find important. Or head to trailheads leading up to Stonewall Peak and Cuyamaca Peak or Lake Cuyamaca for a scenic view.Palomar Mountain State Park: Hiking trails and family campsites at Palomar are a great option for enjoying snowfall. When snow hits, it transforms the large pine, fir, and cedar trees into a winter wonderland. Visit Doane Valley Campground or Cedar Grove Group Campground as a stop off to visit the snow and the park's hiking trails also make great options.Local towns: If you choose to stop in towns such as Alpine, Pine Valley, or Santa Ysabel when snow falls, be considerate of local parking and property. Many residents may have fenced off property, so it's never recommended that visitors cross into private property or stop on the side of the road. 2867
